HFM SLOT INSTALLATION @ SNELL LOCK

RFP NO. DTSL5517R0681

QUESTIONS AND ANSWERS

AUGUST 17, 2017

1. Q; It was stated during the second site visit that the space to the north of the chain link fence to be removed (behind the dumpsters) is available for dumping concrete debris. Please confirm the limits of this disposal area as well as the available capacity in CY.

A: The area is the slope north of the proposed building as shown on the attached. I am not going to state a quantity, but the surface area is approximately 300 square yards. The location and size can be scaled from the attached drawing using the graphic scale or the indicated 75-foot distance for the building. No pieces bigger than 18 inches may be disposed at this location.

2. Q: If the “Floating Plant” option is used by the contractor, to what elevation can the lock be dewatered without use of the stop logs and pumps? What is the duration for

SLSDC stop log installation? What is the duration for dewatering to elevation 110’?

A: The stop logs must be used when dewatering the lock below the low pool elevation. The pumps take it down to approximately 110 feet at which point there is a variable depth of water ranging from 3 to 7 feet. To dewater further will require the use of additional portable pumps, to pump it over the stoplogs or into the dewatering pit and out. This has been done before by another contractor for an unrelated project a few years ago.

3. Q. There have been questions submitted if SLSDC will consider alternative methods for performing specific project requirements that deviate from the specifications.

A. The SLSDC will consider alternative methods to those specified. The offeror shall include the alternative method in his/her proposal along with any applicable drawings. The offeror’s cost proposal shall list that alternative with an amount for any cost savings. The cost savings will be included in the proposal evaluation. Alternative methods will have to approved by SLSDC and/or the design consultant; and if required, professional engineering certification from the contractor. If the method is not approved, the contractor will be required to follow the specifications.
