Request for Quotation (RFQ) No. DTRT5717Q80105 PR No. V3321074
INSTRUCTIONS, CONDITIONS, AND NOTICE TO OFFERORS
I. PROPOSAL FORMAT
The Offeror’s written proposal must include the following:
PRICE QUOTATION
The Offeror shall provide pricing for CLIN 0100 as reflected in the CLIN structure in the combined synopsis/solicitation notice and provide a total proposed firm fixed price for CLIN 0100.
TECHNICAL PROPOSAL
The Offeror’s technical proposal shall include the following:
1) A written description of the Offeror’s ability to successfully achieve the requirements identified in the Statement of Work (SOW) (maximum 3 pages);
2) Documentation outlining the terrestrial and satellite AIS data (maximum 2 pages) being provided, and
3) Documentation describing and detailing the Offeror’s current constellation of satellites and ground earth stations, including associated data latencies (maximum 4 pages).
Any proposal that does not include the components specified above will be considered non-responsive.
II. EVALUATION FACTORS FOR AWARD
Basis for Award
An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) ability to meet the requirements set forth in the SOW for terrestrial and satellite AIS data with low latencies in a raw data stream; 2) price; and 3) current constellation of satellites and ground earth stations. It is the Government’s intent to award a firm fixed price purchase order based upon initial offers without entering into discussions or negotiations (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price standpoint, reflecting ANY AVAILABLE DISCOUNTS. While it is the Government's intent to make award based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions.
Order of Importance
The technical evaluation criteria that are addressed in the Technical Proposal are considered more important than price in the selection of the contractor for award. When the Technical Proposals are evaluated as essentially equal, the quoted price may become the determining factor

Evaluation Criteria
The Offeror’s proposal will be evaluated in terms of the following criteria:
1) Technical Acceptability
a) Ability to provide terrestrial and satellite AIS data
b) Ability to meet the needs of the required constellation of satellite and ground earth stations
c) Ability to provide raw AIS messages with low latency
2) Price
Technical Acceptability Technical acceptability of the Offeror’s proposal will be evaluated based upon the following:
Satellite and Terrestrial AIS Data - The Offeror’s ability to provide both terrestrial and satellite data to SeaVision;
Constellation of Satellites and Ground Earth Stations – The Offeror must provide evidence that they currently employ over seventeen (17) satellites and maintain a network of over sixteen (16) ground earth stations for coverage considerations;
Ability to Provide Raw AIS with Low Latency – The Offeror’s ability to provide a raw data-stream (i.e. NMEA 0183 or NMEA 2000) with real-time delivery, a high re-visit rate, and low latency.
Price
The Offeror’s quoted price will be evaluated based on the total firm fixed price proposed for
CLIN 0100.
