SECTION C

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 BACKGROUND

Technological advances have enabled the increased collection and use of geospatial data for highway construction. Due to lower costs associated with miniaturization and mass production, some technological products have become more commonplace on the construction jobsite. Examples include Global Navigation Satellite System (GNSS) devices, LIDAR, photogrammetry, and Unmanned Aerial Vehicles (UAVs).

LIDAR technology, a remote sensing method that uses laser light to determine very large amounts of points in 3-dimensional space (called point clouds), has been around for several decades. Modern LIDAR units can be stationary, mobile such as mounted on a boat or land vehicle, and airborne. More recently, very small LIDAR units have become commercially available, and are configured such that they may be mounted in space and weight-constrained locations.

Unmanned Aerial Vehicles (UAVs), often called drones, are rapidly becoming commonplace in toy stores and hobby shops. They also frequently make news headlines, with stories related to defense and security issues, and research and development activities of companies such as Amazon, FedEx and Google. This technology is also seeing use within the construction industry, where these vehicles, through survey equipment integration, are used to produce survey-grade imagery and digital models. Regulatory rules prohibit the use of these vehicles under many circumstances, but the need and desire for wider commercial use is exerting pressure towards wider-ranging adoption for business and industrial use.

It is of interest to the Federal Highway Administration (FHWA) to perform research that investigates the current use geospatial technologies such as UAV, LIDAR and photogrammetry in the highway construction context, from both contractor and owner perspectives. The project shall document the return on investment in using this technology in respect to the type of data collected and used for highway construction. It is also of interest to look at current technological, regulatory/legal and financial challenges and opportunities of their use.

C.2 OBJECTIVE/SCOPE

The objective of this project is to investigate and document the effective use of geospatial technology in highway construction. The study shall be both national and international in reach, and include case studies representative of the different regions of the United States. Information collected shall describe the equipment, operation and maintenance schemes. Focus shall be made regarding the accuracy of equipment, resultant data set, end use required, and cost information. The study shall also address the level of detail needed during highway construction in various scenarios and contexts as well as how this data is incorporated into digital as-builts for use in operations and maintenance. Finally, the effort should research and document the legal issues involved with operating UAVs for construction. The project shall focus on, but not be limited to, the highway construction sector, from the consultant, contractor, and owner/DOT perspectives. Other sectors that use UAVs and LIDAR should be considered in the analysis as well, particularly those that are considered to have a high level of maturity in this field.

C.3 TASK AREA REQUIREMENTS

Task 1 - Kickoff-Project Management Within 30 days of contract award, the Contractor shall coordinate and conduct a kickoff meeting, either through web conference or in person, with the COR and others as appropriate, to review the statement of work, delivery schedule, delineate roles and responsibilities, and establish communication protocols.

Following the meeting, the Contractor shall submit a written summary of discussions, decisions, and action items.

NOTE: If the kickoff meeting is held in person, the use of Government facilities is preferred and food and drink shall not be provided by the Contractor.

Task 2 - Research Review Following the kickoff meeting, the Contractor shall perform a thorough review to research and analyze the current use of geospatial systems in the highway construction sector. At a minimum, the Contractor shall conduct a literature search that includes cost and accuracy information for geospatial construction technology (including LIDAR systems, photogrammetry, etc.) and UAVs, and current regulatory/legal information regarding the use of UAVs. Because this is emerging technology for highway construction, it is recognized that a thorough review will necessitate outreach that extends beyond what can be found in the literature.

Task 3 - Interim Report The Contractor shall document the research review in an interim report that shall be submitted to FHWA for review and feedback. The interim report shall include, but is not limited to, the following topics:

- Use of UAVs as construction tools and platforms for data-gathering technology such as video, photogrammetry, GNSS, and LIDAR, including opportunities and challenges. Context must include perspectives of both the contractor and owner, and include ranges of accuracy.

- Cost/benefit and return-on-investment information for the use of geospatial technology-equipped

UAVs, as tools for surveying, inventory collection, design, and as-built production in the highway construction context. This topic should build off of NCHRP Report 748.

- Past, current, and emerging regulatory/legal issues that affect deployment of UAVs as common construction and surveying tools.

- Case studies of the combined use of UAV, LIDAR, GNSS, and photogrammetry which are relevant, insightful, and representative of these technologies in the highway construction context.

- The incorporation of geospatial data obtained from these technologies into agency and contractor data systems for design, construction, as-builts, and asset management.

Task 4 – Project Report The Contractor shall carry out their work plan and document the results in a project report. The project report shall be in the form of a scholarly, professional-quality report that clearly distills, organizes, evaluates, and explains the above listed topics and concepts. A draft project report shall be submitted to, and reviewed by FHWA. The Contractor shall address comments from FHWA prior to proceeding with the final project report.

Task 5 –Dissemination The Contractor shall develop a maximum of three (3) TechBriefs that capture and summarize the goals, methods, and results of the project. These TechBriefs shall be developed concurrently with the other project deliverables and shall be submitted in standard FHWA TechBrief format, as found in the most current version of the Communications Reference Guide, http://www.fhwa.dot.gov/publications/research/general/03074/index.cfm .

Samples of the TechBrief format can be found at:

http://www.fhwa.dot.gov/research/publications/technical/.

A draft of each TechBrief shall be submitted to, and reviewed by, the FHWA. The Contractor shall address comments from FHWA prior to proceeding with the final.

Additionally, the Contractor shall conduct a maximum of three (3) webinar presentations that describe and summarize the project effort for a DOT-level technical audience, including supervisors, general engineers, and administrators. Webinars are estimated at 100 connections each.

NOTE: The exact number of webinars and TechBriefs shall be determined by the COR based on discussions with the Contractor and FHWA needs.

C.4 PROGRESS REPORTS

The Contractor shall submit progress reports to the COR and the Contract Specialist (CS). These reports shall be prepared on a bi-monthly basis and submitted by the 15th of the month following the two-month reporting period. The reports shall be in format as directed by the COR and, at a minimum, include the following items:

(a) A clear account of the work performed under each task during the reporting period.

(b) An outline of the work to be accomplished under each task during the next reporting period.

(c) A description of any problem encountered or anticipated that will affect the completion of any work within the timeframe set, together with recommended solutions to such problems; or, a statement that no problems were encountered.

The Government has unlimited rights to all documents/material produced under this Contract. All documents and materials, to include the source and object code of any software produced under this contract, shall be Government owned and the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the CO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

H.7 REQUIREMENTS FOR IMPLEMENTING SECTION 508 STANDARDS

The following applies to all FHWA Contracts issued on or after June 25, 2001, for Preparation of Technical reports or other documents that FHWA plans to post on a website.

In addition to the work requirements specified in this statement of work, vendors must ensure that all electronic documents that they prepare will meet the requirements of Section 508 of the Rehabilitation Act.

The act requires that all electronic products prepared for the Federal Government be accessible to persons with disabilities, including those with vision, hearing, cognitive, and mobility impairments. Vendors can view Section 508 of the Rehabilitation Act (http://www.access-board.gov/508.htm) and the Federal IT Accessibility Initiative (Home Page) (http://section508.gov/) for detailed information.

Applicable Standards:

The following standards have been determined to be applicable to this contract.

______ 1194.21 Software applications and operating systems.

____X_ 1194.22 Web-based intranet and Internet information and applications.

______ 1194.23 Telecommunications products.

____X_ 1194.24 Video and multimedia products.

______ 1194.25 Self-contained, closed products.

______ 1194.26 Desktop and portable computers.

The standards are available at http://www.access-board.gov/508.htm. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the Electronic and Information Technology (EIT) be compatible with such software and devices so that it can be made accessible, if so required by the agency, in the future.

The following paragraphs summarize the requirements for preparing FHWA reports in conformance with Section 508 for eventual posting by FHWA to an FHWA-sponsored website. If you have further questions, please contact the FHWA Contracting Officer’s Representative listed in this statement of work.

Electronic documents with images:

52.219-28 Post-Award Small Business Program Rerepresentation. (JUL 2013)

(a) Definitions. As used in this clause-

Long-term contract means a contract of more than five years in duration, including options.

However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is "not dominant in its field of operation" when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts-

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Reprensentations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
