Section A: Scope

1. Objective:

Statement of Work Pumpwell 2 Valve 10 Replacement

Valve No. 10 (42” gate valve) is the Main Dewatering Pump (MDP) No. 2 discharge gate valve. The objective of this contract is for a contractor to replace Valve No. 10 in Pumpwell No. 2. This valve is critical for dewatering Dry Docks No. 1, 2, and 3 because it will allow MDP No. 2 to be utilized for dewatering. Without this pump, Pumpwell No. 2 only has 2 pumps that can be utilized for dewatering Dry Docks No. 1, 2, and 3.

Government has the materials needed for replacing the valve.

2. Background/Introduction

During Preventive Maintenance Inspections, it was discovered that the stem had separated from the disc of the gate valve. Valve No. 10 is critical for the dewatering of Dry Docks No. 1, 2, and 3. The gate valve being out of commission reduces the pumping capability of Dry Docks No. 1, 2, and 3 and is critical for safely docking US Navy Vessels.

3. Breadth and Limitations of Work

This work will require lead and asbestos abatement. Roof hatches for Pumpwell No. 2 are located next to the fire lane so a fire lane outage will be needed for the south side of Dry Dock No. 2.

Section B: Applicable Documents

4. Documentation:

"Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements or safety requirements for site specific location of the contract.

Section C: Requirements

5. Scope of Work:

Contractor is to replace Valve No. 10. Gasket has tested positive for asbestos and the paint on the valve has tested positive for lead. Both will require containment and removal by the contractor. Government is providing the new gate valve, gaskets, hardware, blanks and operator for the contractor to install. Contractor will provide rigging so the old valve and operator can be removed and the new valve and operator can be installed.

6. Contractor Responsibilities:

Contractor Shall:

- Schedule all work.

- Transport all tools, equipment, and work force to job site.

- Remove existing gate valve, hardware, gasket, and paint and dispose.

- Remove existing Limitorque operator and provide to government.

- Install new gate valve and operator.

- Install government provided blanks if deemed necessary for Destructive Weather or Pumpwell

Operations.

7. NNSY Responsibilities:

Government shall:

- Coordinate fire lane outages and any laydown area needed.

- Provide new gate valve, gaskets, hardware, blanks and operator.

- Coordinate access into Pumpwell No. 2 for the contractor.

8. Government Furnished Property: No government furnished property will be transferred/shipped to the vender.

9. Security Requirements: Contractor will need CIA access.

10. Delivery Terms/Shipping/Transportation N/A

11. Place of Performance/Delivery Location: Pumpwell No. 2, South side of Dry Dock No. 2 near river.

12. Period of Performance (PoP)/ Completion Date/ Delivery Date: The period of performance is 7/5/2022 –

10/14/2022. The replacement of the 42” gate valve is strongly preferred to be complete by 10/14/2022 to support the Undocking of USS Toledo, currently scheduled for mid-November 2022.
