THIS AMENDMENT IS BEING ISSUED TO INCORPORATE THE FOLLOWING
INFORMATION INTO THE REFERENCED SOLICITATION
QUESTIONS AND ANSWERS
1. QUESTION: Can we request a change order if the soil under the proposed foundations does not meet the requirements specified in the plans? (We would have to dig deeper and then refill with “acceptable backfill” at an additional cost that cannot be determined at a site walk).
FAA ANSWER: Please reference PART II – SECTION I, CONTRACT CLAUSES, 3.2.2.3-42, Differing Site Conditions (July 2004).
2. QUESTION: Is there any updated diagramming, showing the existing underground conduit locations? The proposed location for the tower closest to the entrance seems to be on top of a main power conduit that will need to be re-routed. Duke energy will need to be contacted.
FAA ANSWER: No additional information regarding the location of the power conduit is available. Please reference PART II – SECTION I, CONTRACT CLAUSES, 3.2.2.3-42, Differing Site Conditions (July 2004).
3. QUESTION: Are there plans/drawings to identify the gas line mapping on site?
FAA ANSWER: No plans showing the gas line are available.
4. QUESTION: Do the existing tower foundations need to be removed or taken down to a certain level below grade?
FAA ANSWER: The existing tower foundations shall remain on site.
5. QUESTION: Are the newly erected towers supposed to be at the same RAD height, or no, since the elevations of the planned locations all vary by a decent amount? (It will require a lot of grading and backfilling to keep the towers/lightning rods at the same height.)
FAA ANSWER: There is no requirement for the towers to be at the same heights.
6. QUESTION: Are there plans/drawings to identify the gas line mapping on site? What are the specs of the existing towers (weight especially)?
FAA ANSWER: No information regarding the weight of the existing towers is available.
7. QUESTION: What is required for a COP (closeout package)?
FAA ANSWER: Please see Section 01 78 00 of the Specifications. Close-out procedures will be discussed at the Pre-Construction Meeting.
8. QUESTION: Do we need MEG test performed and, if so, what is the acceptable standard?
FAA ANSWER: There is no requirement for MEG test.
AMENDMENT 0001 DTFAEN-16-R-00131
9. QUESTION: Can we cadweld (exothermic weld) the ground wire from the tower, to the ring? The plans have us using a clamp.
FAA ANSWER: Yes.
10. QUESTION: Do we need to completely decom the existing tower foundations or just remove them below grade?
FAA ANSWER: The concrete will remain in place. Cut the conduit and anchor bolts off flush with the concrete.
11. QUESTION: The SOW says to cut all conduit and wiring off, at 1’ below grade, however, the conduit and plumbing run through the foundation.
FAA ANSWER: Cut conduit flush with the concrete.
12. QUESTION: What do we do with the tower and equipment we decom (trash/scrap it, or turn it over to the proper agency)?
FAA ANSWER: The contractor will be responsible for disposing the towers and equipment. Please reference PART II – SECTION I, CONTRACT CLAUSES, 3.2.2.3- 53 Cleaning Up and Roadway Maintenance, and 3.6.3-22 Construction Waste Management.
13. QUESTION: Are there any grade elevation drawings available?
FAA ANSWER: No grade elevation drawings are available. Towers will be placed at the existing elevation.
14. QUESTION: Are the new tower foundation spoils to be removed from the site?
FAA ANSWER: Yes.
15. QUESTION: Will we be responsible for installing any tower top components other than antenna mounts, safety rail (climb?), and lightning protection?
FAA ANSWER: The FAA will be responsible for installing the connectors on the cables, sure grounds, and the antennas. The contractor will be responsible for all other items shown in the drawings for the top of the tower.
16. QUESTION: Is the ½” heliax coax GFM or contractor supplied?
FAA ANSWER: Please reference PART III - SECTION J, LIST OF ATTACHMENTS, SO-J2 List of Government-Furnished Material. Also, see sheet C002 note 4 of the construction Drawings, and Section 01 10 00 Part 1.4 and Part 2.1 of the Specifications.
17. QUESTION: The SOW says to pull 13 lines through the conduit, and up the tower. How much slack do we need to leave up top?
FAA ANSWER: Slack can be discussed at the Pre-Construction Meeting.
18. QUESTION: Do we need to install connectors on any of the coax lines? If so, who provides them?
FAA ANSWER: The FAA provides and installs the connectors.

http://flyfrompti.com/badging-fingerprinting/.
An AOA Badge will be required for each employee working on the Airfield Operations Area. Contractors working at the site for a short time period (i.e. – 1 to 2 days) can be escorted.
21. QUESTION: Is there any way to extend the working hours? Are the only allowable work hours from 7 AM -4:30 PM M-F? Is weekend work permissible?
FAA ANSWER: Exact work hours to be discussed at the Pre-Construction Meeting.
22. QUESTION: It is noted that all work must be inspected by the FAA, how do we schedule that, and who is the POC? What specific inspections are required?
FAA ANSWER: Please reference PART I - SECTION E, INSPECTION AND ACCEPTANCE. The exact procedures are to be discussed at the Pre-Construction Meeting.
23. QUESTION: Are geo-technical reports available for the four new tower locations? Any possibility of Change Orders if rock is encountered?

24. QUESTION: Are only 15 day and 30 day concrete break tests required?
FAA ANSWER: Please reference Section 03 30 00 part 3.10 of the Specifications.
25. It states in the drawings detail 2/E002 to connect the tower counterpoise to the shelter counterpoise. This is typically done with a 1/0 bare from the 4/0 bare of the tower to the 4/0 building counterpoise however, there is no directive on the cable size in the detail. Please clarify.
FAA ANSWER: Use 4/0 bare to connect the tower counterpoise with the shelter counterpoise.
26. Will testing be required to confirm the load bearing of the foundation or should we just expect to build the foundation as shown?
FAA ANSWER: Break tests of the concrete will need to be performed to ensure the concrete meets the minimum requirements before the tower is set.
27. Will the tower come as welded sections to be assembled or lengths of angle to be bolted together?
FAA ANSWER: The tower will be lengths of angle that will need to be bolted together.
http://flyfrompti.com/badging-fingerprinting/
28. Can the counterpoise connecting the tower EES and the Building EES be in the same trench as the conduit system?
FAA ANSWER: The counterpoise can be in the same trench as the conduit.
29. The rebar detail 3/S001 doesn’t match the foundation detail 2/S001 in size. Should we expect to adjust the rebar length to the required length according to the foundation detail?
FAA ANSWER: The rebar lengths will need to be adjusted to match the foundation size.
30. Note 7 sheet E001 states 3 ea. 4” conduits to be installed but Detail 7/E001 states to install 2 ea. 4” conduits for each tower. Which is correct?
FAA ANSWER: The contractor will need to install 2 each 4” conduits.
31. Detail 6/E001 shows to install strain relief connectors for the ground wire where Detail 1/E001 shows conduit into the J-box. Please clarify.
FAA ANSWER: The conduit for the ground wire is just inside the concrete foundation. Strain reliefs will be used for the junction boxes.
32. Should Detail 7E001 or 8/E001 be used to attach the conduits to the tower, or is this an either?
FAA ANSWER: This question is unclear.
33. Note 4 and 5 on sheet E001 describes the strain relief connectors as GFM however, they are not shown on the GFM list. Who will be supplying this material?
FAA ANSWER: The strain relief connectors will be GFM.
34. Will major excavation be required for this project? It appears that a significant amount of excavation will need to be done especially at Tower No. 3. It also appears by the layout there may be significant fill at antenna tower no. 1 &2. Specification section 05 3513 subsection (F) no. 5 says there is no excavating other than for the tower foundations.
FAA ANSWER: The elevations can vary some. The tower locations can also be adjusted if this will help reduce excavation as long as the towers are a minimum of 80’ apart.
35. Is it critical that the towers be relatively close to the same elevations?
FAA ANSWER: There can be a few feet of difference in the tower elevations.
36. The drawings only show to hang the new GFM junction boxes on the side of the building.
Will any wall penetrations be required?
FAA ANSWER: A 4” hole will be needed for each box.
37. There is no interior work shown in the drawings, other than the removal of the existing cables, junction box and conduits that are to be removed and sealed, is this correct?
FAA ANSWER: Correct.
38. Will we be required to contact the tower via radio as we enter and exit since we are going to be driving through the Glide Slope critical area?
FAA ANSWER: No
39. The layout drawings only show the tower separation but doesn’t give any dimensions to the distance in relation to the building. Please provide additional information.
FAA ANSWER: Tower locations don’t have to be exact. The drawings show the center of the tower 10’ off the property line in the south corner of the site on sheet C002.
