DTRT57-11-R-20025 Questions and answers as of 10/19/11
Q 1 - 5.1 Daily Requirements: States that the day shift will have a minimum of a Captain, Lieutenant, and five armed guards. The evening and night shifts will have a minimum of a Sergeant, and one armed guard. During the weekend; each shift will have one Sergeant, and one armed guard. We calculate that to be 536 billable hours per week. Are our calculations correct? Additionally, what is the required level of coverage for the ten federal holidays, which are listed in 13.0?
A 1 - yes (536 hrs p/wk) and holidays manned the same as weekends, overnights and evening shifts.
Q 2 - 5.0 Required Services: refers to Attachment 3 (Volpe Center post orders). There is no Attachment 3 contained within the combined synopsis / solicitation. Can you provide us with Attachment 3?
A 2 – This was a typo. The orders are in Section IV Attachment A (approx. pgs 26-33)
Q 3 - Wage Determination No.: 2005-2255 requires that Occupation Code 27102, Guard II, is to be paid a minimum of $18.95 hourly. Additionally, the wage determination also requires a health and welfare rate of $3.59 per hour be paid. Does the Guard II rate of $18.95, apply to only armed security officers?
What is the required pay rate and health and welfare rate for the required Sergeants, Lieutenant, and Captain?
A 3 – Typically Sergeants, Lieutenants etc. are not covered under the DOL Wage Determination due to the duties of the position. You may, of course, go to the DOL website for information.
Q 4 - The Client Authorization Letter, which is shown on page 49 of 67; are we required to send the minimum of two Client Authorization Letters to our clients, or, do we provide said letters to the government within the body of our proposal?
A 4 – The letters should be sent to the client with a copy provided in your proposal.
Q 5 - Page one of the combined synopsis / solicitation states that; “offerors are required to provide a price for all CLINS (0001 - 0005)”. As stated; are we required to provide a price for only CLINS (0001 - 0005), or are we required to provide prices for CLIN 0001 - CLIN 0006AJ?
A 5 – Hourly rates should be provided for the On Call services in CLIN 0006AA-0006AJ.
Q 6 - Section 9.0 Equipment describes the required motor vehicle, which the offeror is required to provide. The solicitation describes the duties of post 8 (Roving Patrol), as being Monday – Friday:
10:00AM – 6:00PM. Are these the only hours during which the required patrol vehicle will be operated?
A 6 – No, not necessarily. The contractor may utilize the vehicle as they see fit or as the situation requires. The vehicle should be on call when needed.
Q 7 -Is there any way we can have the tabulation of hours for each post per month or do we just use the unit hrs.
A 7 – See A 1, however that number is based on the minimum.
Q 8 - Can the government provide a CLIN for charging additional guard service required by Paragraph 6 "special events", and at Posts 6 & 9 (Attachment A) by the hour, as with an undetermined number of hours for these requirements, pricing cannot be accurately forecast with the aggregate price CLIN structure?
A 8 – CLIN’s 0006AA-0006AJ would be used for additional guard services. Post 6 says that it would require one additional guard and Post 9 (usually on July 4th) would also use the additional guard service CLINS if the normal contingent of guards was not sufficient.
Q 9 - Would you please provide us annual running (Mileage) of the patrol vehicle for our cost analysis?
A 9 – The current contractor estimates between 4,000 and 5,000 annual mileage.
Q 10 - Would you please provide us information about the transition period (days) under this Contract?
A 10 – The transition period is for the potential contractors to suggest.
Q 11 - Regarding the uniform requirements, would ball caps be an acceptable alternative to “police style caps?”
A 11 – Yes
Q 12 - Section 9 of the PWS discusses vehicle requirements, stating, “Patrol Equipment
One patrol motor vehicle with emergency lights and marked with an amber or blue, rotating emergency roof-light”.
Would an LED light bar be acceptable?
A 12 – Yes
Q 13 - Section 9 of the PWS also discusses firearms requirements. It states, “The Contractor shall provide newly purchased firearms and maintain sufficient licensed firearms and ammunition to equip each guard and supervisor with a licensed weapon while on duty.
--- A licensed gunsmith must certify that all firearms are safe and accurate in writing.
Must a licensed gunsmith certify safety and accuracy for “New in Box” weapons?
A 13 - If it is brand new, it would be certified by the manufacturer. If they are used, then a licensed gunsmith must certify.
Q 14 - Section 9 of the PWS goes on to discuss firearms requirements, stating, “Firearms shall be .357 Sig, standard police service-type semi-automatic or equivalent and approved by the COTR,”.
Regarding “or equivalent” would a 9MM or .40 S&W be acceptable to the COTR? If not, what caliber and weapon would be acceptable? It is important to know what is acceptable to properly bid weapons.
A 14 - We currently have 9MM’s at this time and are moving to the .357 Sig as this is closer to the federal regulation of what Air Marshals and Federal Law Enforcement Officer’s carry. The .40 cal S&W is not sufficient. An acceptable type alternative would be the S&W M&P .45 cal.
Q 15 - Regardless of caliber, would a Glock pistol be acceptable to the COTR?
A 15 – No, we are not accepting a Glock pistol as an alternative.
Q 16 - What caliber and make of weapon are the incumbent guards carrying now?
A 16 - Sig 228 9MM (see A 14)
Q 17 - As there are no training requirements outlined in the PWS, are all incumbent guards trained to the satisfaction of the government for the purposes of working on the new contract? If not what additional training is required?
A 17 - Each Officer must be AED/CPR certified (Para 7.5), each officer must be trained in the proper use and care of firearms (DOT Order 1660.2A, Use of Weapons and use of Deadly Force (Para 5.17)
Q 18 - Is there a CBA?
A 18 - No there is not a union for the officers.
