QUESTIONS AND ANSWERS

TX FLAP CR1099(1), Hagerman Refuge Road

May 20, 2016

Question 1: We just wanted to make sure that we have all of the certificates and registrations needed to participate. We should have the following:

SAM registration

B‐3 Federal Highway Administration Central Federal Lands Highway Division Bidder’s Information

VETS100 Report (?)

And lastly what would the annual representations and certifications that would have be submitted through the SAM website include?

Answer 1: Here is a list of the required certifications and registrations. A complete list of required certifications, documents, and registrations is provided on page A‐i of the Invitation for Bid.

If your business is a HUBZone small business concern electing to waive the evaluation preference, complete 52.219‐4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns, Section C.

SAM registration. Unfortunately, I am unable to answer your last question about what the annual reps and certs submittal through the SAM website would include. Please refer to the Federal Service Desk at www.fsd.gov.

Question 2: Can a PDF & DWG file of the cross sections be provided?

Answer 2: No cross‐sections are available for this project.

Question 3: We see in the contract you are requiring a completion date of September 15, 2016. We usually figure 60 days from bid date to actual start date. This has us starting on August 8, 2016 and finishing on September 15, 2016. Given the quantities, we do not feel this is possible to complete by this date. Is there any way to extend the contract date or let the contractor set the number of days in the bid?

Answer 3: The Invitation for Bid will be amended to change the completion date from September 15, 2016 to October 14, 2016.

Question 4: Is it possible to email the bid to an email address or does it have to be mailed to Colorado?

Answer 4: Per sheet A‐i of the Invitation for Bid, electronic bids will not be accepted. Submit a printed copy of your bid to the address listed on the SF‐1142 (Page A‐1, Block 8).

Question 5: Can we lay asphalt in one 3” lift instead of two 1&1/2” lifts?

Answer 5: Asphalt concrete pavement must be placed in two lifts per sheets A5 and A6 in the plans.

Question 6: Can we close Refuge road and route the traffic around us (Hagerman or Quail Roads) so that we may lay asphalt in one swoop instead of segments? We will allow people access to their homes.

Answer 6: Refuge Road cannot be closed and must remain open to public traffic via one‐way traffic operations.
