2. Description of the need for the product/service
Western Federal Lands Highway Division (WFLHD) is in need of three (3) robotic total stations (RTS) with accessories to allow inspectors to perform quality assurance checks on construction contracts. Because our projects include one person operations and the existence of heavy tree coverage which hampers GPS usage, the robotic total station is the most appropriate solution to equipment needs on these projects.
The Leica CS15 field controller package is an integral part of the robotic total station system.
This portion is what may be referred to as the remote control. It communicates with the total station so the user can operate the instrument from an extended distance.
The Leica robotic accessory kit is the third critical component of the RTS. These accessories are comprised of the 360° prism and the brackets to attach the field controller to a prism pole.
The accessory kit also includes a hard case to store the parts in. The prism is the target that the RTS needs to measure to. The design of the prism is such that it is effective without having to be specifically aimed at the instrument. The brackets are needed to attach the controller to a prism pole, thereby allowing the operator to enter commands to the controller.
Part number 754389 is a Leica GLS12F 2m telescopic aluminum prism pole. It has a European style quick (bayonet style) mount and an integral level bubble. The lower section is made from aluminum tubing that is a nominal 1-inch in diameter. This diameter as well as the material is important salient characteristics because of our need to attach Leica handles and holders of the type listed above. Besides the bracket listed above, we sometimes need to attach the handles and brackets from our Global Navigation Satellite System units. They fit the 1-inch aluminum poles. Carbon fiber poles are not considered to be an acceptable material because of their susceptibility to cracking and weakening.
Part numbers 733270 and 772806 represent batteries needed to operate Leica CS 15 Controllers and TS 12 Total Stations. These are lithium-ion batteries designed to provide the power to make the instruments work. The batteries must first of all be of the correct physical dimensions to fit the application. Item 733270 must have a capacity of 4.4 Amp-hours (Ah) and item 772806 must have a capacity of at least 2.6 Ah. Each battery must be equipped with an intelligent monitoring chip to allow instruments and chargers to display the battery charge level. The batteries must have built-in protection against over-charging and over-discharging as well as protection against temperature extremes. Batteries must be capable of operating between -4°F & +131°F and have a permissible charging temperature range of +32°F & +104°F.
Part Number 733271 represents Leica’s professional level single battery charging system.
Commonly referred to as a “smart charger”, the chargers monitor Leica’s Lithium ion batteries and provide the correct charging rate to keep the batteries fresh and functioning as they should. The charger is equipped with a refresh function for fully discharging then fully charging batteries.
Part number 767921 is the Roadrunner application for the Leica CS 15 Controller. It is loaded on the CS 15 controller and allows the user to stakeout or measure positions in relation to a geometric road design. The road alignments that are used in WFLHD are very complex and the road program must be capable of computing highway spiral curves either alone or in conjunction with simple curves or other spirals. This function is needed to allow construction inspectors to perform contract Quality Assurance duties on large construction contracts.
Part number 777645 is the Roadrunner Importer application for the Leica CS 15 Controller.
It is needed for loading Roadrunner information into the CS 15.
Part number 807770 is the Quick Volumes application for the Leica CS 15 Controller. It is loaded on the CS 15 controller and allows the user to take field measurements and quickly compute volumes based on a comparison of surface models. This function is needed to allow construction inspectors to perform volume measurements as part of their duties on large construction contracts.
3. Description of the limitation to one specific manufacturer
The Robotic Total Station System manufactured by Leica Geosystems is the only product that will meet our need. WFLHD currently has a large number of total stations of various ages but all are consistent with the Wild or Leica format. A requirement of WFLHD is operational awareness and internal user support functions. Most of the WFLHD Construction staff has been trained to operate Leica instruments so there is significantly less need for hands-on training with a new instrument. The field staff that will be using this equipment will not have the ability to be trained on new equipment in time to meet the need.
This support also extends to the development of electronic files for the total stations which allow an operator to establish or check design positions in the field. Currently, the files for non-Leica instruments take longer for WFLHD staff to develop and don’t allow WFLHD staff to check the data as thoroughly as they could or would with Leica instruments. The information from non-Leica instruments does not transfer to our systems to the level we require.
Another significant factor which weighs on the side of Leica is the ancillary equipment needed to support the total station. WFLHD’s equipment inventory includes Leica batteries, chargers, cables, tribrach adapters, targets, prism holders, prisms, and prism poles. While there are several different models with different characteristics, many of these support items interchange with the current Leica equipment in this purchase. This ensures less support equipment needs to be purchased and that if needed equipment can be kept working by sharing items between projects.
Part Number 6008277 the CS15 Field Controller needs to be the Leica brand field controller because of the compatibility with the RTS. It is critical that the controller be able to function and display exactly as it would on the instrument. This controller is the interface between the user and the RTS and also stores the applications (programs) and collected data. There are no other field controllers that perform the required functionality with the total station.
Part Number 6007429 is another critical piece. The prism and bracket are built specifically for the Leica instrument and controller. The Leica RTS system is a passive tracking system which does not require a separate tracking or signal light to operate. In addition, the dimensions of the prism are easily recognizable to the RTS so that vertical and horizontal measurements are properly calculated and displayed.
Parts number 767921, 777645, 807770 are onboard application programs which run on the controller and the Total Station. They are written by Leica specifically for Leica equipment.
No other manufacturer writes such programs for the Leica equipment.
Parts number 733270 and 772806 are batteries used to power WFLHD’s Leica equipment.
Part Number 733271 represents Leica’s professional level battery charging system.
Temperature conditions are encountered with the equipment batteries. Leica battery chargers are equipped to monitor charging rates and temperatures to prolong battery life. No other batteries are compatible with the Leica equipment.
Parts number 754389 represents a prism pole. The prism poles are consistent and compatible with existing WFLHD equipment. Interchangeability within the pool of equipment used by WFLHD is critical. Repair of new poles may be possible using salvaged parts from older equipment if we buy the same as we have in the past. Also no other prism pole is available for the Leica equipment that WFLHD owns.
4. Brand Name Specifications FAR Reference
FAR 8.405-6(b)(1) Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
FAR 16.505(a)(4)(i) The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-name, product, or feature is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
