VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER (VOLPE CENTER)

ENGINEERING INFRASTRUCTURE AND DEPLOYMENT DIVISION (V335)

SOLE SOURCE SAP JUSTIFICATION

A. Description of Supplies/Services.

The Volpe National Transportation Systems Center requires technical support services of a marine biologist, micro biologist and civil engineer to assist in type approval process for Ballast Water Treatment Systems (BWTS). The intricate tasks required include design, operation and testing of BWTS leading to development of Coast Guard regulations and testing protocols. The estimated cost for the work is $83,800. The contractor identified that has the required knowledge and experience to meet this requirement is CDM Federal Programs Corp.

B. Market Research.

Chris Murray conducted market research in May 2017 to identify companies with experience developing regulations, testing protocols and evaluating Ballast Water Treatment System (BWTS) performance for the Coast Guard. The search revealed th ree companies with water/wastewater treatment expertise Parsons Brinkerhoff, NSF International and CDM Federal Programs Corp. Upon further research into the each company Parsons Brinkerhoff has no experience treating ballast water (seawater) and NSF International primarily lack experience testing in the field. These are both Government requirements. CDM Federal Programs Corp is the only company that has the necessary experience in treating ballast water (seawater) and in field testing which are essential requirements of the Government.

C. Supporting Rationale. Complete one of the following three sections and annotate the two non-applicable sections with an “N/A.”

(1) Sole Source: Only one responsible source and no other supplies or services will satisfy agency requirements.

Ballast water treatment and field testing expertise, as well as direct expertise with technology development program and applications such as Coast Guard Ship Technology Evaluation Program (STEP) and EPA's Environmental Technology Verification (ETV) programs are critical to this requirement and CDM Federal Program Corp is the only source that has direct experience with ship ballast wastewater treatment technology development and testing. In addition, CDM Federal Program Corp has previously provided technical support services on Coast Guard Ship Technology Evaluation Program (STEP) and EPA's Environmental Technology Verification (ETV) programs. It is not time or cost effective for the Government to spend time and incur additional cost of educating another contractor to obtain the expertise and experience required to meet this need.

(2) Brand Name: A specific brand that is available from multiple vendors.
