Prices/Costs
Provide industrial uniform clothing on a rent-no-clean basis for an estimated eighty-five (85)
SLSDC employees in Massena, New York, in accordance with the specifications found in the
SOW. Each employee is entitled to five (5) each shirts and five (5) each trousers.

Statement of Work
Industrial Uniform Clothing
I. Project Scope
The Contractor shall provide all labor, equipment, transportation, and incidentals necessary to deliver industrial uniform clothing on a rent-no-clean basis, for an estimated eighty-five (85) Saint Lawrence Seaway Development Corporation (SLSDC) employees in Massena, New York, for the period 10/01/2017 through 09/30/2018 with options to extend for up to four additional years.
II. Requirements The Contractor shall furnish FOB Destination on a rent-no-clean basis, industrial uniform clothing, for approximately eighty-five (85) SLSDC employees.
The Contractor shall perform initial measurements on SLSDC employees at no charge.
Delivery time for new uniforms shall be four (4) weeks after initial measurements.
Clothing must be comparable in weight and equal to or better than “Dickie’s” brand clothing. Required color of clothing is Navy Blue.

III. Shirts
Shirts, both long and short sleeve, shall have the following characteristics:
For approximately seventy (70) employees: 35% cotton, 65% polyester, stay-press with soil release qualities, industrial type, shirt tails, button closure (snap closures will not be accepted), convertible collar, two (2) patch pockets located on left and right breast without closures, and one (1) pencil pocket located on left breast pocket.
For approximately fifteen (15) employees: 100% cotton, stay-press with soil release qualities, industrial type, shirt tails, button closure (snap closures will not be accepted), convertible collar, two (2) patch pockets located on left and right breast without closures, and one (1) pencil pocket located on left breast pocket.
Each employee shall receive five (5) shirts in any combination of short or long sleeve.
IV. Trousers
For approximately seventy (70) employees: 35% cotton, 65% polyester, stay press with soil release qualities, industrial type, fly closure, two (2) slash pockets located on left and right sides; two (2) slit pockets located on left and right hip with button hole on left hip pocket; seven (7) each two inch (2”) high belt loops located on reinforced waistband, full cut, and straight legs without cuffs.
For approximately fifteen (15) employees: 100% cotton, stay press with soil release qualities, industrial type, fly closure, two (2) slash pockets located on left and right sides;
two (2) slit pockets located on left and right hip with button hole on left hip pocket; seven
(7) each two inch (2”) high belt loops located on reinforced waistband, full cut, and straight legs without cuffs.
Flex-Waist trousers, identical to the design and specifications above, 35% cotton, 65% polyester, shall be included as an option.
Each employee shall receive five (5) pairs of trousers.
V. Name Tags
One (1) each employee name tag shall be affixed over the right breast pocket of each shirt
(i.e. first name only on total of 5 shirts per employee), one (1) each Saint Lawrence
Seaway tag shall be affixed over the left breast pocket (2 lines) on each shirt (total of 5 shirts per employee). Both tags shall be color Navy Blue with white lettering and trimmed in Navy Blue. Lettering shall be embroidered. Employee name tag shall be size
3 ½” x 1 ½” and Saint Lawrence Seaway name tag shall be size 4 ½” x 2 ½”. Silk screen will be accepted.
VI. Fire Retardant Uniforms
For approximately fifteen (15) employees: fire retardant clothing with a fire rating of Arc
Flash PPE Category 2, which requires 8 calories per square centimeter. This uniform includes long sleeve shirt and trousers.
Required color for this specific type of clothing is Navy Blue.
Each employee requiring fire retardant uniforms shall receive five (5) shirts and trousers.
VII. Maintenance
All clothing shall be repaired in a like-new fashion. Clothing which cannot be repaired will be replaced with new clothing.
The Contractor shall furnish weekly pickup of clothing requiring repair or replacement, with return to the SLSDC within two (2) weeks for repair and within three (3) weeks for replacement.
VIII. Period of Performance
The period of performance for this service will be as follows:
Base Year: 10/01/2017 to 09/30/2018
Option Year 1: 10/01/2018 to 09/30/2019
Option Year 2: 10/01/2019 to 09/30/2020
Option Year 3: 10/01/2020 to 09/30/2021
Option Year 4: 10/01/2021 to 09/30/2022
IX. Special Provisions
Proposed prices shall remain effective during the base period and option year(s), if exercised.
X. Additional Information
In addition to the invoice procedures found in FAR clause 52.212-4, Contract Terms and
Conditions—Commercial Items, invoices shall be submitted monthly, indicating name of employee, number of employees, weekly rate, and other applicable charges.
The preferred method of payment is by government purchase card in accordance with
FAR32.1108. However, if payment by electronic funds transfer (EFT) provides better terms for the SLSDC then offerors are required to submit proposals requiring payment by
EFT.
Certificate of Insurance shall be furnished prior to beginning of job.
The SLSDC will exercise an option only after determining that funds are available and if exercising the option is the most advantageous method of fulfilling the SLSDC’s need, price, and other factors considered. If the option year is exercised, a modification to the contract will be issued.
All wages shall be paid in accordance with the requirements of the Fair Labor Standards
Act, Service Contract Labor Standards and Wage Determination: No: 2015-4169

XI. Additional Submittals
• At least three (3) references for work with similar requirements including point of contact information (i.e. names, addresses, telephone numbers, and email addresses)
• The Offeror must submit samples of all proposed uniforms (i.e. 35% cotton/65% polyester, 100% cotton, regular, flex-waist, and fire retardant). Failure to submit samples will deem the offer unresponsive which will not be considered. All samples shall be mailed to Attention: Patricia White, 180 Andrews Street
Massena, NY 13662.
XII. Performance Metrics
The Contractor shall be evaluated quarterly in regards to performance measures and timeliness of new uniform orders and replacements. If the Contractor fails to perform the requirements of this SOW, payment(s) for the weekly fees for those employees who have not received uniforms will be deducted from each invoice until the uniforms are received.
The SLSDC will perform an evaluation of Contractor performance 60 days before each term expires. The Contractor must meet or exceed a 95% success rate for timeliness of new and replacement uniforms each year in order to be considered for each subsequent option year award.
XIII. Evaluation and Award
The SLSDC will make award to the Offeror whose proposal conforms to the requirements of this solicitation and is the most advantageous to the SLSDC, considering price, quality of services and uniforms, as well as past performance. The government expects to make an award without discussions.
Award will be made on the basis of the score assigned to each quote by the Source
Selection Authority. As prescribed in FAR15.101-1 -- Tradeoff Process.
The following factors shall be used to evaluate offers:
1. Price/Cost (50%)
2. Quality (25%)
4. Past Performance (25%)
For the purposes of evaluating the price, the Offeror shall provide unit pricing for all the line items above. For the purposes of evaluation, estimated quantities have been listed in the table below to determine the Offeror’s overall price. The estimated quantities do not represent the actual number of shirts and trousers that will be required as the employee may select a combination of style and material.

For the purpose of establishing price, the SLSDC will evaluate offers by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the SLSDC to exercise the option(s).
Price reasonableness will be determined by competition and compared with the
Independent Government Cost Estimate (IGCE) and historical prices paid.
Price carries the most weight, however all evaluation factors other than cost or price, when combined, carry the same weight as cost or price.
The SLSDC will award a fixed, unit price contract as a result of this solicitation with an overall not-to-exceed price as the number of employees may be subject to change.
XIV. Option Periods
The SLSDC may extend the term of this contract by written notice to the Contractor within 15 days before the contract expires; provided that the SLSDC gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. The
Contracting Officer may exercise options only after determining that funds are available;
the requirement covered by the option fulfills an existing SLSDC’s need, price and other factors considered.
If the SLSDC exercises this option, the extended contract shall be considered to include this option clause.
The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.
XV. Instructions
Prospective offerors are to submit any requests for clarification to the Contracting Office no later than 4:00 PM EST, September 13, 2017. Requests may be sent to jason.brockway@dot.gov. Any information given to a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an amendment to the solicitation, if that information is necessary in submitting proposals.
Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Contracting Office by the response date, September 19, 2017 no later than
2:00 PM EST.
