Statement of Work Vibration Test System 24 February 2020
1.0 BACKGROUND
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake requires the purchase of a new vibration test system (shaker). The new shaker will be installed at the Life Cycle Environmental Engineering Branch, Code D555300, Building 12, room 125. The new shaker will support increasing customer demands by providing additional capability and test capacity.
1.1 Scope of Work
NAWCWD is purchasing a new shaker system. The shaker system shall include a shaker, power amplifier, cooling system, slip table, and head expander.
2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS
The contractor shall supply a new shaker system that meets or exceeds performance described in the sections below. The shaker system shall be comprised of, at minimum, a shaker, power amplifier, cooling system, slip table, head expander, and a digital control system. The vendor shall also provide system training after installation of the equipment by the vendor.
3.1 Shaker Specifications
3.1.1 The shaker shall be rated at a minimum of random vibration equal or greater than 36,000-force pounds rms and a sine force equal to or greater than 40,000-force pound peak with expansion capability to 50,000-force pound peak.
3.1.2 The shaker shall be capable of ±3-inch displacement.
3.1.3 The shaker slip table and the head expander shall be greater than 34-inch square.
3.1.4 The new shaker shall be capable of testing from a minimum of 10 Hz to a maximum of 2,000 Hz or greater with an armature resonance no less than 1750 Hz.
3.1.5 The shaker armature, head expander, and slip table shall be configured with ½-13 fastener inserts.
3.1.6 The slip table and head expander fastener inserts shall be configured in a 4-inch grid pattern.
3.1.7 The contractor shall provide all operating manuals, mechanical drawings, and electrical schematics for the shaker system (CDRL A001).
3.1.8 The test system shall also include a 6-channel digital control system minimum, and expandable to 36 channels capable of Random, Random on random, Sine on random, Sine, Mixed Mode, Resonance Search and Dwell, Classical and SRS Shock, and time waveform replication vibration and shock control.
3.1.9 Thermal barriers shall be incorporated into the head expander and slip table. The slip table shall incorporate at least 9 low-pressure hydrostatic bearings, which operate at a nominal operating pressure of 600 psi. The slip table hydrostatic bearings shall be of modular design, high dynamic load capacity (nominal 19,500 lbf per bearing for pitch/roll), excellent cross-axis motion control, and designed to account for thermal expansion and contraction. The measure of excellence in terms of cross-axis motion control will be driven largely by bearing stiffness and slip table overturning moment capacity. The vertical stiffness for each hydrostatic bearing must exceed 8,000,000 lbs./inch per bearing. Slip table overturning moment capacity shall be equal to or greater than 1.4e6 in-lbs. in pitch, 1.4e6 in-lbs. in roll, and 9.6e4 in-lbs. in yaw. Overturning moment capacity shall be verified for pitch, yaw, and roll using finite element analysis.
3.2 Electrical and Cooling System Requirements
3.2.1 The shaker system shall be compatible with the Government provided utility service sources listed below.
(a) 480-volt, 3-phase, 60-Hz – 450 amp service
(b) 480-volt, 3-phase, 60-Hz – 15-amp service
(c) 60-deg F chilled water supply with min/max flows at 68 and 270 GPM, respectively
4.0 DELIVERY, INSTALLATION, AND TRAINING
4.1 The contractor will deliver and install the shaker system deliverables to Building 12, room 125 no later than 4 months after award.
4.2 The contractor shall include a line item for the price of delivery to NAWCWC, China Lake, CA 93555.
4.3 The contractor shall identify any special equipment to support off-loading and assembling the equipment onsite at NAWCWD, Building 12, room 125.
4.4 The contractor shall provide installation of the equipment at NAWCWD, to include an initial start-up of the system. The contractor shall allow NAWCWD personnel to observe the installation.
4.5 The contractor shall provide on-site training to NAWCWD personnel, in the operation of the system. Training shall also include shaker configurational setup, system use, and general operation and maintenance.
5.0 SECURITY
5.1 In the case of an unclassified contract, that requires no access to Classified Military Information (CMI), but that does require access to Controlled Unclassified Information (CUI), NAWCWD Restricted Areas, and/or Government IT systems, contractors are required to comply with non-NISP processing requirements before local access to CUI, Restricted Areas, and IT can be granted. This process shall be coordinated by the Contracting Officer’s Representative (COR) or Technical Point of Contact (TPOC) through the NAWCWD Industrial Security office.
