About this file
This sources sought announcement and statement of work describe a potential sole source contract award for biosynthetic composite materials fabrication and testing services. The Naval Air Warfare Center Weapons Division intends to award a five-year contract valued at an estimated $10 million to Cambium Biomaterials to produce resveratrol-based epoxy resin composites. Services include resin synthesis, carbon fiber pre-preg fabrication, drone composite airframe assembly, ground and flight testing to evaluate fire resistance and laser strike simulation, and mechanical properties assessment. Interested parties have until January 6th, 2022 to submit capability statements for consideration, though the requirement may be set aside for small businesses. Awarded work is to be completed by October 1st, 2022.

Statement of Work - Cambium Biomaterials
1.0 BACKGROUND
The NAWCWD Chemistry Division requires the fabrication and testing of biosynthetic composite materials based on resveratrol. This work will support an ongoing Office of Naval Research (ONR) program focused on the demonstration of biosynthetic materials.
1.1 SCOPE
This Statement of Work (SOW) defines the tasking required to fabricate biosynthetic composite materials, evaluate the fire resistance of these materials and conduct flight tests on an Unmanned Aerial Vehicle (UAV) platform.
2.0 APPLICABLE DOCUMENTS – Not Applicable
3.0 REQUIREMENTS
3.1 Production of Biosynthetic Resin Formulation
3.1.1 The contractor shall select and procure a hardener for a biosynthetic resveratrol epoxy formulation
3.1.2 The contractor shall scale-up synthesis of resveratrol-based epoxy resin (minimum of 5 kg; 10 kg target)
3.1.3 The contractor shall optimize the melt impregnation conditions of the epoxy resin
3.1.4 The contractor shall fabricate carbon fiber pre-preg (minimum of 25 sq. yards; 50 sq. yards target)
3.1.5 The contractor shall fabricate a man-sized drone with composite wings
3.1.6 The contractor shall conduct ground tests with the drone to include fire-resistance testing, and a laser strike simulation. These ground tests will be documented in one final written report along with graphic media (photos and video). (CDRL A001)
3.1.7 The contractor shall conduct multiple flight tests with the drone, including a demonstration for the NAWCWD principal investigator. These flight tests will be documented in a written report along with graphic media (photos and video). (CDRL A001)
3.1.8 The contractor shall conduct comparative laser testing with both a commercial epoxy composite and the resveratrol-based composite material.
3.1.9 The contractor shall demonstrate filament winding with the biosynthetic epoxy formulation. The contractor shall evaluate the mechanical properties of the resulting composite material and document the results in a written report. (CDRL A001)
3.2 Delivery
3.2.1 The contractor shall deliver a final report documenting composite fabrication, flight tests, laser strike simulations, fire resistance testing and the other requirements listed above. The final report will be delivered prior to October 1, 2022.
3.2.2. The contractor shall deliver media (videos/photos) documenting composite fabrication, flight testing, laser testing, and fire-resistance studies. The media will be delivered prior to October 1, 2022.
