Pre-solicitation Synopsis
DTMA91R1500005-
Architect and Engineering (A&E) Services at the United States Merchant Marine Academy, Kings Point, NY
INTRODUCTION
The U.S DOT/Maritime Administration (MARAD), through this synopsis is seeking a professional multi-functional Architect-Engineering (A/E) Firm with a strong background in primary discipline, to perform Architectural and Engineering services for the United States Merchant Marine Academy (USMMA), which is located in Kings Point, NY.
PROJECT INFORMATION
MARAD anticipates awarding one (1) or two (2) IDIQ contract(s) with fixed labor rates for a full range of A/E services that include structural, civil, electrical mechanical, architectural, design disciplines. The minimum guarantee for an IDIQ will be one project or $3,000 for the based period only.
Although MARAD is seeking a multi-function A&E firm, the firm needs to tailor their qualifications to demonstrate their ability to perform the two (2) projects listed below. The following Architectural and Engineering services:
1. The design and the specifications for the replacement of Crowninshield Pier Cressy Pier, with wave fence construction, to include the replacement of Cressy Pier, including the repair, rehabilitation, and replacement of the seawall;
2. The design and the specifications for the upgrade of the main electrical distribution system.
All architectural and engineering construction drawings, reports, surveys, estimates, and specifications shall be signed and sealed by a licensed professional in New York State specializing in their respective field or trade such as electrical, architectural, construction, engineering design, mechanical, structural, civil, etc.
CONTRACT INFORMATION
One (1) or two (2) firm-fixed price IDIQ contract(s) may be issued with one base year and four option years, based on qualifications of various disciplines demonstrated in the SF-330 submissions.
SELECTION CRITERIA
Each firm must demonstrate its (including subcontractor) qualifications with respect to the selection criteria listed below. Evaluation criteria (1) through (4) are of equal importance; criterion (5) is of lesser importance than every other criterion. SF-330s will be evaluated to determine the most highly qualified firm/team based on submitted SF-330 responses. Failure to provide requested data or comply with the instructions in this synopsis could result in a firm considered being less qualified or eliminated from consideration. Specific evaluation criteria include:
(1) Professional qualifications necessary for satisfactory performance of required services;
(2) Specialized experience and technical competence in the type of work required;
(3) Capacity to accomplish the work within the required time;
(4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and
(5) Location in general geographical area of the projects and knowledge of the locality of the project.
The Government reserves the right to invite the most highly qualified firms (based on Criteria one through five) for Oral Presentation; the Oral Presentation will be evaluated and it will carry the same weight as criterion number one (1). After the Oral presentation, discussions/negotiations with no more than two of the most highly qualified firms will follow, after the discussion, negotiation will be held with the highest qualified firm. If a satisfactory agreement cannot be reached with a firm, then negotiations will be held with the next highest firm in descending order until an agreement is reached.
Below are detailed descriptions of the above-listed criteria:
(1) Professional Qualifications. SF-330, Part I, Block E. Firms will be evaluated in terms of proposed key personnel and technical team’s professional registration, competence, related experiences to accomplish this work, education, and years with the company. Key personnel are individuals who will have major contract or project management responsibilities. Show brief resumes of the firm’s key personnel to be assigned to this contract. The combination of the items listed below will be used in evaluating this criterion:
(a) demonstration of professional qualifications in engineering (list engineering degrees, professional registrations and certifications);
(b) experience on related projects;
(c) certification/licensing;
(d) years with company; and
(e) education.
(2) Specialized Experience and Technical Competence. SF-330, Part I, Section F. Firms/teams will be evaluated on specialized experience and technical competence in the performance of services similar to those anticipated under this contract in terms of recent and relevant experience with regards to the designing and the construction management of the Crowninshield and Cressy Piers and the main electrical distribution system. Firms shall list only current projects or projects completed by the firm(s) in the past five years from the date of this synopsis. Evaluators will consider the relevancy of projects identified. At least five (5) of the required example projects must be completed by the prime. Projects completed more recently will be evaluated more advantageously. Identify any key personnel in SF-330, Part I, Section G that worked on the projects and their role. Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract as demonstrated by firm’s example projects.
(3) Capacity. Within the SF-330, Part I, Block H, demonstrate how the firm(s) will manage, coordinate and administer the work within the prime and among any teaming partners. Firms with greater capacity shall be given more consideration in the selection process. Teaming partners to be included by the prime firm in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. SF-330, Part II, Block 11 and information requested under criteria (5) to be provided in SF-330 Block H will also be evaluated to assist in determining this factor. SF-330 Blocks C, D, and F will also be evaluated to support this criterion. SF-330, Part II shall be provided for the specific prime office expected to lead this effort and teaming partners proposed to perform the work. In Block 9c (1), enter the total number of employees for the firm and in Block 9c (2) enter the total number of employees for this office. Responses will be evaluated to determine the following requirements:
(a) capacity to perform work in-house and with teaming members;
(b) ability to support concurrent and geographically dispersed projects as demonstrated through firms management approach;
(c) strength of project management to include administrative, communications, project tracking, and issue resolution within prime and among teaming members; and
(d) address current dollar value of work of the team, established team and prime offices that can support such work and your management approach to your on-going work.
(4) Past Performance. SF-330 Block H. For the example projects provided under Specialized Experience and Technical Competence, cite past performance in terms of cost control, quality of work and compliance with performance schedules. The firm shall provide reference information to include project name, contract number, point of contact, current phone number, and email address for each project provided under Specialized Experience and Technical Competence. NOTE: Ensure that the information is current.
(5) Location. SF-330, Part I, Block H. The board will evaluate a firm's familiarity of the state of New York and the Kings Point region where the contract will be performed. Examples include knowledge of and experience dealing with, the regulatory agencies, geological features, logistics, climatic conditions or local engineering methods.
SUBMISSION REQUIREMENT
When responding to this announcement, firms should fully address their capability and qualifications with regards to each of the evaluation criterion, which is specified above. Firms should submit their complete qualifications as they may be evaluation solely on their written responses to this announcement. Firms interested in submitting their qualifications for this procurement must submit a Standard Form (SF) 330, Architect-Engineering Qualification forms with supplemental forms as necessary. (These forms may be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF). Qualifications submitted on a SF 330 will be reviewed and evaluated to qualify firms. Ensure that you are registered in SAM (www.sam.gov).
Qualification packages are to be sent electronically to both Ms. Judy Bowers, Contracting Officer, Office of Acquisition, MARAD at judy.bowers@dot.gov. and Mr. Bruce Markman, Deputy Director, Office of Acquisition, MARAD at bruce.markman@dot.gov. All qualification packages must be submitted no later than April 20, 2015, at 2:00 pm Eastern Time. The Qualification Packages must be in PDF format and cannot exceed 30 pages.
