Section C - Descriptions and Specifications
STATEMENT OF WORK (SOW)
C.1. SCOPE OF WORK
C.1.1 The contractor shall furnish the necessary management, material, support services, labor, supplies, and equipment deemed necessary to perform depot/intermediate level preservation on Los Angeles, Virginia, and Ohio Class submarines. Work may be performed at one or more of the following locations: Norfolk Naval Shipyard (NNSY), Naval Station Norfolk, Portsmouth Naval Shipyard (PNSY), or other locations under the cognizance of NNSY or PNSY.
a. Work shall be accomplished by personnel meeting at least the minimum qualifications set forth in section C.2 below and shall be provided onboard the submarine as required. Typical work performed during an availability, may include blasting, preservation, and surface preparation for complete or touch-up preservation of the interior and exterior tanks, bow structure, exterior and interior sail and/or turtleback, free floods, bow dome areas above the boot top, exterior hull, and non-skid removal and installation. Preservation work will include touch-up, blasting and painting one hundred percent (100%) high solids and non-high solids coatings.
b. Additional work may include the cleaning of sanitary and other tanks, construction of scaffolding required to accomplish submarine preservation and other NSY work, general shipboard cleaning, zinc replacement, sound damping, Special Hull Treatment (SHT), and lead ballast removal and installation.
C.1.2 All tanks require the preparation and application of 100% coverage without additional access cuts installed and special blasting and application equipment/nozzles are often required to achieve this requirement.
Access cuts for Ohio Class boats will be invoked in individual task orders as required to establish environmental control in the forward missile compensating tanks.
C.1.3 A Ship Specification Package (SSP) or Statement of Work (SOW) shall be issued with each task order and will include the details of the work requirements, deliverables, documentation, training, inspections, and applicable Government, department, and industry standards.
C.1.4 The production schedule requirements for the tanks are of utmost importance to the Navy and shall be adhered to. The use of project management, supervision and quality assurance personnel who are familiar with this type of preservation process is extremely important. At a minimum, the contractors shall meet the minimum personnel qualification requirements outlined in section C.2 PERSONNEL.
C.1.5. Due to U.S. Navy or other customer commitments and schedules, task orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous task orders for more than one submarine).
C.1.6. Specific tasks can include the following functions:
a. Preservation of interior tanks, exterior tanks, pressure hull, non-pressure hull, Vertical Launch System (VLS), Retractable Bow Plane (RBP), Torpedo Tube Recess, sonar dome, external hull portion of missile tubes, fairwater, turtleback, and miscellaneous recess/free floods; and may include hull components and other mechanical linkages/surfaces that shall be protected during blasting and painting operations to prevent damage. The components may or may not be removed by the Government during the availability. These components will remain in place unless Government work requires their removal.
b. Sound Dampening
1. Reference (e), reference (f) and reference (g) provide guidance on the preparation and preservation of dampening tiles. Surfaces beneath exterior tiles and tiles inside tanks are considered critically coated.
All exterior tiles and tiles inside tanks shall be installed over a surface prepared to Surface Preparation Standard
(SSPC)-SP 10 and painted (avoid filling perforations). Corrosion Resistant Steel (CRES) fasteners (studs, nuts, washers) used to secure Type II vibration damping and acoustic tiles shall be left unpainted, unless otherwise directed at the task order level.
2. The government/contractor shall remove any sound damping tiles found to be damaged as outlined in task order. Tightly adherent paint within one inch of damping and acoustic tiles does not have to be removed if the paint is in good condition as determined by NACE or NBPI certified inspectors. Special precautions are required for protection of the sound damping tiles. Care shall be taken to ensure blasting does not damage tiles or restraining covers. Precautions include starting blasting operations at the lowest pressure and working pressure up until paint is removed, while keeping the wand discharge constantly moving. Areas of paint failure within one inch of tiles shall be power tool cleaned to bare metal (SSPC-SP 11). If the sound damping tiles weep, the weeping will be addressed on an individual basis with removal only as a last resort. Sound damping tiles will remain installed unless they are damaged. Damage to systems, components or other items, including sound dampening tiles or restraining covers, incurred through improper blast protection/carelessness by the contractor shall be at the contractor’s expense in accordance with Defense Federal Acquisition Regulations (DFAR) Clause 252.217- 7012.
3. NSY is responsible for stud replacement and installation unless otherwise specified on individual task orders.
c. Zinc Replacement includes the removal and installation of zinc anodes and continuity check.
d. Lead Ballast Removal and Installation. Lead ballast removal and installation includes the following: removal and reinstallation of sound dampening tiles, canning plates, strongbacks and liners, remove lead ballast, cleaning of lead pigs, clean lead bin pockets, use of protective coverings/containments, surface preparation, preservation of lead bins, and reinstall lead. The contractor is responsible for lead cutting as specified on individual task orders. Note: The contractor shall provide all lead cutting equipment.
1. When lead is removed from lead bins, the structure shall be blasted to SSPC-SP 10 and preserved with an ultra-high solids OAP paint, (even if the surrounding structure is being touch-up painted) prior to installing lead per reference (e)
e. When the contractor is responsible for staging, it will typically include all internal and external staging installation, modification, maintenance of and removal as requested in the task order. Staging may be required to support work being accomplished by the contractor and NSY work at no additional cost to the Government.
f. Specific Preservation Requirements
1a. The contractor shall be required to provide all coatings, solvents and any other material required unless stated otherwise in the task order. The contractor shall be required to provide samples of all paints (with copies of Safety Data Sheet (SDS) and Certificate of Analysis (COA) or Certificate of Conformance (COC) with the receipt inspection test values) used in CRITICAL COATED areas to the government for receipt inspection prior to use as stated in the task order. The Government will perform the required testing for receipt inspection of all coatings as stated in the task order. The contractor shall only use Qualified Products List/Qualified Products Database (QPL/QPD) authorized paints that have received receipt inspection government approval. Products that are utilized inside of the pressure hull area are required to be listed on the QPL and listed on the Submarine Material Control List (SMCL). The Government is not responsible for paints failing receipt inspection and will be allowed to hold onto the samples until the issue is documented and adjudicated. The contractor shall provide copies of all laboratory reports from receipt inspections to the Government prior to application. The contractor shall provide to the Government a report listing all paints and attributes of paints (e.g. colors) utilized by the contractor by item. This is required to complete the docking report (PER SWT 997-00). The contractor will provide the Safety data sheets for all solvents, coatings and other hazardous material (HM) to the COR.
2. The Government will perform an initial wash down of the hull, free floods, voids, and tanks upon opening. The contractor shall be responsible for additional cleaning to support blasting/ painting including fresh water pressure washing (2000 – 5000 PSI) of the surfaces to remove loose paint and salt deposits and other debris; cleaning must be to SSPC-SP 1 specification. Government inspection with the contractor shall be accomplished to determine pre-existing damage after contractor pressure washing is complete.
3. During work per this contract, the contractor is required to re-preserve or touch up paint of the tank/space, areas in way of staging, places where temporary services/interferences were located, access cuts, etc. until the final acceptance of the tank or space by the project Government representative and Government Inspector(s). Government Inspection of this work is required. After the tank/area is turned over and accepted by the Government, any area disturbed by the Government will be touched-up by the Government. Tank Closure touch-ups shall be completed per individual task order.
4. All tanks requiring blasting (e.g. SSPC-SP 6 and SSPC-SP 10) will include all surfaces to be prepared and preserved one-hundred percent (100%) (e.g. structural, framing, flasks, foundations, hangers, tank covers including main ballast tanks flood grates and appendages (welded, bolted, or removed as interference from the area) that are normally prepared and preserved). All removed appendages shall be identified/tagged and turned over to the contractor for preparation/painting.
5. NAVSEA Standard Item (NSI) 009-32, and reference (e) provide inspection criteria for each coat of the system applied. Paint defects, also known as holidays, are defined in paragraph NSI 009-32 and reference (e).
6. During surface preparation by blasting the contractor may be allowed to prepare Inaccessible/hard to reach areas with power tools to SSPC-SP 11, as follows. The decision that an area is inaccessible and what the acceptable surface preparation will be shall be determined by a joint inspection and agreed to by the Government representative prior to surface preparation. The degree of surface preparation required would be the maximum possible for that area, but could include retention of existing tightly adherent paint in inaccessible areas not to exceed 0.02 percent of the total surface area, with no individual areas larger than 2 square inches in accordance with NSI 009-32 and reference (e). Inaccessible areas where the contractor is authorized to utilize power tools are to be documented on Quality Assurance (QA) forms as “Inaccessible Areas” with a Government representative signature included that area is inaccessible and what acceptable surface preparation is allowed.
7. Environmental controls will be maintained by the contractor as required in accordance with NSI 009-32 and reference (e). Creditable Cure Time (CCT) is defined as the accrued time for which data shows compliance with environmental requirements collected in accordance with NSI 009-32, Paragraph 3.10.1. Creditable Cure Time (CCT) is accrued based on established environmental data collection intervals (e.g., 4 hours, 12 hours, 24 hours) when consecutive environmental readings are shown to satisfy the requirements of NSI 009-32, Paragraph
3.10.1. Regardless of elapsed overall time between consecutive acceptable environmental readings, CCT equivalent to a single data collection interval (e.g., 4 hours, 12 hours, 24 hours) is accrued. Copies of all Environmental Objective Quality Evidence (OQE) will be provided to the Government upon request.
g. The contractor shall provide fire watches during any hot work producing operations. OSHA standards and/or the Safety and Health Divisions of the location of the work being performed shall determine if the work is a hot work operation.
h. Containment/Blast Protection
1. Each Task Order will identify whether the Government or the contractor shall provide staging, containments, enclosures and aerial platforms required to perform the preservation work. If the contractor is tasked to provide the staging and containments for the outer hull, excluding Outer hull radiation areas, 100% of the blast grit must be contained and monitored for grit accumulation to prevent weight damage/personnel injury/collapse. No welding or stud welding will be allowed to the outer hull, pressure hull or pressure hull support structure or superstructure. The Government will stage the Outer hull radiation areas. If the contractor is to provide the staging it shall be installed, modified, maintained and removed in accordance with the requirements of reference
(h) and 1915 of reference (k). If the Government provides the staging the contractor shall not be allowed to tie the contractor staging into the Government staging without prior approval of NSY Staging Inspector. The contractor provided staging, containments, and enclosures around radiation areas will need to be offset as necessary to preclude entry into the radiation area by any personnel working aloft. The perimeter of radiation areas will be clearly marked with magenta signs and rope by NSY Code 105. The contractor provided staging will be used by the Government to perform inspections and any required repairs.
2. The contractor shall be required to install, maintain and remove protection/protective covers used during contamination producing operations. Government verification inspections shall be required prior to, during and after each of the contamination producing operation phases. The Government Representative will be present at each contamination producing operation protection inspection. The post contamination producing operation inspection shall require the contractor to remove “ALL CONTRACTOR CONTAMINATION PRODUCING OPERATION PROTECTION” and then reinstall the contamination producing operation protection prior to the next contamination producing operation evolution. The Government may require the contractor to cover additional structure and piping that is identified as requiring protection.
i. Special Hull Treatment (SHT)
Reference (i) and reference (j) provide guidance on the preparation, installation and preservation in way of Special Hull Treatment (SHT). All contractor personnel MUST be trained and certified per the guidance of paragraph 3 of Section V of the Special Hull Treatment (SHT) Uniform Industrial Process Instruction (UIPI), latest revision at the time of task order award. Upon award of task order, contractors MUST provide their company specific training/ lesson plan on the preparation, installation and preservation of SHT for review and comments by NSY Code 250 for compliance with the SHT UIPI and SHT Handbook. Contractor MUST provide a printed copy of qualifications and training records to the COR for verification and record retention purposes. These qualifications will be verified prior to the commencement of any work. Training Plan and worker certifications shall be submitted to the COR within 30 days of award.
C.2. PERSONNEL
C.2.1. The contractor shall be responsible for the employment of trained and technically qualified personnel to perform task orders. The contractor shall be responsible for assuring that all the contractor personnel meet security requirements at each location where they will work. The contractor, upon request of the Government representative, shall produce the qualifications of personnel to substantiate the personnel have the required qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative control necessary to ensure the performance meets all contract specification requirements hereunder, reference (a) through reference (m) and as set forth in each individual task order. Organizations performing blasting operations (abrasive and waterjetting) or coating application shall be certified in accordance with SSPC QP 1, with the exception of the CAS requirement, or NAVSEA approved equivalent in accordance with NSI 009-32.
C.2.2. The contractor shall ensure adequate resources are dedicated to comply with the standards, guidelines, and procedures as stated to satisfy the requirements of the task orders. The use of project management, engineers, on-site supervisors and quality assurance personnel who are familiar with this type of preservation process is required.
C.2.3. The contractor shall identify one lead, dedicated point of contact (POC) (i.e. Project Manager, On-Site Supervisor) and an alternate POC who shall coordinate all aspects of the task order. This individual will be required to attend project team morning meetings to ensure a coordinated effort in accomplishment of work. A weekly review meeting (or on a schedule identified within each task order) will be required to evaluate the progress of blasting and painting and evaluate overall schedule progress.
C.2.4. Critically coated surfaces and tanks require certified quality assurance inspectors, blasters, spray painters, plural component pump tenders and applicators, in accordance with NSI 009-32 and reference (e), who have work experience in extremely confining spaces with structural abnormalities and equipment interference.
C.2.5. The contractors performing blasting operations (abrasive and waterjetting) or paint/nonskid application shall be certified in accordance with NSI 009-32, reference (e), and SSPC QP 1 Certification or NAVSEA approved equivalent. For equivalent certifications, a copy of the NAVSEA approval letter(s) shall be maintained by the repair activity.
a. Blasters performing Ultra High Pressure waterjetting shall be certified in accordance with
SSPC C-13 or NAVSEA approved equivalent.
b. Blasters shall be certified in accordance with SSPC C-7, SSPC CAS Level 2, or NAVSEA approved equivalent.
c. Spray painters shall be certified in accordance with SSPC C-12, SSPC C-14, SSPC CAS
Level 2, or NAVSEA approved equivalent.
d. Plural Component Pump Tenders and Applicators shall be certified in accordance with SSPC
C-14 or NAVSEA approved equivalent certifications.
C.2.6. Coating inspectors shall be certified in accordance with the NBPI course, NACE CIP Level 1 or higher, or SSPC PCI Level 2. Coating inspectors shall also have a minimum of 2 years of marine coatings related work experience.
C.2.7. Minimum Personnel Qualifications Requirements
a. The contractor is required to provide key on-site personnel who meet at least the minimum levels of professional and technical experience outlined below. The specialized experience included, as a part of the required qualifications, shall have been obtained in the fields of endeavor indicated by the applicable labor categories listed below. Working knowledge may be obtained either by direct experience or by close working relationship with the area specified so that it would enable successful performance of tasks. If the ACO questions the qualifications or competence of any person under the contract, the burden of proof to sustain that the person is qualified shall be upon the contractor.
Project Manager:
Experience: The individual should have ten or more years in overseeing and managing preservation efforts on U.S. Navy ships similar in scope to the statement of work using Naval Ship’s Technical Manual
(NSTM) 631, SMS 6310-081-015 and NSI 009-32 preservation standards and environmental practices.
Project Engineer:
Experience: The individual should have ten or more years of experience in dealing with preservation efforts onboard U.S. Navy ships and currently operating at the Journeyman level.
Quality Assurance Professional:
Experience: The individual should be capable of implementing quality assurance plans, reading and recording data associated with marine coatings. The Quality Assurance Professional shall be fully qualified and certified in accordance with applicable requirements outlined in Section C.2.6.
Supervisor:
Experience: The individual should have a minimum of four years of experience with the application of marine coatings, including, but not limited to: set up, abrasive blasting, power tool cleaning, mixing and applying materials. Requires experience measuring and recording required data such as: ambient temperature and paint thickness. Requires experience in reading and interpreting blue prints, technical manuals and other technical data and in sequencing work appropriately to eliminate repeating work efforts. Shall be fully qualified and certified in accordance with applicable requirements outlined in Section C.2.
C.2.8. The contractor agrees that key personnel designated in the technical proposal will be available for contract performance and shall not be replaced during the first 120 days of the contract, unless such substitutions are necessitated by an individual’s sudden illness, death, or termination of employment. All proposed substitutes (no matter when they are proposed during the performance period) shall have qualifications that are equal to or higher than the qualifications of the person being replaced. If the Contracting Officer determines that suitable and timely replacement of personnel who have been reassigned, terminated or have otherwise become unavailable to perform under this contract is not reasonably forthcoming or that the resultant reduction of productive effort would impair the successful completion of the contract or the Task Order, the contract may be terminated by the Contracting Officer for default. Alternatively, at the Contracting Officer’s discretion, if the Contracting Officer finds the contractor to be at fault for the condition, they may equitably adjust (downward) the contract price to compensate the Government for any delay, loss or damage as a result of the contractor’s action.
C.3. ORGANIZATION
C.3.1. The contractor must have an established, documented, implemented, and maintained Quality Management System as a means of ensuring the final product conforms to specified requirements of the Task Order.
In accordance with NSI 009-04, the Quality Management system shall, as a minimum, comply with the requirements of ANSI/ISO/ASQ Q9001-2015 and all additional contract requirements.
a. The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods, and procedures required to efficiently complete the requirements of this solicitation.
b. The contractor shall work in accordance with this contract, and the written task orders issued by the Contracting Officer. Should the contractor be instructed by an individual other than the Contracting Officer to perform work that it considers to be a change to this contract or the task order, the contractor shall not perform such work and immediately notify the Contracting Officer in accordance with the notification of changes clause, FAR 52.243-7.
C.3.2. The contractor is required to provide all of their own equipment and supplies necessary for the performance of this contract. Should the Government provide any Government furnished property it will be stated clearly in each task order.
C.4. REFERENCES

C.5. POST AWARD SUBMISSION
After receipt of a task order award and prior to starting work onboard the vessel, the contractor must submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Commanding Officer of the ship via the Norfolk Naval Shipyard Security Officer. Security processes for additional locations listed in C.1.1 will be specified at task order award.
NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.
C.6. GENERAL REQUIREMENTS
The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.
C.6.1. The contractor shall:
a. Exercise sound judgment and expertise to assure the successful completion of all tasks placed hereunder.
b. Designate those persons authorized to accept/reject verbal orders by the Administrative Contracting Officer (ACO).
c. Coordinate schedules in the work affected areas with the Ship’s Authorized Representative (SAR), Maintenance Team (MT), Code 400, Lead Maintenance Activity (LMA), and the Contracting Officer’s Representative (COR) during the performance period of the task order. Obtain a copy of the ship’s operation drills, etc. (prior to start of work) from the SAR, thus avoiding unnecessary delays. The work effort on task orders shall be coordinated at minimum on a daily basis with the SAR to allow for changing situations onboard ships, vessels and shore activities to minimize delays and disruptions.
d. Progressively forward all requests for changes in delivery schedules, costs and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such changes and shall be submitted to the COR for forwarding to the ACO prior to 85% of delivery availability being exceeded.
e. Not perform any new performance requirements until a task order or a modification has been signed or verbal authorization has been given by the ACO.
f. Not respond to any requests requiring deviations in technical performance as specified in the task order without obtaining prior approval of the ACO.
g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule. If unexpected conditions exist, the contractor shall submit a Condition Report prior to the start of work in the space to Government project management.
h. Comply with NSI 009-24 in regards to isolation, blanking and tagging equipment, systems, circuits, components, piping and valves. Also comply with LWT 042-28 if the work is being performed at Norfolk Naval Shipyard. Work Authorization Forms (WAF) will be utilized and invoked in conjunction with NSI 009-24 when work is being accomplished at Norfolk Naval Shipyard. The web site for the WAF is:

i. When working at Naval Station Norfolk LWT 042-05, 042-37, and 042-07 are invoked.
j. When working at Norfolk Naval Shipyard (NNSY), LWT 042-05, 042-11, 042-22, 042-26, 042-28, 042-88 and 042-89 are invoke.
k. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance.
l. Submit a written weekly report detailing the daily events and the progress made during the course of each day to the COR. Time and location for submission of the weekly report shall be agreed upon at the beginning of each task order and prior to the start of the work.
m. Except as otherwise provided in this contract, or task orders issued hereunder, the contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The contractor may request on a case-by-case basis to use ship's services that are available. A request for use of ship's services must be made jointly to the, COR. Written permission will be obtained from the Commanding Officer (CO) of the ship before actual use of any ship services. A request for ship's services may be turned down whether or not the requested service is available. Denial of a request for use of ship's services will not be a valid basis for any claim or request for compensation by the contractor. Regardless of any request for ship’s services, ship’s services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury or damage to the ship’s equipment.
n. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and are not employees of the Government.
o. Notify the Government by Condition Report of interferences that need to be removed. This notification should be submitted no later than five days prior to the interference removal need date. Removal of interferences will be kept to a minimum, and they will not be performed just as a convenience to the contractor.
The Government will determine if the interference should be removed. The Government will be responsible for all interference removal and re-installation.
p. Follow all applicable Federal, State, and Local Laws concerning safety, health, and welfare of personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work and participate in drills to exercise the capacity for compliance with applicable Federal, State, and Local Laws.
q. Obtain approval in accordance within the guidelines set forth in clause RMC C-2-0051, Utilization of Subcontracts and Government Permission Prior to Their Use, prior to subcontracting any portion of the effort required by specific task orders.
r. Contact the COR when problems are encountered after normal working hours. If the COR cannot be reached, the contractor shall contact the Contracting Officer.
s. The contractor shall identify needed repairs incidental to work identified on the task order, and recommend corrective actions during the contract performance for those deficiencies discovered which are not covered by the work specifications. Needed repairs and corrective action reported must be submitted to the Government in the form of a Condition Found Report (CFR).
CFR’s, price and supporting data will be submitted via the Navy’s automated Maintenance Database (NMD) within five working days of identification of the requirement. As a minimum, the CFR must include the following:
i. Identify the contract and task order number, ship, and hull number
ii. Serialize by CFR number
iii. Identification of the applicable Work Item number
iv. Date requirement was discovered
v. Description of work requirement
vi. Specify location of work
vii. Recommendation for corrective action
viii. Recommendation for the appropriate/best time to accomplish the work (with or without schedule change). Provide supporting rational for the recommendation, such as price efficiencies, availability of the work force, availability of material, premium expenditures, etc.
ix. Price and time estimates, and the time frame for which it is valid. The estimates should include premium/acceleration price for the material, subcontractors, man-hours, rework, and any additional price to on-going work resulting from the inclusion of the CFR work requirement.
x. Identification of related changes, if any, to the internal milestones and the production and task order completion dates. If there are no changes, the CFR should state that.
t. Attend a project orientation brief that will discuss expected actions of all the contractor personnel working onboard in the event of casualty. Additionally, the contractor shall follow the direction of the Government Project Team in the event of drills or actual emergencies. The orientation is required for each awarded task order. The contractor must submit a report to the COR listing all personnel who have attended the orientation.
The report shall be submitted prior to personnel reporting to the work site.
u. Have personnel attend a brief on radiological controls and a brief on SUBSAFE requirements at the beginning of the project. The brief normally lasts 2-4 hours in length.
v. Obtain a copy of the ship’s drills and evolutions prior to the start of work. Drills conducted by ships force and /or the government facility will require minimal participation of the contractor but may require a short delay in the production effort. The contractor shall be required to muster the contractor employees at a designated area and the coordination for such drills will be with the COR.
w. Anticipate the following delays and disruptions: 4 hour delay per month for ship’s force and/or Government facility drills. WAF processing is usually 2 days and is contingent on ship's force availability and action.
x. The work to be performed on this contract requires strict adherence and management of the production schedule. The government’s historical data reveals that the contractor should anticipate manning the project twenty-four hours a day and seven days a week. The contractor shall be required to attend progress and scheduling meetings, which may occur on daily and/or weekly basis. The goal of these meetings will be to provide updates to schedule adherence and to discuss any issue that may impact the contractor’s schedule.
y. The topside of each submarine will have gangway brows (1 brow forward and 1 brow aft), temporary services lines, hoses and cabling, safety railing and toe boards and other interferences. Staging, enclosures and containments shall be installed to suit these conditions. Preservation work on the external hull, sail and topside will require sequencing of production efforts to work around these conditions.
z. Damage to systems, sound dampening tile (including cover plates), components or other items incurred through improper blast protection, painting of surfaces designated not to be painted or carelessness by the contractor shall be repaired by contractor at the contractor’s expense. The Liability and Insurance Clause (Aug 2003), DFAR 252.217-7012, is in effect in this contract. The contractor shall bear the first $50,000.00 of loss or damage from each occurrence or incident. The Contracting Officer will determine the parameters of the occurrence or incident at the time of the event. Some factors such as: the process or action that caused the damage, the amount and areas where the damage occurred, and when the damage was discovered will be considered.
aa. The Government will provide securable lay down areas. The contractor shall provide all specific equipment dimensions to the Government project team no later than 5 days after Task Order award to allow for specific allocation of space. The project team will coordinate the laydown area with the contractor. Lay down areas are solely for material needed to support current work evolutions and are not intended for long term storage.
All materials shall be kept to a minimum. The lay down area shall not be used for conex boxes unless approved by the COR. All conex boxes are to be used for material/tooling storage only and not for use as administrative spaces.
Vehicles are not to be parked in any areas intended for material storage. Shipyard cleanliness will be maintained.
There will be no material stored around, between or on top of conex boxes. A source of electricity and phone service will be provided for conex boxes, but will be installed, maintained, and removed by the contractor.
bb. Radiation areas are identified in each task order. The contractor shall NOT perform any work inside posted radiation areas nor shall any contractor enter a radiation area.
cc. No welded attachments will be made to the outer hull. Alternate means of securing containments to the hull shall be used. Notify the project team of attachment points and methods of attachment for containments no later than five days after award.
dd. Personnel access to all Main Ballast Tanks will be through the flood grates. The Government will provide temporary access cuts for services/grit removal, if mandatory, but access cuts are always kept to a minimum. The location and number of access cuts will vary by task order requirements and will be identified in each task order.
ee. The Government will accomplish independent inspections during the course of the work.
However, the contractor is responsible for all in process QA inspections i.e. surface profile, chlorides, relative humidity, wet film thickness, dry film thickness, etc. In accordance with NSI 009-32, surface cleanliness, surface preparation, chlorides, primer coat, stripe coat and final coat are (I) and (G) inspections. (G) Inspections shall be performed during each inspection point for acceptance.
ff. When working at PNSY comply with the PNS Environmental Brief Sheets provided by the Contracting Officer
C.6.2. Environmental and Safety Requirements
The Contractor shall:
a. Comply with all hazardous and non-hazardous handling and disposal requirements. All Hazardous and non-hazardous handling and disposal requirements are detailed in 042-11 for work accomplished at NNSY and requirements for remaining locations referenced in C.1.1 will be invoked at the task order level. Any issues dealing with Occupational Safety Health and Environment (OSHE) requirements shall be addressed or reviewed by Code
106. If something is needed in regards to hazardous waste if working at NNSY, see 042-11. Additional requirements are addressed in LWT 042’s and may be applicable and implemented at the task order level.
b. Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Removal, disturbance or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.
c. Accomplish confined space entry, certification, fire prevention and housekeeping requirements of NSI 009-07, 009-08, 009-35 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each task order.
d. Consider all solid waste to be removed from a ship under repair to be potentially hazardous waste. This includes liquids generated as a result of hydro-blasting operations. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11.
e. Test for metals in all solid waste with the known potential to be hazardous. All solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. The contractor shall submit all laboratory analysis reports to the COR as soon as possible upon receipt of the reports from the laboratory. For work performed on Naval facilities, no solid waste removed from the vessel shall be transported off the naval facility until authorized by the COR.
f. All removed non-skid/paint debris shall be containerized IAW 40 CFR Subpart I. Non-skid/paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis.”
g. Prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier and/or the vessel, including solid waste that is “Pending Analysis”. Labels/placards shall weatherproof, large enough to provide ready identification, and provide the following information:
- Contractor Name
- Contractor POC: (name, cell phone number, phone number)
- Vessel
- NSY Contract Number
- NSY Task Order Number
- COR Point of Contact (name, cell phone number, phone number)
- Ship’s QTR Deck/OOD phone number
- Description of waste
- Analysis Pending/Sample date (if applicable)
- Code 400 Maintenance Team Project Manager (name, cell phone number, phone number), if applicable
h. For operations at Naval Station Norfolk (NAVSTA), all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through Naval Facilities Engineering Command(NAVFAC) MIDLANT (formerly PWC) hazardous waste operations. For operations at NNSY, all hazardous waste shall be turned into NNSY Code 106 for disposal.
i. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.
j. Provide a clean/empty barge or tank truck for off-loading and transport of wastewater generated to accomplish the requirements of the task order. The contractor shall coordinate the barge/tank truck placement with the SAR. The contractor is responsible for the barge/tank truck and all plumbing and piping up to 2000 linear feet.
The contractor is responsible for accomplishing continuous clean-up of all debris and fluids incidental to installation or removal of piping system components during performance of work in individual task orders.
k. When pumping wastewater from the ship/vessel to the barge/tank truck, the contractor shall provide a minimum of three (3) personnel to monitor pumping operations as follows: one person on the barge/tank truck receiving the wastewater, one person walking the piping/hoses from the pumping site to the barge/tank truck, and one person at the pumping site. The three personnel shall be in constant radio contact so that pumping operations can be ceased immediately in the event of a leak or a spill.
l. Submit to the COR, upon completion of each task order, one legible copy, in hard copy or approved transferable media, of a report of the types and amounts of wastewater…
