Pre-Bid Meeting Minutes
Date: January 12, 2016

I. Project Overview. FHWA began the meeting with introductions and a brief project overview was given by the FHWA Contract Specialist. The pre-bid meeting included a question and answer session. Contractors were asked if they wanted to visit the project site but they declined.
The following is a description of the project and solicitation for informational purposes discussed directly or indirectly at the meeting.
Project Scope: The project consists of the reconstruction and embankment stabilization of four storm damaged sites along Point Lookout Trail (Forest Service Route 203) within the
Pisgah National Forest. The roadway work includes earthwork, aggregate base, asphalt concrete pavement overlay, concrete sidewalk, drainage improvements, and other miscellaneous work. The embankment stabilization work includes the construction of mechanically stabilized earth retaining walls with geogrid reinforcing and welded wire facing.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
II. Questions/Clarifications. The following questions and issues were either asked or discussed by potential bidders at the Pre-Bid Meeting; the Government response or clarification is provided. The questions/clarifications are not a transcript of actual words spoken; they have been edited to provide a clearer representation of the actual issues discussed, and any follow-up action or clarification not discussed at the meeting is also included.
1. Do the contractors have to maintain access to the pedestrians for the trail?
Response: No, the trail will be closed, but the Contractor should be vigilant regarding bicyclists and pedestrians. The Contractor does not need to maintain pedestrian access for the trail.
2. Are the flat areas to be used for staging?
Response: The Contractor can use any roadway portion within the project limits; see
Subsection 156.07(d) of the Special Contract Requirements (SCRs). As discussed at the pre-bid meeting flat areas along the trail could be used as temporary storage/staging locations as long as the areas are restored to original condition prior to contract completion at no additional cost to the Government.
3. Do they need a sign as a statute for trespassing and/or entrance during construction activities?
For example, something that lists fines, imprisonment, etc.
Response: No. The U.S. Forest Service (USFS) does not generally place these types of signs. Should the USFS Law Enforcement Office determine that specific signage is required, they will create and install any necessary signs.
4. Due to the very narrow path area, will tractor trailers be able to transport equipment to the site?
Response: It is up to the Contractor to determine what equipment can access the site.
Please refer to Subsection 104.05 of Standard Specifications for Construction of Roads and
Bridges on Federal Highway Projects (FP 14) and SCRs for weight restrictions to the hauling of material to and from the project. As stated in the FP and above, any damage to existing facilities by the Contractor’s operations must be repaired at their expense.

5. There are gas lines and fiber optic line that run through the area that are not marked. Will the location information be provided? Regarding the fiber optic lines, since there are no magnetic strips for locating, will there be any markers for the contractor?
Response: Approximate locations of the known utilities are shown in the plans. A Pay
Item 645501-0000, Line item A2150 has been included in the project to locate utilities. The
Contractor is expected to excavate test pits as needed for construction. According to
Section 645 of the SCRs, and to contact the utilities companies so they will relocate them if needed according to Section 107 of FP and SCRs. Also utility contact information is listed in Section 107 of the SCRs. The locating utilities requirements will be especially important at the culvert crossings.
6. Nick Larson of Forest Service requests a one-week notice prior to the start of construction. Is this possible?
Response: Yes, the Information needs to be provided to the Construction COE. The
Construction COE will notify Nick Larson of USFS.
7. Nick Larson of Forest Service needs to be notified if tree clearing falls outside allotted time frame. What are the seasonal limits for tree cutting? Bat mating season is not identified and/or acknowledged in the J pages; should this information be included?
Response: According to USFS, the tree cutting is tied to Northern Long Eared Bats and there are no seasonal restriction on cutting trees. The Contractor will be able to cut any trees within the disturbance areas according to Section 201 of FP and SCRs. If the
Contractor finds that they need to cut trees outside of that disturbance area, they will need to coordinate with the CO.
The NEPA compliance documentation anticipated that there would be no tree cutting required for the project which is why there are no time restrictions for tree cutting in the
SCRs. If the tree cutting becomes necessary, the CO will need to discuss this with the
USFS.
8. What watershed runs through the site location?
Response: The Swannanoa Creek is the correct body of water. This was also confirmed by the U.S. Army Corps of Engineers (USACE).
9. Are there any fish restrictions?
Response: Please refer to USACE Section 404 Nationwide Permit and State 401 Water
Quality Certification for restrictions. As long as the culvert replacement is carried out ‘in the dry’ season, it should not affect trout, and activities do not need to be avoided during the trout spawning moratorium. If the stream is flowing at the time of the culvert replacement, diversion is required around the project area. Effective sediment and erosion control measures must be maintained to stabilize the stream banks quickly after the culvert is replaced as shown in the plans.

Additional Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The
Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Is there a location on site to place the excess material excavated?
Response: No. Please remove excess excavated material off-site. According to Subsection
203.05(a) of the SCRs, only woody debris may be mulched and scattered within project limits. As discussed at the pre-bid meeting, there are no known locations to place excess material and the material would have to be removed from the Government property according to Section 203 of the Standard Specifications for Construction of Roads and
Bridges on Federal Highway Projects (FP 14).
2. Will access to both entrances be available to construction traffic?
Response: Yes. Access can be from either end.
3. Will the trail be closed to the public during construction?
Response: Yes, the Contractor will close the trail as shown in the plans. The trail is already closed to traffic with locked gate.
