Buffalo National River Solicitation: DTFH71-17-B-00025

The purpose of this Amendment is to:

1) Revise the Special Contract Requirements (J-pages) to remove load restrictions for hauling on National Park Service roads.

2) Provide a summary of responses to questions/clarifications submitted by potential bidders.

The Bid Opening date of June 29, 2017, at 2:00 p.m. EST will remain the same.

Special Contract Requirements (J Pages) changes

1. Delete the first paragraph of Subsection 104.05, page J-2.

2. Delete Table 104-1, page J-2.

Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Is the FHWA providing the SWPPP for this contract? I did not find it addressed anywhere in the contract.

Response: A Stormwater Pollution Prevention Plan (SWPPP) is not required for this project. The Contractor is responsible for installing, maintaining, and removing the erosion and sediment control measures according to the plans and specifications. The Contractor is also responsible for complying with all requirements of the permits obtained for the project, which include a U.S. Army Corps of Engineers Section 404 Nationwide Permit and State 401 Water Quality Certification. The Water Quality Certification will be provided before the award of the contract.

2. Special Contract Requirement 104.05 is too restrictive. If the contractor must follow the load restrictions listed, the necessary equipment and materials cannot get to the jobsites. A fairly large excavator will be necessary to place the class 4 riprap and a fairly large excavator or a crane will be necessary to place the articulated concrete block. The trucks delivering the aggregates, riprap, and articulated concrete block will also most likely exceed the load restrictions listed. Can the contractor get a variance on these restrictions?

Response: The load limits shown in Table 104-1 will be removed in an amendment. The Contractor will be required to meet legal load restrictions according to FP-14 Subsection 104.05.

3. When does the government anticipate issuing the NTP? The time of year that this work will take place will impact the price.

Response: The date of the NTP cannot be determined at this time. See the Bid Schedule Instructions for information regarding the expected beginning of construction activities.

4. I am requesting an “Or/Equal” status on the articulated concrete block mat that is specified on the Buffalo National River project. We have a similar product that we believe can meet everything you are looking for. Our mat system utilizes air entrained wet cast concrete. This mix design allows for higher strengths and is able to handle freeze/thaw cycles much better than a dry cast mix. I’ve included the product brochure of the proposed system. I’ve also included a screen shot of the product we are requesting the “or/equal” status.

mailto:eflhd.contracts@dot.gov

Response: Please see Note 2 on Sheet S06 of the plans, the articulated concrete block (ACB) revetment mat details and dimensions shown on Sheet S06 have been provided as a general guide only. The actual details and dimensions of the ACB revetment mat used by the Contractor in construction may vary, depending on which specific product is submitted and approved. The Contractor may submit for approval any ACB revetment mat meeting the requirements of Section 258, Subsection 725.09(h), and Subsection 725.09(i). Material submittals will be reviewed and approved after award of a contract.

5. Section 152 specs. Will the state set/ find all of the control points before start of job? I went to all the sites last week and could not find any points.

Response: The Government will not replace control points. As specified in Subsection 152.04, the Contractor is responsible for reestablishing any missing control points and stakes set by the Government.

6. This question is referring to plans (Detail E157-08 in-stream diversion berms). When we put up a diversion wall to divert water while we work in creek for each phase. What are the proper steps for installing the wall initially since water will be running in stream. I am wondering if we will be able to get in stream to level the spot for the diversion wall and install the wall so we can start diverting the water.

Response: The Government will not dictate the means and methods used by the Contractor. The Contractor is responsible for installing any stream diversions necessary to complete the work, which includes preparing plans for approval by the CO. As stated in Note 1 on Detail E157-08, on sheet S04 of the plans, the diversion methods shown are suggested configurations only. The Contractor may choose one of the options shown or use an alternative means of diverting the stream. The work must comply with the requirements of permits obtained for the project.

7. Section 705 specs. States that the rock needs to be color of rock in nature. That would be a dirty white or bleached brown color of the river rock. That would be next to impossible to find rock of that color in a class 4 riprap size. I am wondering what is the flex on that? We would be using the concrete revetment which is white/ light grey and a granular backfill that is also a white/ light grey color. All 3 of these items would be placed right next to each other. Please clarify for me.

Response: The intent is to use rock that matches the character of natural rock outcrops in the project area, not the streambed material.

8. I visited all 4 sites last week. The work area at wells creek seems to have been washed out.

There is a tree down where the bank had washed out from underneath it. It looks like some of the road that should be there has washed away. What is process in case there is more embankment to be installed. Change order?

Response: The Contractor is advised to bid on the work as shown in the plans. The work limits and pay item quantities will be adjusted as necessary to fit the actual field conditions at the time of construction. Changes made during construction will be addressed through contract modifications in accordance with FAR Clause 52.243-4 Changes. See Subsection

101.04 for additional information.
