Questions/Clarifications

Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Question: The two segments of this project (Rainy Lake VC and Ash River VC) will likely be constructed simultaneously and are an hour drive apart. Given this, and the spec requirement (637.02) of the supplied office trailer being within 15 miles of the project, do you expect two office trailers to be provided? Alternately, if the distance range is extended or waived by the CO, would you require the office trailer to be placed in a centralized location or would it be placed at a provided area near one of the Visitor Centers?

Response: There is only one physical field office required. The field office would need to be installed and maintained for the duration of the project. The location of the field office is determined with the CO after the project is awarded. The field office must be located within 15 miles of either site as stated in the Special Contract Requirements.

2. Question: The 6" collector and outlet pipes shown on sheets B02 and B03 (relating to line items 60510-0700 and 60510-0800) have no specific material type designated. FP-14 lists requirements for asphalt-coated pipe, metallic-coated corrugated steel pipe, perforated concrete pipe, and plastic pipe. Which of these would be required on the project or is it the contractor's preference?

Response: The contractor may submit for approval any of the underdrain pipe materials listed in Subsection 605.02 for the 6-inch collector pipes and outlet pipes.

3. Question: In reference to pay item number 30508-0800 Full Depth Reclamation with Cement, 8-inch Depth, 74,000 SY, we did not see an item on the bid schedule for Portland cement by the ton. Will we need to include pricing for the cement in the pay item for FDR w/cement, 8 in? We have performed this work on other federal projects in ND and SD, and typically there was a separate bid item for Portland Cement by the ton. The amount of cement can vary, depending on how things go in the lab with the mix design.

Response: There is no separate pay item for the cement used in full-depth reclamation.
