Project VA ERFO FS 2013-1(2)

Jefferson National Forest Solicitation: DTFH71-17-B-00023

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

2) Reschedule the Bid Opening date to June 8, 2017, at 2:00 p.m.

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

Question 1: Subsection 157.04 of the Special Contract Requirements (SCRs) states that “This project is covered under the General VPDES Permit for Discharges of Stormwater from Construction Activities (VAR10). Prepare a SWPPP in accordance with the EPA and State requirements using the information provided in the plans, specifications, and permits obtained for the project.” The EPA requires certain SWPPP information that the State does not.

Please clarify whether the SWPPP must meet both the EPA Construction General Permit (CGP) and VADEQ’s CGP, or only the VADEQ CGP requirements (which satisfy both EPA/State requirements when a project has a permit)?

Response: The SWPPP must meet the VADEQ’s CGP requirements.

Question 2: Subsection 157.14 of the FP (standard specifications book) states “Inspect erosion and sediment control measures using approved personnel. When there are no contract permits, conduct erosion and sediment control inspections at least once every 7 days.”

Info Page 2 of 3

State Stormwater Permitting requires inspections to be performed under two different conditions and at different frequencies:

Condition 1: Total Maximum Daily Load (TMDL) designated permits-- Inspections required every 4 business days or every 5 business days and additional rain event inspections within 48 hours of a measurable storm event.

Condition 2: Non TMDL designated permits-- Inspections required every 5 business days or every 10 business days and additional rain event inspections within 48 hours of a measurable storm event.

Erosion and sediment control (E&SC) laws require inspections to be done daily and a daily log kept which is a supplement to a storm water permit.

Please clarify the inspection requirements and frequency for this solicitation? Also, will inspections be required daily and logged in accordance with E&SC laws?

Response: All inspections must be performed and logged in accordance with all permit requirements and E&SC laws.

Question 3: Is there a detail for the headwalls / wingwalls required on the structural plate arches?

Is there a detail for how the seal concrete/stem wall from Detail E552-A (plan sheet S05) connects to the headwalls?

Response: Please see Subsection 601.03 of the SCRs; a design of the headwalls and wingwalls is required. This design should include details on how to construct the headwalls, and associated connections. Please refer to Subsection 104.03(b)(2)(i) of FP for more details. The Contractor must submit the design, details, and installation procedures of the headwalls that includes the seal of a professional engineer.

Question 4: From Sheet K-02, there are concrete foundations transverse to the stream bed on both ends of the pipe, but that the bottom of the structure is the natural stream bed?

Response: The natural stream bed is the bottom of the structural plate arches. Construct the concrete footing foundations to support the sidewalls of the structural plate arches. Do not construct the foundations across (transverse to) the stream bed.

Question 5: Will the owner be making the road passable to traffic prior to this contract beginning?

Response: No.

Question 6: We would like to schedule a time when we could see the upper culverts. It would be preferable to drive.

Info Page 3 of 3

Response: Wildlife Road is blocked at the location of culvert 224-12. Culverts located south of 224-12 may be accessed from State Route 311. Culverts located north of 224-12 are accessible via State Route 618.

Vehicles accessing Wildlife Road will require a high clearance vehicle and a gate key. State Route 618 has multiple unimproved stream crossings but is open to the public.

For site visits, see Section E of the solicitation for more information. Keys for the north and south gates will be available from May 30 to June 2, 2017, between the hours of 8:00 a.m. and 3:30 p.m. at the Jefferson National Forest Headquarters at 5162 Valleypointe Parkway, Roanoke, VA 24019. Contact Steven Woods at 540-265-5189, swoods01@fs.fed.us and Shamina Dillard at 540-265-5132, shaminadillard@fs.fed.us to pick up the gate key. The Forest Service will not lead any site visits.

Question 7: Are VDOT standard precast headwalls and wingwalls acceptable? Supplier would be VDOT approved.

Response: Requests for approvals will not be reviewed or approved during advertisement.

Materials and manufactured products are required to meet the plans and specifications as written. Materials and manufactured products can be submitted for approval during construction as explained in Subsections 104.03 and 106.03 of the FP.
