STATEMENT OF WORK

Statement of Work Palmer Hall Shower Replacement

U.S. Merchant Marine Academy Kings Point, New York

August 3, 2016

U.S. DEPARTMENT OF TRANSPORTATION

U.S. MERCHANT MARINE ACADEMY

BACKGROUND

The United States Merchant Maritime Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation. The USMMA seeks a qualified and experienced contractor to provide labor, material tools and equipment to repair six showers in Palmer Hall

The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf. Additionally, all work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.

OBJECTIVE

The complete renovation of six shower rooms in the Palmer Hall dormitory. Due to inadequate ventilation and the lack of quality construction techniques utilized in these rooms, an unhealthy, mold and mildew situation has manifested due to leaking pipes and improperly installed bathroom fixtures and drainage.

SCOPE

The USMMA seeks a qualified and experienced contractor to provide labor, material, transportation, tools, equipment and supervision to perform a complete renovation of six (6) group shower rooms located in the dormitory Palmer Hall at the Academy.

These rooms are to be completely dismantled and rebuilt, including all ceilings, walls, floors, lighting, drains, shower valve bodies, trim and shower heads.

The areas are to be treated with an EPA approved mold abatement / preventive product.

A new ventilation system will replace existing rooftop exhaust fans to increase the air changes in each shower area together with adequate ventilation registers.

DELIVERABLES

NOTE: The following is typical for one (1) shower room except for the female shower room which will include stall partition walls and the replacement of the two rooftop exhaust fans. This project includes the renovation of six (6) shower rooms in total.

The Contractor is to:

1. Remove all ceramic tile, lighting fixtures, metal studs/furring strips and wallboard from the floor, walls and ceilings in the shower and dressing area.

2. Remove the existing base under the tile, remove all debris and vacuum the entire floor.

3. Treat the entire area, walls and floor, with an EPA approved mold abatement / preventive product such as the Fiberlock IAQ 6000 series or equivalent.

4. Replace six (6) shower bodies (4 in the women’s room) with new Delta R10000 Universal Rough body shower valves or equivalent.

5. Install ½” cement backer board on walls in the shower and dressing area in accordance with ANSI A108.11 and board manufacturer’s instructions. Tape joints and corners with coat of dry-set mortar to a feather edge.

6. Install 5/8” drywall boards, Georgia Pacific DensArmor Plus interior panels or equivalent, to all ceilings.

7. Install fiberglass mat sheeting to the ceilings for a finished look.

8. Install four (5) round floor drains, Zurn Industries, Nickel-Bronze ABS or equivalent and associated piping.

9. Install a one to two and a half inch mortar sub base that will conform to ANSI A108 specification to insure proper drainage in the shower area, all shower water shall be contained to the shower area. Floor thickness shall match existing for floor drain installation.

10. Install new polyethylene membrane, such as the Shluter-Kerdi system or equivalent, to the floor and walls. Approximately 855 square feet.

11. Install 3” x 3” new ceramic floor tile over membrane as per manufacturer’s instructions in the shower and dressing areas. Color to match the existing as close as possible. Approximately 180 square feet.

12. Install new 4 ¼” x 4 ¼” ceramic wall tile to all walls in the shower and dressing areas. Color to match existing as close as possible. Approximately 675 square feet.

13. The access panels to the chase areas around the showers and doors are intended to be reused. If they are damaged or bent during demolition it shall be the contractor’s responsibility to replace them with like kind.

14. Install new, Academy approved shower trim and shower heads. Brass construction, no plastic.

15. Install lighting fixtures (2 per shower in the men’s room and 5 in the women’s) in shower and dressing areas. At a minimum, lighting shall be a 2’ x 4’ in the men’s room and 1’ x 2’ in the women’s room, wet location lensed troffer, compatible for showers, locker rooms, recreational facilities and other applications calling for a wet location listing. Construction shall be code-gauge steel housing. All metal parts are to be finished with electrostatically deposited, thermally set polyester powder pain with a closed-cell neoprene gasket between the lens, door frame, housing and mounting surface.

16. Install ventilation registers. Two per shower area (@ 6” x 10”). The ventilation system shall have hidden dampers that are not readily accessible to the users so that the proper air flow cannot be tampered with. Ventilation grills to the hallways for make-up air shall be replaced in the same locations as existing.

17. Replace 2 existing rooftop exhaust fans at locations P.EF-1 and P.EF-3 (Greenheck model GB-101-4-X) and install larger fans Greenheck model GB-131-3-X or equivalent.

Submittals

1. Manufacturer’s Data Sheets on each product used including

a. Preparation Instructions

b. Storage and handling instructions

c. Installation methods.

2. Shop Drawings that indicate

a. Tile layout, pattern, color, arrangement, perimeter conditions. Junctions with dissimilar materials, control and expansion joints, thresholds, ceramic accessories and setting details.

b. Ventilation, proposed motor/fan upgrade Manufacturers catalog cut or webpage printout of proposed upgraded fan/motor assembly.

c. Lighting, catalog cut or webpage print out proposed lighting fixtures. Fixtures in the shower area and change space shall be recessed designed and approved for use in showers.

d. Plumbing, catalog cuts or manufactures webpage print out of proposed valve body, trim and shower head replacements.

3. Selection Samples

a. Color charts, samples of actual tiles for selection.

b. Actual shower trim and shower head sample.

Quality Assurance Installer Qualifications: Company specializing in performing the work of this section with minimum three years' experience.

The academy has standardized the shower control valves used in all of its 400+ showers located in dorms and locker rooms to use the R10000 Universal Shower Control Valve manufactured by the Delta Faucet Company.

GOVERNMENT FURNISHED PROPERTY, MATERIAL, EQUIPMENT OR INFORMATION.

Any modifications to the building or system must be approved by the COR.

SECURITY CONSIDERATIONS

Contractor shall submit a schedule to the COR at least 14 days prior to commencing work.

Contractor shall coordinate with the COR and identify days and times to secure the area for any necessary equipment being used for this project.

PLACE OF PERFORMANCE

Contractor will perform these tasks at Palmer Hall located at the USMMA, 300 Steamboat Road, Kings Point, N.Y. 11024

PERIOD OF PERFORMANCE

Work is to be completed within 140 calendar days after NTP is approved. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the Contracting Officer.
