STATEMENT OF WORK REQUEST FOR QUOTATION – TECHNICAL

SPECIFICATIONS

Ships Systems Engineering (SSE)/Sea Land Indoctrination Course (SLIC) for Engineering

Duty Officers

1. INTRODUCTION

NAVSEA Military Program Office (SEA-OOM) is the procurer. The Awarded Contractor will carry out facilitation of the Ship Systems Engineering Course (SSE) and Sea Land Indoctrination

Course (SLIC) for Engineering Duty Officers. This course is to provide candidates within the

Engineering Duty (ED) Qualification Program a high-intensity, hands-on introduction to naval architecture and marine engineering.

This will include familiarization classes and practical evolutions involving propulsion plants, major shipboard systems, naval architecture, dry-docking, ship construction, electrical systems, refrigeration, etc. in accordance with the Navy Standard Technical Manuals (NSTM), per

Attachment 1.

The purpose of these activities is to familiarize ED officers with the shipboard engineering environment to maximize their knowledge and skills with a common engineering baseline shared with the active component and officers with prior shipboard experience.

2. BACKGROUND

In response to lessons learned following large-scale mobilization of Reserve Component (RC)

ED officers to Individual Augmentee (IA) assignments with the US Army in Iraq, Afghanistan, and Djibouti, NAVSEA the Sea/Land Indoctrination Course (SLIC) and Ships Systems

Engineering (SSE) were combined in FY19 to better prepare direct commission ED officers. In

2010, 2011, and 2012, NAVSEA contracted with the now defunct Global Maritime and

Transportation School (GMATS) at the US Merchant Marine Academy (USMMA) to conduct the first three SLICs. This segment of the course was primarily implemented through classroom and practical evolutions within the USMMA campus using USMMA contract instructors.

GMATS contracted or arranged for the following off-site training: Damage Control practical at the “Military Sealift Command DC Trainer” in Earle, NJ; Maritime Firefighting practical at the

“Nassau County Fire Service Academy” in Bethpage, NY; Tactical Field exercise at “High

Velocity Paintball” in Coram, NY; Small Boat practical in Little Neck Bay, East River, and NY

Harbor using USMMA rigid hull inflatable boats, and ship visits to TS Empire State at State

University of New York Maritime College and ex-USS INTREPID, New York City, NY.

Additionally, during Reserve Engineering Duty Qualification Program (EDQP) oral boards, students were lacking in basic shipboard engineering knowledge. If the students were not exposed to intensive engineering systems from prior service, merchant marine service or academy training, or prior civilian experience, they were unprepared to adapt and understand the engineering plants encountered on US Navy fleet vessels. The SSE segment of the curriculum ensures Students gained practical, hands-on experience in the laboratories after each lecture.

Licensed merchant marine officers (chief engineers) were the main instructors, most of whom were also qualified Strategic Sealift Officers, prior warfare-qualified Naval Officers and/or maritime academy graduates.

As other training courses have been established to train Naval Officers to serve in a combat zone, teach basic shipboard engineering and the number of IA assignments within the ED Community has decreased, the 2015 SLIC content was modified from that of previous years. The FY21

SSE/SLIC SOW will request use of paint ball type / air rifles, but this is not intended to provide or replace other IA training courses. From 2015 through FY2019, NAVSEA contracted with

MEBA in Easton Maryland to provide a similar training regimen. The school integrated berthing and foodservices, which enhanced the training evolutions and simulated a pre-deployment work up cycle.

3. SCOPE

Basic refrigeration and air conditioning will also be taught. Basics of metallurgy including machine design, welding principles and root cause analysis. Students will also be exposed to the principles of naval acquisition and systems engineering practiced at NAVSEA commands.

Laboratory – Knowledge gained in each section of classroom training will be reinforced with a laboratory session. This includes the physical inspection and/or teardown of diesel engines, gas turbines and steam turbines. Additionally, students will experience a full mission bridge simulation, including representing a different ship types and propulsion systems. Students will be able to experience first-hand the differences in maneuvering and handling characteristics of each propulsion plant. Laboratory experiments will be conducted on corrosion of metals in sea water, which commonly plague steel vessels.

Machine shop and welding shop demonstrations will be given that allow student participation. Electrical wiring and troubleshooting will be demonstrated in the electrical lab that allows students to work with motors and understand basic electrical distribution systems found onboard. The laboratory will also include actual use of refrigeration systems (including chilled water) and HVAC systems to understand how the engineering department maintains these critical systems for weapons, CIC and crew comfort.
