STATEMENT OF WORK

BACKGROUND

The United States Merchant Marine Academy (USMMA) is located in Kings Point New York. The USMMA is a waterfront undergraduate institution dedicated to educating future merchant mariners. Several buildings throughout the United States Merchant Marine Academy campus depend on compressed air to assist with the pneumatic climate control systems. These air compressor units are showing signs of age, some of which date back to the 1960’s, and have outlived their useful life. Many are missing parts and essential components for efficient operation. Rather than replacing failing components, it would be cost effective to replace the entire unit with more modern and efficient units.

OBJECTIVE

The removal of nine (9) existing air compressor units and eleven (11) air line dryers, to be replaced with eight (8) upgraded air compressor units and ten (10) air line dryers, piping, pre filters, filters, regulators, oil and water separators. In addition to the above the Academy seeks recommendations, on energy efficiency, anti- corrosion measures and overall pneumatic system reliability.

SCOPE

The purpose of this project is to provide the US Merchant Marine Academy with reliable safe compressed air systems for the various processes in the facility buildings. The scope of work involves, , providing air compressors and related equipment and verifying the installation and performance of air compressor equipment, air line dryers, filters, pressure regulators, oil and water separators, lubricators (If necessary) any pipe supports and piping needed to connect to existing air systems, as well as any necessary valves. The intent is to ensure that a complete operable and reliable air compressor system is provided by Contractor. Compressor system design concurrence with Compressed Air & Gas Institute, and the Compressed Air Challenge guidelines is encouraged. If deviation from the above guidelines is required please provide a detailed explanation. Compliance with all Building, Electrical and Fire codes is required . Permits if necessary shall be the responsibility of the vendor.

A consequence of its location directly on Long Island Sound and not far from the Atlantic Ocean is corrosion. Offerors are encouraged to provide recommendations as to what methods and technologies are potentially employed to minimize corrosion. Anti-corrosion steps shall be described in detail and priced as options. The Offeror will provide all necessary personnel, materials, and equipment to provide the services described in this Statement of Work.

This procurement is open to small and large businesses.

Firms considering participating in this procurement are strongly encouraged to register with Sam.gov in advance of submitting their quote. All firms offering supplies or services to the Federal Government are required to register at Sam.gov. The Maritime Administration reserves the right award to another vendor if the initial awardee is unable to obtain a Sam registration within the project schedule.

DELIVERY

The Offeror is responsible for removing and properly disposing of the specified existing air compressors and air line dryers located in various buildings at the U.S. Merchant Marine Academy, Kings Point, N.Y. 11024.

The Offeror will deliver and install the air compressors, air line dryers and all hardware necessary, including mounting the compressors, vibration dampers, dryers and their components, installing all the piping, pipe supports or hangers, and all valves and fittings needed to make the new system functional after connecting them to the existing air system.

Equipment

Heavy-duty industrial 2-stage duplex air compressor system consisting of two self-contained pressure lubricated reciprocating piston compressors, two motors, and two enclosed V-belt drives. Compressors and motors will be mounted on an approved horizontal 80 gallon air receiver with a capacity of 10.40 CFM @ 175 psi and an operating pressure of 175 psi. Each compressor can be run independently or together, should the air demand require it.

Compressors shall be equipped with an alternator to insure each compressor is run the same amount of time. Splash lubricated compressors will not be considered.

If the Offeror believes the lifecycle cost of other types of duplex compressors(excluding splash lubricated compressors) of equivalen durability and meeting all the requirements in this statement of work would be significantly less expensive on a lifecycle cost basis, they are encouraged to provide an optional pricing for more energy-efficient compressed air systems. Splash lubricated compressors will not be considered.

Air tank will be ASME coded and National Board approved. Tank will be equipped with a pressure gauge, a manual shut off valve, a safety pressure relief valve sized to handle the full capacity of the compressor and an electronic timer tank drain with adjustable purge and interval settings.

The air dryers will be of the refrigerated type capable of handling 15 cfm. Refrigerant must meet all Federal state and local regulations. Offeror will recommend appropriate refrigerated dryers, and best practices for removing oil and water from the compressed air, filtering and pressure regulation.

The Offeror will present an option for protection against phase reversal, loss of phase and other potential vulnerabilities of three-phase equipment.

The Offeror will present an option for dampening vibration.

Offeror shall recover all refrigerant from each dryer in compliance with all Federal state and local regulations prior to removal. Offeror will supply all new air compressors and dryers, provide all material, transportation and labor to accomplish the work. Offeror will ensure that all new air compressors systems are functioning properly.

Offeror will maintain a normal safe work area, remove debris from the work areas, keep areas clean and secure, and will dispose of any waste and trade litter in accordance with local and state ordinances. All existing compressors removed will be disposed of in compliance with all federal state and local regulations by the Offeror. Any damage to existing facilities or appurtenances will be repaired or replaced, in kind, by the Offeror at no additional cost to the government. No vehicles shall be driven on the sidewalks or grass.

Offeror will maintain daily communication with the COR apprising him/her of any unforeseen issues that may arise. All work will be performed to the satisfaction of the COR.

The Offeror will provide a valid written warranty for all work performed. The warranty will be effective for one year commencing on the date of final acceptance. The warranty will provide for the remedy of any defects in workmanship or materials used. The Offeror will bear the cost of any remedial work to be performed under the warranty. This warranty does not take precedence over manufacturer’s warranty that may be longer than one year in duration.

Maintenance

Offeror will provide in writing to USMMA all maintenance requirements. The installation performed by the Offeror shall have a separate warranty the terms of which will match the best of the equipment warranties in duration.

A fixed price for annual maintenance for an additional Five years, each of the Five years will be priced as an option, and priced individually. The sole right to exercise the said option remains with the Government. Option year quote will reflect all labor and supplies necessary to perform all maintenance in compliance with manufacture specifications.

Additionally, maintenance agreement will include coverage of diagnostics, parts, repair and labor of any unscheduled event requiring repair. Offeror will provide unscheduled repair response time.

PERIOD OF PERFORMANCE

Work is to be completed within 30 calendar days after NTP is approved. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the Contracting Officer.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
