About this file
This document contains a sole source justification for the procurement of digital voltage scanners. The Air Force Materiel Command Test Center requires the scanners to upgrade aging analog-to-digital converter systems and integrate new modules into existing test equipment at Arnold Engineering Development Complex. The modules from Pacific Instruments are needed for compatibility with proprietary software and infrastructure designed for these specific parts. Redesigning the system for other vendors' components would significantly delay test schedules, costing months for software redesign and additional expenditures for new hardware, drawings, cabling, and testing. Maintaining a single supplier also reduces spare part costs by using a single inventory for all locations where the equipment is deployed. The awarded contract FA9101-21-P-0017 to an unknown vendor was for an unknown amount and date of award was April 5, 2021. The solicitation number for this justification is FA9101-21-Q-0028.

Required Digital Voltage Scanners (DVS's) measure instrumentation signals which are used for test data recording. The recorded data is the culmination of the tests being performed at AEDC. In order to continue to meet the needs of AEDC's customers these upgrades are essential.
These specific modules from Pacific Instruments are going to be integrated into the existing eSTARR system and replace a portion of the aging General Purpose Analog to Digital Converters (GPAD) system in the APTU test cell. These parts are needed for compatibility and commonality across the Turbines and Hypersonic mission areas. The existing software is proprietary and has been developed to calibrate, communicate and test with the Pacific Instruments Signal Conditioning Amplifiers. To use parts from another vendor would require many months of redesign leading to delays in the test schedule along with investment for the redesign of the system. A redesign would include a of software development and checkouts, at least of drafting work to update drawings, at of design for cable pinouts and power requirements of the new hardware and approximately for all new test cell cabling to be fabricated to connect the equipment.
These figures do not include all the end items needed to bring the system to what it would need to be in order to fulfill AEDC's needs. For instance, the current design used to acquire all the items needed to build this infrastructure. Any decision to redesign the current infrastructure would cause great delays and significant increased cost to the Government. Acquiring parts from this vendor will also reduce the need to purchase additional parts to maintain two separate systems, which saves the Air Force money since a single spares pool can be used in all the mission areas that eSTARR is deployed. The eSTARR system is deployed in at least ten other test areas around the Base.
for this upgrade to meet current and future test customer requirements. These specific modules are also required to integrate into the existing Pacific Instruments DVS systems in the C-1 test cell.
The infrastructure for the modules (connectors, cable fabrications, power supplies, mounting brackets and software) is already in place or in the fabrication phase. The infrastructure, like the APTU test cell, has been designed and built around these specific parts and the connections can only be made to parts made and sold

The same delays for APTU will apply here also (e.g. design of a new system, the five year IDIQ to acquire parts and installation, etc.) for this expansion of the Pacific Instruments DVS capability to meet specific test customer requirements.
