Scope of Work

Judge’s Elevators Upgrades

(Elevators 10 & 11)

Mark O. Hatfield Court House OR0052ZZ

August 1, 2020

A. Project Description:

1. Contractor shall provide all labor, materials, tools and equipment necessary for construction of the project described herein and other specific tasks as further defined by this Scope of Work (SOW).

2. This project requires the addition of elevator safety features and replacement of elevator equipment for modernization. The project requires replacement of the controller with a new microprocessor based controller, replacement of the door equipment and new signal fixtures with vandal resistant pushbuttons and various adjustments to return operation of the elevator to optimal levels. The project will include electrical and data/ communication wiring. All work shall be performed during normal working hours and will require close communication with GSA.

B. Performance Period:

1. The Performance Period for this project shall be 220 (two-hundred twenty) calendar days from award of contract to Substantial Completion. The performance period includes the submittal of bonds and/or insurance documents, completion of background investigations (as applicable), material submittal process (submission to GSA and final acceptance), lead time associated with procurement of the materials, and the physical construction effort. It is expected that many of the materials for this project will have a long lead time. The long period of performance accounts for this. No elevator shall be taken out of service for construction until all materials are on site and a construction schedule has been submitted and approved. Every effort shall be taken to minimize the amount of time each elevator is out of service. Only one elevator shall be taken out of service at a time to allow for necessary vertical transportation of court personnel.

2. Final completion shall occur no later than 30 days after substantial completion. Final completion includes all site cleanup activities, punch list items, and closeout documents

(see D. Submittals).

C. Work Specifications:

1. Manufacturer’s Nameplates: Each major component of mechanical and electrical equipment shall have identification plate with the Manufacturer’s name, address, model number rating, and any other information required by governing codes

2. Machine Room, Hoistway and Pit: related work by contractor.

a. ASME 2.2.5 Pit Lighting Not Less than 100 lx at Floor or Platform: Include additional lighting.

b. ASME 2.26.10 Means to Absorb Regenerated Power: Coordinate with electrical contractor.

c. ASME 2.19 Ascending Car Overspeed Protection: Include rope grippers in modernization.

d. ASME 8.4 Seismic: Equipment Altered Shall Meet Requirements of 8.4

e. N.E.C 620-51 110v Power Supply Line Disconnecting Means: Not located in machine room. Will be included in modernization.

f. N.E.C. 620-85 Ground Fault Circuit-Interrupter Protection Of Utility Outlets:

None provided in machine room or pits. Will be included in modernization

g. ASME 2.8.3.3.4 shunt trip and heat detectors: Include additional heat detectors when modernizing.

h. ASME 2.8.2.2 Ducts and Pipes not permitted in machine room.

3. Electrical:

a. Electrical Service, Conductors, and Devices:

i. Lighting and GFCI convenience outlets in pit, machine room, and overhead machinery spaces. Provide one additional non-GFCI convenience outlet in pit for sump pump.

ii. Three-phase mainline copper power feeder to terminals of each elevator controller in the machine room with protected lockable “open” disconnecting means. Auxiliary disconnects in multi-level machine room.

iii. Single-phase copper power feeder to each elevator controller for car lighting and exhaust blower with individual protected lockable “open” disconnecting means located in machine room.

iv. Emergency telephone line to designated elevator control panel in elevator machine room.

v. Fire alarm initiating devices in each elevator lobby, for each group of elevators or single elevator and each machine room to initiate firefighters’ return feature. Device at top of hoistway if sprinklered. Provide alarm initiating signal wiring from hoistway or machine room connection point to elevator controller terminals. Device in machine room and at top of hoistway to provide signal for general alarm and discrete signal for Phase II firefighters’ operation.

vi. Temporary power and illumination to install, test, and adjust elevator equipment.

vii. Means to automatically disconnect power to affected elevator drive unit and controller prior to activation of machine room fire sprinkler system and/or hoistway fire sprinkler system. Manual shut-off means shall be located outside bounds of machine room.

viii. When sprinklers are provided in the hoistway all electrical equipment, located less than 4'-0" above the pit floor shall be identified for use in wet locations. Exception: Seismic protection devices.

ix. Single-phase power feeder to elevator intercom amplifier in the elevator machine room.

x. Single-phase power feeders to machine room rope brake air compressor feeder circuits with single-phase protected lockable “open” disconnecting means.

b. Standby Power Provision:

i. Standby power of normal voltage characteristics via normal electrical feeders to run one elevator at a time in each elevator group and/or single elevator unit at full-rated car speed and capacity.

ii. Conductor from auxiliary form “C” dry contacts, located in the standby power transfer switch to a designated elevator control panel in each elevator group and/or single elevator unit. Provide a time delay of 30-45 seconds for pre-transfer signal in either direction.

iii. Standby single-phase power to group controller, and each elevator controller for car lighting, exhaust blower, emergency signaling device and intercom amplifier.

iv. Means for absorbing regenerated power during an overhauling load condition per NEC 620.91. Elevators will employ SCR or IGBT drive, presenting a non-linear active load.

v. Standby power to machine room ventilation or air conditioning.

vi. Standby power to emergency communications devices.

4. Modernization: Contractor shall provide all engineering, equipment, labor, and permits required to satisfactorily complete elevator modernization required by this SOW and all sections of the attached Section 14220, as they pertain to elevators 10 & 11.

a. See Attachment Section 14220 – ELECTRIC TRACTION ELEVATOR

5. Operational Adjustments: Contractor shall make the following adjustments to the elevator operations per manufacturers and ASME A17.1 specifications.

a. Restore the elevator speed to within 3% of the rated speed of 400 fpm.

b. Adjust the floor to floor performance time to 13.5 seconds.

c. Adjust the door opening time to 1.6 seconds.

d. Adjust the door closing time to 2.4 seconds.

e. Adjust the short door hold open time (time doors remain open in response to a car call) to 3.0 to 5.0 seconds.

f. Adjust the interrupted ray time (time doors remain open after rays have been interrupted) to initial time of >3.0 seconds, subsequent times to 1.0 to 1.5 seconds.

g. Adjust the reduced door close time (nudging) to 10.1 seconds.

h. Adjust the long door hold open time (time doors remain open in response to a hall call) to 5.0 to 8.0 seconds.

6. Final Cleaning: As a minimum:

1. Elevator hoistways and all equipment therein shall be cleaned and left free of rust, filings, welding slag, rubbish, loose plaster, mortar drippings, extraneous construction materials, dirt, and dust. Include walls, building beams, sill ledges, and hoistway divider beams.

2. Care shall be taken by workpersons not to mark, soil, or otherwise deface existing or new surfaces. Clean and restore such surfaces to their original condition.

3. Clean down surfaces and areas which require final painting and finishing work.

Cleaning includes removal of rubbish, broom cleaning of floors, removal of any loose plaster or mortar, dust and other extraneous materials from finish surfaces, and surfaces which will remain visible after the work is complete.

7. Final Observation and Review Requirements:

a. Review procedure shall apply for individual elevators, portions of groups of elevators and completed groups of elevators accepted on an interim basis, or elevators and groups of elevators completed, accepted, and placed in operation.

b. Contractor shall perform review and evaluation of all aspects of its work prior to requesting Consultant’s final review. Work shall be considered ready for GSA’s final contract compliance review when all Contractor’s tests are complete and all elements of work or a designated portion thereof are in place and elevator or group of elevators are deemed ready for service as intended.

c. Furnish labor, materials, and equipment necessary for GSA’s review. Notify GSA

21 working days in advance when ready for final review of elevator or group of elevators.

d. GSA’s written list of observed deficiencies of materials, equipment and operating systems will be submitted to Contractor for corrective action. GSA’s review shall include as a minimum:

i. Workmanship and equipment compliance with Contract Documents.

ii. Contract speed, capacity, floor-to-floor, and door performance comply with

Contract Documents.

iii. Performance of following is satisfactory:

a. Starting, accelerating, running

b. Decelerating, stopping accuracy

c. Door operation and closing force

d. Equipment noise levels

e. Signal fixture utility

f. Overall ride quality

g. Performance of door control devices

h. Operations of emergency two-way communication device

i. Operations of firefighters’ service

iv. Test Results:

a. In all test conditions, obtain specified contract speed, performance times, stopping accuracy without re-leveling, and ride quality to satisfaction of

Purchaser and Consultant. Tests shall be conducted under both no load and full load condition.

b. Temperature rise in motor windings limited to 50° Celsius above ambient. A full-capacity one-hour running test, stopping at each floor for ten seconds in up and down directions, may be required.

e. Performance Guarantee: Should GSA’s review identify defects, poor workmanship, variance or noncompliance with requirements of specified codes and/or ordinances, or variance or noncompliance with the requirements of Contract Documents, Contractor shall complete corrective work in an expedient manner to satisfaction of

GSA at no cost as follows:

i. Replace equipment that does not meet code or Contract Document requirements.

ii. Perform work and furnish labor, materials, and equipment necessary to meet specified operation and performance.

iii. Perform retesting required by Governing Code Authority and GSA.

d. A follow-up final contract compliance review shall be performed by GSA after notification by Contractor that all deficiencies have been corrected. Provide GSA with copies of the initial deficiency report marked to indicate items which

Contractor considers complete. If additional reviews are required due to

Contractor’s gross non-compliance with initial and follow-up deficiency reports, all associated costs shall be born by Contractor for additional compliance reviews.

8. Damage to any building finishes shall be repaired by contactor using matching materials.

9. On-site storage may be available. Coordinate with GSA building Manager

10. All work shall be accomplished in a manner that minimizes disruptions to agency operations: Work shall be accomplished during normal working hours; 8:00am to

5:00pm, Monday through Friday – with the exception of Federal Holidays. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work. Pay special attention to daily clean-up. As work will take place during normal work hours, pay special attention to dust prevention and containment. Work that will generate prolonged load noise (>60 dba) shall be coordinated with the tenant and GSA building manager so that proper notifications can be made to tenant employees. This will prevent any misunderstandings as to the cause of the noise and minimize impact on tenant operations. Any work deemed necessary outside of normal work hours shall be coordinated with the tenant agency through the Project

Manager.

D. Submittals:

Material submittals and shop drawings shall be provided to the Government no later than (NLT)

45 forty-five) calendar days after award of contract. Clearly mark material submittals to identify which products and options are applicable to this contract (this is especially important with product data in which multiple items and/or optional items are provided for on the same sheet).

The rejection of a submittal by the GSA COR is not sufficient reason to extend the contract performance period. Upon GSA COR acceptance of material submittals the GSA Contracting

Officer (CO) will issue notice to proceed (NTP) to the Contractor. The actual Construction

Period available to the Contractor will vary depending on the amount of time taken to complete the bonds, background investigations, and material submittal process. Allow 20 (twenty) calendar days for review and approval of all submittals. Contractor shall receive written approval from GSA prior to ordering materials.

1. Schedule including work plan, and moving/sequencing plan

2. Scaled or Fully Dimensioned Layout: Plan of pit, hoistway, and machine room indicating equipment arrangement, elevation section of hoistway, details of car enclosures, hoistway entrances, and car/hall signal fixtures.

3. Design Information: Indicate equipment lists, reactions, and design information on layouts.

4. Fixtures: Cuts, samples, or shop drawings.

5. Provide calculations verifying the following:

a. Adequacy of existing electrical provisions.

b. Adequacy of retained equipment relative to code requirements if car weight increased by more than 5%.

c. Machine room heat emissions in BTU.

d. Adequacy of existing retained elevator machine beams.

6. Written Maintenance Control Program (MCP) specifically designed for the equipment included under this contract. Include any unique or product specific procedures or methods required to inspect or test the equipment. In addition, identify weekly, bi-weekly, monthly, quarterly, and annual maintenance procedures, including statutory and other required equipment tests.

7. The Contractor shall prepare and submit to the COR for approval, an Accident Prevention and Site Safety Plan within ten (10) calendar days following award. The Site Safety Plan is a living document and shall be updated to address emergent, current or national conditions. The Plan shall define how the contractor will protect the general public, their employees and the environment, to include, but not limited to:

a. Responsibilities and Lines of Authority

b. Prime Subcontractors and their participation in the Plan

c. Activity Hazard Analysis (AHA)

d. Accident Prevention Plan

8. Lubricant specifications with MSDS sheets for all intended materials to be used

9. Adhesive specifications with MSDS sheets for all intended materials to be used

10. Hoistway Paint Specifications

11. Closeout documents upon completion to include:

a. Disposal Receipts/Documentation

b. O&M Materials to include:

i. Straight-line wiring diagrams of “as-installed” elevator circuits with index of location and function of components. Mount one set wiring diagrams on panels, racked, or similarly protected, in elevator machine room. Provide remaining set rolled and in a protective drawing tube. Maintain all drawing sets with addition of all subsequent changes. These diagrams are Owner’s property. A legend sheet shall be furnished with each set of drawings to provide the following information:

a. Name and symbol of each relay, switch, or other apparatus.

b. Location on drawings, drawing sheet number and area, and location of all contacts.

c. Location of apparatus, whether on controller or on car.

ii. Maintenance Control Program (MCP) as previously outlined.

iii. Printed instructions explaining all operating features.

iv. Complete software documentation for all installed equipment.

v. Lubrication instructions, including recommended grade of lubricants.

vi. Parts catalogs listing all replaceable parts including Contractor’s identifying numbers, ordering forms, and instructions.

c. Four sets of keys for all switches and control features properly tagged and marked.

d. Diagnostic test devices together with all supporting information necessary for interpretation of test data and troubleshooting of elevator system, and performance of routine safety tests.

i. The elevator installation shall be a design which can be maintained by any licensed elevator maintenance company employing journeymen mechanics, without the need to purchase or lease additional diagnostic devices, special tools, or instructions from the original equipment

Contractor.

ii. Provide onsite capability to diagnose faults to the level of individual circuit boards and individual discrete components for the solid-state elevator controller.

iii. Provide a separate, detachable device, as required to the Purchaser as part of this installation if the equipment for fault diagnosis is not completely self-contained within the controller. Such device shall be in possession of and become property of the Purchaser.

iv. Installed equipment not meeting this requirement shall be removed and replaced with conforming equipment at no cost to the Purchaser.

v. Provide upgrades and/or revisions of software during the progress of the work and warranty period.

e. Warranties

f. Final invoice and payment support documents

g. Release of Claims

E. Security:

A. All workers shall pass a background screening prior to the start of the work.

a. The GSA Project Manager will provide the successful offeror with a Requesting Official Contractor

Approval List (ROCAL) for completion by the contractor for all personnel to be employed at the work site. This list shall be returned to the Project Manager/COR within ten (10) days of contract award. Contractor shall provide the following information on this list for approval:

i. Full Legal Name

ii. Position Title

iii. Dates Required on the Project

iv. Subcontractor Name

v. Escorting information (if allowed by GSA)

b. Following review of the ROCAL by the Project Manager/COR, this list shall be submitted by the Project Manager/COR to GSA’s Zonal Help Desk to initiate the security clearance process.

c. The Zonal Help Desk will then provide the contractor with a partially completed electronic GSA 850 Contractor Information Worksheet and OF 306 (samples attached) and associated training as required by the contractor.

i. CIW’s and OF 306 forms shall be completed with all requested information.

1. Paper copies of CIW’s will not be accepted. The CIW is required to be submitted in MS Word document. Scanned PDF documents will not be accepted.

2. Form OF 306 shall be signed and submitted in PDF format.

3. All documents provided to GSA shall be encrypted.

ii. Submit both the completed GSA 850 CIW’s and signed OF 306 electronically to: zoned-hspd12@gsa.gov

1. Do not submit CIW and OF 306 forms for individuals not previously identified on the Requesting Official Contractor Approval List. If additional employees are required, contractor shall provide an updated Requesting Official Contractor Approval List to the GSA Project Manager/COR for approval.

iii. Following receipt of a validated and legible CIW and OF 306 by the Zone D Help Desk, the information from the CIW will be entered into GSA’s database, and the contractor will be sponsored. Once sponsored and notified via email, the contractor employee(s) shall go on-line and make an appointment at any shared service credentialing office to get their fingerprints taken. Use the following website to locate shared credentialing centers: http://www.fedidcard.gov/centerlocator.aspx

iv. Once an employee is approved, an adjudication email shall be sent to the contractor and employee stating that OPM FSEM has determined that this individual is fit to provide 6 months of contractor support to the General Services Administration (GSA) starting on ________.

d. All workers shall have a photo ID and a copy of their OPM adjudication email with them at all times when they are on the work site.

e. All workers shall confine operations to areas permitted.

B. The contractor shall designate a point of contact (POC) to manage the contractor’s personnel through the background screening and associated close out process. This person shall be responsible for:

1. Coordinating the activities of the contractor’s personnel through the background security screening process from initial entry through the adjudication decision and issuance of the associated credentials.

2. Maintaining an updated copy of the ROCAL indicating the current status of the contractor’s personnel through the background screening process. The Contractor shall periodically submit a copy of the contractor’s ROCAL upon request by the GSA Project Manager.

3. Coordinating the collection and return of credentials that are no longer required by contractor personnel to the GSA Project Manager.

F. Specification Compliance Requirements:

The Contractor shall be responsible for securing all needed permits, certifications and for ensuring compliance with all federal, state, and local codes and design standards, latest editions, including, but not limited to the following:

1. Code and Design Standards:

1. Safety Code for Elevators and Escalators, ASME A17.1

b. Guide for Inspection of Elevators, Escalators, and Moving Walks, ASME A17.2

c. Elevator and Escalator Electrical Equipment, ASME A17.5

a. National Electrical Code, NFPA 70

b. Americans with Disabilities Act, ADA

c. Local Fire Authority

d. Requirements of IBC, and all other codes, ordinances, and laws applicable within the governing jurisdiction

e. Life Safety Code, NFPA 101

i. Uniform Federal Accessibility Standard, UFAS

j. Facilities Standards for the Public Buildings Service, PBS-P100

k. International Building Code (IBC, International Code Council)

l. Occupational Safety and Health Administration (OSHA) Code of Federal

2. Material Compliance Requirements:

a. Reduce the quantity of indoor air contaminants that are odorous, irritating, and or harmful to the comfort and well-being of installers and occupants.

b. All ADHESIVES and SEALANTS used in interior of building shall comply with

South Coast Air Quality Management District (SCAQMD) Rule #1168 and Green

Seal (GS) Standard for Commercial Adhesives GS-36.

c. Adhesives, sealants and solvents shall be no to very low VOC and environmentally preferred.

d. Paints and coatings shall not exceed Green Seal Standard GS-11:

e. Key Sustainable Products (KSP): The use of KSP standards is mandatory. The

Contractor shall specify the brand name and product that shall be used to meet each applicable KSP standard below. The Contractor shall provide the required data submittals to the Contracting Officer (CO) or their designee prior to the start of construction for approval. The CO’s designee will verify that the products submitted are compliant with these KSPs. The Contractor shall use standards listed in the Green Procurement Compilation https://sftool.gov/greenprocurement for other products not listed above.

G. Recycling Requirements:

Maximum recycling of all construction & demolition debris required.

1. Divert demolition recyclable / reusable items and materials from landfills and incineration facilities to appropriate reusable material sites.

H. Clean-up:

1. Dispose of all construction debris according to Federal, State and Local requirements.

Contractor shall provide its own means of disposing of project related waste and debris.

No waste shall be put in building dumpsters or containers.

2. If equipment or building surfaces are damaged, contractor shall repair to original specification. Material used for touchup and repairs shall blend with the color and texture of surrounding surface and applied in accordance with the manufacture's recommendations.

3. Dirt, dust and debris in the general office space from the demolition and construction shall be minimized during this work.

4. Work shall include clean-up of work site during and after work performed and shall include removal of all unused material, refuse and debris from the work area.

5. Work shall provide for protection of all finishes, furnishings, equipment and any remaining items adjacent to the area of construction.

6. The contractor shall install protective measures to protect existing conditions and to contain dust and debris during construction to assure a safe and irritant free work environment for building occupants. Work areas shall be free of debris and cleaned to a dust free environment prior to the end of the contractor’s work day.

I. Inspections:

1. At least five (5) business days prior to completion of construction, the contractor representative shall submit a request to schedule a walk through inspection with the GSA

COR and Property Manager to identify any "punch list" items. The on-site contractor representative shall inspect the quality of work and identify and address discrepancies prior to holding the walk through with the GSA COR and Property Manager.

2. Punch list items identified during the walk-through shall be addressed within five (5) working days after the inspection.
