Statement of Work
TF33 Engine
Consolidated Tube Effort
In Support of All U.S. Military Customers
09 February 2021
SUBMITTED BY:
Mr. Tim Colyer _______________ Ms. Kelli Tipton ________________
DLA Contract Program Manager AFLCMC/LPS Strategic Section Team Lead
PURPOSE/SCOPE:
This Statement of Work (SOW) outlines the Government’s requirements for material support for TF33 tubes and tube assemblies. The Government seeks to award multiple Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contracts consisting of a five (5)-year base period of performance IAW FAR 52.216-27 and FAR 16.504.
This is a 100% Small Business Set-Aside. Each awardee certification will be verified as a Small Business via System for Award Management (SAM). If a proposal is submitted and the supplier’s status as documented in SAM is not compliant with the set-aside requirements as of the date of the proposal submittal, the proposal will be considered non-responsive and no action will be taken on the proposal and the supplier will be notified of their removal from the evaluation process.
The purpose of this solicitation is to revitalize the TF33 Engine industrial base and ensure long term sustainment of low demand and hard to predict Tubes and Tube Assemblies.
Technical Data for this requirement is located in Cfolders. Cfolders for this solicitation is located in the RFP link in DLA Internet Bid Board Systems (DIBBS) through the RFP post or directly at https://pcf1.bsm.dla.mil/cfolders/.
BACKGROUND:
The TF33 Consolidated Tube Effort will replace numerous Government transactional procurements for Defense Logistics Agency (DLA) depot stocked items to support the warfighter more effectively. The goal is to develop long term supplier relationships to decrease Administrative Lead Time (ALT), improve Production Lead Time (PLT), and assist in replacing “tired iron” in a competitive environment.
1. SCOPE:
1.1 This Statement of Work (SOW) outlines the requirements of the Consolidated Tube
Effort to acquire and provide a broad range of competitive TF33 tubes and tube assemblies. Each awardee will be required to provide the NIINs to the Government IAW the terms and conditions of the contract(s). The SOW defines the supplier requirements that will ensure On-Time Delivery (OTD) to the specified location on each delivery order and meet the stated contract requirements. Each awardee is solely responsible to the Government for the cost and quality of the items delivered under the contract. All awardees will be able to compete to become the source of supply for NIINs added to the contracts later if adequate performance is maintained as defined by the contract. If an awardee does not maintain at least a 90% OTD rate for all NIINs on their contract, they https://pcf1.bsm.dla.mil/cfolders/ may not be considered for award of NIINs added to contract, and they may not be considered for recompete of the NIINs if the Government chooses to extend this contract or create a follow-on contract.
2. SOURCE APPROVAL REQUIREMENTS:
2.1 Each Potential Source (PS) is required to produce full/heavy Source Approval Request
(SAR) documentation prior to proposal submission for items on which they are not currently an approved source as well as items that are coded with an Acquisition Method Suffix Code (AMSC) other than G or T. AMSC items must be supplied by an approved Qualified Products List (QPL) source in accordance with … This includes a full Company Profile (CP) on items requiring the most difficult manufacture (designated by the items’ cognizant engineer; see 2.2.1). After full SAR approval is obtained, Abridged (Lite) SARs will be accepted for similar parts, as specified by AFLCMC/LPS cognizant engineering for the remainder of the NSNs in the solicitation. This modified SAR process shall not be used as a waiver in place of the established policies and procedures.
2.1.1 The PS is to submit a full SAR per MQR-PSD-1, Revision 2, dated 29 October 2019
(attached) for at least one of the tube assemblies listed below. This full SAR shall be submitted prior to qualified proposal submission using the directions in MQR- PSD-1 to be eligible for proposal consideration for items on which the offeror is not currently an approved source as well as items that are not AMSC G or T.
2.1.2 NSN Part # Nomenclature
4710010382069 747026 TUBE ASSEMBLY, METAL
4710013633689 443513 TUBE ASSEMBLY, METAL
4710010148575 747023 TUBE ASSEMBLY, METAL
4710008081037 646788 TUBE ASSEMBLY, METAL
4710014745719 819147-01 TUBE ASSEMBLY, METAL
2.2 Once a PS has received a full SAR approval by AFLCMC/LPS engineering for one of the
NSNs listed in 2.1.2, the PS will then only require AFLCMC/LPS engineering approval via an Abridged (Lite) SAR for the remainder of the NSNs in the solicitation package on which the offeror is not already an approved source as well as items coded other than AMSC G or T. If the offeror is the successful awardee for an item requiring an Abridged
SAR and the item is not already an approved source, an additional CLIN will be placed on the first order requiring the offeror to submit an abridged SAR within 30 days of order receipt, and the offeror must receive approval for the Abridged SAR prior to beginning work on the order. Any work begun prior to approval of the Abridged SAR is at the offerors risk.
2.2.1 Abridged (Lite) SAR requirements for the tube effort are as follows, in accordance with MQR-PSD-1:
- Company profile, elements 1-9 not required.
- SAR elements A-H required.
- SAR elements I-M not required.
2.2.2 All other SAR elements are required in the Abridged SAR package and should be submitted as appropriate under the Document Submittal section of MQR-PSD-1 when notified by the Contracting Officer.
3. CONTRACTOR REQUIREMENTS:
3.1 Business Management:
Each Contractor is to provide the NSNs they have been awarded and shall be responsible for:
• Utilizing approved sources of supply as cited in the Procurement Item Description (PID), completing required testing as indicated in the PID and quality matrix.
• Meeting contractual Production Lead Times (PLTs); providing prompt response to Government inquiries regarding the items under contract.
• Selecting capable contractors for the parts, and to provide the required items while managing numerous delivery orders to support required delivery date(s).
• Managing numerous contractors with various levels of capability and technology expertise while maintaining processes and procedures to prevent and resolve performance and quality issues.
• Maintaining the technical expertise to meet the sourcing and quality requirements while maintaining processes and procedures to assure the requirements for packaging, marking, packing material, qualities, and transportation, as defined by the contract, are met.
• Maintaining a plan to assure items are purchased, or manufactured, from only approved sources, that do not violate country of origin limitations, small business manufacturing requirements, or other limitations established by this contract.
At the time of offer, any time the contract holder contemplates changing a source, and at completion of contract performance (within 45 days of Contracting Officer’s request), the supplier shall provide a list of all NIINs with the associated CAGE, if applicable, from where the items were purchased/manufactured to support the contract performance. The format of information shall be provided in Excel format.
The contract holder must receive Government acknowledgement and approval prior to utilizing a manufacturing source other than the source provided by the contract holder at time of award.
3.2 Order Processing and Invoicing: Each awardee is required to receive electronic orders, submit electronic invoices, and submit request for payment through Wide Area Work Flow (WAWF). Payments to each awardee shall be made via Electronic Funds Transfer
(EFT).
3.3 Place of Delivery: The supplier shall deliver the NIINs to the location(s) identified in each delivery order.
3.4 Surge and Sustainment: The Government is not obligated to order any of the Surge quantities and the supplier shall not ship such quantities without receipt of an order clearly designated for surge quantities.
4. GOVERNMENT PROPERTY/TOOLING/DATA:
4.1 Government Furnished Property (GFP): No GFP will be provided by the Government under this effort.
5. ADDITION/DELETION OF NSNs:
5.1 NSNs that are not specifically identified at time of contract award may be added/deleted to/from the contract(s). All items must meet the same compliance criteria established by the baseline contract (similar type items within the specified nomenclatures, FSCs, or other criteria established by the Government). NSNs not previously identified in the contract will require coordination and approval IAW approved United States Government (USG) Small Business coordination processes. For NSNs identified as adds to this LTC, the NSNs will be competed among the contract holders only. In this competition, the
Contracting Officer will consider past performance of the overall PS and/or PS past performance for the PS only, and price offered as well as confirming the part offered is from an approved source and all other requested information has been supplied. Competition between the PS’s will be conducted on each item identified as a requirement by the Government.
During any performance period, the Government may unilaterally delete any NSN due to changing demand patterns, obsolescence, NSN substitution or because they no longer have application. The PS is to notify the Contracting Officer of any NSN deemed to be obsolete, unavailable, out of production or superseded and may recommend the deletion from the contract. The notice shall include complete information as to appropriate superseding, substitution, or alternate, and how such NSN meets the fit, form, function, and interchangeability requirements of the obsolete, unavailable out of production, or superseded.
If an obsolete NSN has no replacement, the notice shall include information concerning the availability of alternate sources or substitute. If the Contracting Officer agrees to remove any NSN from the contract, removal of the NSN will be done by unilateral modification.
In addition, if a awardee fails to perform at 90% OTD for the overall contract effort or for individual items under contract, the Contracting Officer may delete the item from that contract, and recompete the item as an add among the additional awardees.
6. CONTRACT BASICS:
6.1 Evaluation and Award: The period of performance for the resulting contract(s) will be 5years, beginning from the date of award. Working through the Contracting Officer, the contractor will have the right to review the data used in making this determination and provide input if they disagree with the outcome.
If the contractor does not meet the requirements as established, the contractor may be disqualified from further participation within this multiple award IDIQ contract. The contractor shall be measured against performance requirements, mentioned above and below, within the contractual performance periods and will be notified by the Contracting Officer of performance in accordance with the standards. In the event that based on the performance assessments, a contractor is disqualified from further participation (or if the Government is notified by a participating contractor that they will no longer participate in the overall contract), the Government shall assess the viability of the continued performance of this contract with the remaining participating contractors.
6.2 Guarantee Minimum: FAR 16.504, Indefinite Quantity Contracts, the minimum contract value is defined as the guaranteed monetary value of the aggregate orders issued during the performance period only. The minimum will not guarantee orders for any particular
NSN or group of NSNs. The Government will NOT guarantee a minimum for a follow-on type of initiative.
6.3 Transportation: Delivery shall be FOB Origin. Shipments may be to any OCONUS or CONUS DLA Depot. The supplier shall consolidate shipments from the same source to the same destination whenever possible. Inspection / Acceptance will be Origin or Destination depending on the criticality of the item as specified in Attachment 1 and the Quality Matrix.
First Destination Transportation will be utilized.
6.4 Delivery: The supplier shall deliver directly to the location designated on each delivery order on an FOB Origin basis. The supplier shall ship ordered NSNs to ensure arrival by the required contract delivery date specified in the delivery order. First Article Testing may be required via USAF Engineering Authority.
6.5 Metrics: All contractors shall maintain a minimum 90% OTD for each item they are awarded. OTD will be tracked annually using the previous 12 month’s delivery performance to determine the OTD rate. Reports showing the delivery rate will be provided to the contractor within 60 days after the end of each performance year. Once the contractor receives the OTD report from the Government the contractor has 14 days to submit discrepancies. All discrepancies must be accompanied by proof of on-time delivery to be considered by the Government. If the contractor has not maintained an overall OTD of at least 90% for each item ordered, it is at the discretion of the Contracting Officer whether to remove the contractor’s award for that NSN or to consider removal of the contractor as a PS. If the overall OTD, for each item ordered, meets or exceeds 90%, the supplier will continue to be the supplier for that NSN. If the awardee does not meet the requirements established, the awardee may be disqualified from receiving add-on NIINs at the contracting officer’s discretion. In the event, based on performance assessments, an awardee is disqualified from further participation, or if the Government is notified an awardee will no longer participate in the overall contract, the Government shall assess the capability of the continued performance of this contract with the remaining participating contractors.
6.6 Contractor Performance Assessment Rating System (CPARS): This contract may require CPARS reporting as described in FAR Part 42.15. Based on Table 1- Business Sector, Dollar Threshold and Reviewing Official located on:
https://www.cpars.gov/documents/CPARS-Guidance.pdf, the CPARS threshold is required for contracts that exceed $5M.
6.7 Price breaks: The contractor is requested to provide price breaks for all items, especially items with a Minimum Order Quantity (MOQ) of 25 or less.
