SECTION 1 - INTRODUCTION
1.0 DESCRIPTION OF SERVICES: The purpose of this non-personal services contract is to provide all management, tools, supplies, equipment and labor necessary to furnish, install and maintain new leased contractor owned washers and dryers and maintain and repair Government owned washers and dryers at buildings located on Marine Corps Air Station (MCAS) Beaufort, South Carolina as indicated below. A periodic maintenance schedule shall be developed before the start of the contract. The Contractor shall provide, at Contractor expense, all necessary utility connections for installation and operations of washers and dryers, leased and Government owned. The installation of washer and dryers will be in accordance with all local, state, and federal plumbing and electrical codes.
PERIOD OF PERFORMANCE
Period of Performance Base Period 1 April 2020 - 31 March 2021 Option Period 1 1 April 2021 - 31 March 2022 Option Period 2 1 April 2022 - 31 March 2023 Option Period 3 1 April 2023 - 31 March 2024 Option Period 4 1 April 2024 - 31 March 2025
1.1 SCOPE OF REQUIREMENT: This will be a contract for:
a) Lease, installation and maintenance to include comprehensive vent and duct cleaning of all dryers’ duct work of approximately 124 automatic, heavy duty type top load washers; 73 single dryers; and 50 double stacked dryer pairs (100 machines) for approximately 10 barracks located aboard MCAS Beaufort, SC.
****All Contractor provided washers and dryers shall be new machines at the start of the contract.
b) Preventive maintenance and repair of Government owned washers and dryers; approximately one (1) Speed Queen heavy duty/HE washer, one (1) Speed Queen heavy duty extractor, one (1) Speed Queen heavy duty/HE dryer, and one (1) Speed Queen Heavy Duty/ Stand up unit dryer located in Fire station Bldg. # 2085 located aboard MCAS Beaufort, SC.
1.2. WASHER/ DRYER SERVICES: Except those items or services specifically stated to be Government furnished, the Contractor shall furnish everything required to perform contract services as defined in this contract.
1.2.1 CONTRACT TRANSITION: All new washers and dryers shall be fully installed and operational within 15 calendar days of the award date of the contract. Washers and dryers shall be maintained in accordance with manufacturer's recommendations and standard commercial practices.
1.2.2 END OF CONTRACT PERFORMANCE PERIOD: At the end of the contract performance period, all washers and dryers removal shall be coordinated with the new Contract Awardee's installation, with a completed removal within 45 calendar days after the expiration date of the final option period of the contract. As machines are removed, new machines shall be installed in their place to ensure continuity of service. The Contractor, at his expense , shall provide for the proper disposition of all used of machines at a location off of MCAS Beaufort.
The contractor shall contact the Contracting Officer's representative no less than 30 calendar days prior to said expiration of the contract to coordinate a phase-out schedule for the removal of all washers and dryers under this contract.
1.3 HOURS OF OPERATION: All contract deliveries and performance shall be accomplished during regular work hours (7:30 a.m. to 4:30 p.m., Monday through Friday) except federal holidays observed by this base. Regular work hours may be changed by mutual agreement between the CONTRACTING OFFICER’S REPRESENTATIVE (COR), the CONTRACT ADMINISTRATOR and the Contractor.
1.4 WORK SCHEDULE ADJUSTMENTS DUE TO EMERGENCY BASE CLOSURES: Upon Government notification (TV, radio, telephone, verbal, etc.) that base is not on a regular work schedule, the Contractor shall contact the COR and find out the replacement time for performing the missed services.
Once the Installation has returned to normal operations, Contractor personnel shall resume full services under normal work hours.
Under emergencies in which the Installation remains open under reduced but required services, Contractor personnel shall maximize staffing levels of essential personnel based on Government notification. Communication regarding assessment of safety and practicality of situation shall be addresses to MR John Farrell.. Considerations shall include employee/family member injuries, extensive home damages (to include transportation assets), mass power outages, inaccessible travel routes, school/daycare closures, pandemics etc.
1.4.1 ESSENTIAL SERVICES: All services provided under this contract are considered essential in accordance with DFAS Clause 252.237-7023.
1.4.2 CONTRACT PERFORMANCE IN A CRISIS SITUATION: All services to be performed under the contract have been determined to be essential for performance during crisis.
a. The contractor shall provide contract support in a crisis situation as directed by the Contracting Officer (KO). This support shall be in accordance with the applicable DoD and USMC policies and procedures established for contractor support during the crises in effect at the time of the occurrence.
b. The Government will facilitate the establishment of required lines of communication to allow the contractor to communicate with locations necessary to perform the requirements of the PWS.
c. Per the CETS MAN, DoD Instruction 3020.37, Continuation of Essential DoD Contractor Services During Crises, and DoD Instruction 1000.1, Identity Cards Required by the Geneva Conventions, the Government will supply the contractor with the appropriate and necessary credentials and status for performance of the contract in a crisis situation, to include consideration of applicable matters of international law and treaties. Contractor personnel in a crisis situation theater shall comply with the conduct requirements of the CETS MAN and the cognizant Commander’s regulations and orders pertaining to non-combatant personnel. The contractor personnel shall report to the COR.
d. Contractor personnel will provide technical input and analysis for Government contingency plans when directed by the COR or the KO.
e. Contractor personnel deployed to a theater of operations are subject to the Uniform Code of Military Justice (UCMJ) when serving with or accompanying an armed force only “in time of war” as declared by Congress. Retired members of the military may be subjected to action under the UCMJ without a congressionally declared war. Contractor personnel may have administrative privileges suspended for disciplinary infractions or improper conduct.
f. Contractors shall request guidance from a Government media operations center if and when reporters seeking interviews or information on their participation in the mission/operation approach them.
g. The contractor shall take all necessary administrative actions required to prepare its personnel for a crisis situation deployment. Some examples of these actions are:
| (1) Inform its employees of their responsibility to adhere to all guidance and orders issued by the theater commander, or his representative, regarding possession, use, safety, and accountability of weapons. |
| (2) Assist its employees to obtain the required civilian licenses to operate the equipment necessary to perform the contract in the theater of operation. |
| (3) Obtain all passports, visas, or other documents necessary to enter or exit any areas identified by the KO. |
| (4) Assist its employees in obtaining security clearances applicable to the level required for performance in the theater of operations. |
| (5) Assist its employees in obtaining a complete physical evaluation equal to that which similarly assigned Government personnel must pass. Medical requirements shall be completed prior to arrival at the point of debarkation or prior to direct deployment with the unit. |
h. Definitions of Terms:
| (1) Contractor Personnel: Includes all agents, employees, and subcontractors of the prime contractor. |
| (2) Crisis Situation: Per DoD Instruction 3020.37, crisis situation means any emergency so declared by the National Command Authority or the overseas combatant commander, whether or not U.S. Armed Forces are involved, minimally encompassing civil unrest or insurrection, civil war, civil disorder, terrorism, hostilities build-up, wartime conditions, disasters, or international conflict presenting a serious threat to DoD interests. |
j. To the extent the contractor is unable to obtain or retain the services of qualified personnel to perform in a crisis situation, the contract shall not be terminated for default. Every reasonable effort shall be made by the contractor to provide uninterrupted services of qualified personnel.
1.5 RECOGNIZED HOLIDAYS: Federal holidays observed by this base are New Year's Day, Martin Luther King, Jr.'s Birthday, President’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and other specifically designated days that are mutually agreed upon between the CONTRACT ADMINISTRATOR and the Contractor. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a holiday by U. S. Government agencies.
1.6 GEOGRAPHICAL AREA OF RESPONSIBILITY: Contract services require travel throughout MCAS Beaufort.
Most washers/dryers will be located in two or three deck buildings which have laundry rooms in designated areas on each deck. Some washers/dryers will be located in single deck buildings and other Quarters areas, and have designated areas for machines.

1.7 CONSERVATION OF UTILITIES: The Contractor shall use procedures which prevent the waste of utilities pursuant to installation instructions.
1.8 GOVERNMENT OBSERVATIONS: Government personnel such as the Department of Defense Inspection Teams, Navy Auditors, Environmental Inspectors, Contracting, etc., are authorized to observe Contractor operation. However, personnel will not interfere with Contractor performance.
1.9 SAFETY REGULATIONS: The Contractor shall obey and conform to all OSHA and Base Safety Regulations. Base Safety Regulations may be obtained from the Base Safety Office. The Contractor shall maintain accurate records and report to the CONTRACT ADMINISTRATOR within sixteen (16) working hours after occurrence, exposure data and all accidents resulting in death, traumatic injury, occupational disease, or damage of property, materials, supplies, and/or equipment incidental to contract performance. The CONTRACT ADMINISTRATOR will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the condition. If the Contractor fails or refuses to comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claims for extension of time or for excess costs or damages to the Contractor. The Contractor shall confer with the Base Safety Officer to coordinate and implement applicable safety rules and regulations prior to commencement of contract work. The Government shall maintain the right to inspect for safety conditions and safe working practices, periodically or as considered necessary by the Contracting Officer or safety personnel.
1.10 LIABILITY, AUTOMOBILE AND WORKMAN’S COMPENSATION INSURANCE: The contractor shall comply with provisions and requirements as contained herein:
Required Insurance (IAW FAR 28.306 (b) The contractor shall maintain insurance in the minimum amount specified below and as required by FAR 52.228-05, Insurance – Work on a Government Installation”, at its own expense, procure and thereafter maintain the following kinds of insurance with respect to performance under this contract.
a) Workmen’s Compensation and Employers Liability Insurance as required by law except that if this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory or administrative requirements in any such state will be satisfactory. The required Workmen’s Compensation insurance shall extend to cover Employer’s liability for accidental bodily injury or death and for occupational disease with a minimum liability limit of $100,000.
b) Liability Insurance. Bodily injury liability insurance, in the minimum limits of $100,000 per person and $500,000 per occurrence shall be required on the comprehensive form of the policy.
c) Automobile Liability Insurance. This insurance shall be required on the comprehensive form of the policy and shall provide injury liability and property damage liability covering the operation of all automobiles used in the connection with the performance of the contract. At least the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required.
1.10.1 CERTIFICATE OF INSURANCE REQUIRED: In accordance with the clause entitled “Insurance-Work on a Government Installation” ( FAR 52.228-5 ), the contractor shall furnish to the Contracting Officer, a certificate or written statement of insurance prior to commencement of work under the contract. The contract number shall be cited on the certificate.
1.11 INDEMNITY: The Contractor hereby agrees to indemnify and hold harmless the United States of America and its agents from any suits, fines, actions, claims, debts, demands, judgments, liabilities, costs and expenses, including but not limited to attorney's fees or court costs, which the United States of America and its agents may become obligated to defend and/or pay, (i) as a result of ground or water pollution, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract, or (ii) as a result of any loss of or damage to property or injury to or death of any person whatsoever, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract, or (iii) as a result of alleged pollution, damage, or injury, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract.
1.12 ITEM BREAKAGE AND DAMAGE: The Contractor shall be responsible for all breakage and damage (real and personal) that may occur inside and/or outside the immediate building due to the fault or negligence of his personnel during the performance of contract services. The Government will replace broken items and repair damaged items, if possible. The cost for broken and damaged items, including overhead and administrative expenses, will be deducted from the monthly payment due the Contractor.
SECTION 2 - GENERAL INFORMATION
2.0 CONTRACTOR SHALL PROVIDE: All labor, transportation, supplies, materials (except as specified in Section C3 as Government Furnished), tools and any other items or services required to provide rental and maintenance service on Contractor-owned washers and dryers.
2.1 LOCATION: Most washers/dryers will be located in two or three deck buildings, for Bachelor Enlisted Quarters (BEQs) and Bachelor Officer Quarters (BOQs), which have laundry rooms in designated areas on each deck. Some washers/dryers will be located in single deck buildings and other Quarters areas, and have designated areas for machines.
2.2 VENT AND DUCT CLEANING: On a semi-annual basis, the Contractor shall clean all lint, buildup and debris from the entire dryer vent duct work that runs from the machine to the outside of the buildings.
2.3 MATERIALS/PARTS: The Contractor shall provide all materials and parts (to include control knobs and tubs) necessary to perform contract services. All components and parts provided by the Contractor shall be new or rebuilt and of the same or better quality, type, style, grade, gauge, finish, class, or size as that used by original equipment manufacturer, or as required to obtain specific operating characteristics, or to match other items already in place. Replaced parts shall become the property of the Contractor unless otherwise indicated by the Government.
2.4 WASHER/DRYER KNOBS: The Contractor shall be responsible for replacing control knobs and tubs, regardless of the reason for replacement, at no cost to the Government throughout the contract period, including the basic year period and any option years exercised. Washers/dryers furnished on this contract must withstand the most severe use and will be subjected to what may be considered in the commercial trade as abusive use.
2.5 NEW MACHINE SPECIFICATIONS: At the start of the contract, vendor shall furnish new electric commercial, heavy duty washers with specifications that are considered the best overall valued commercial item available in the commercial marketplace for washing clothes. Replacement machines shall meet the same specifications and shall be no older than machines initially installed under this contract. All laundry equipment furnished by the Contractor for use in this contract shall operate free and without charge to the operator. Machine Specifications are included in Sections 3.8, 3.9 and 3.10.
SECTION 3 - CONTRACTOR FURNISHED ITEMS AND SERVICES
3.0 DOCUMENTS AND REPORTS REQUIRED:
3.1. CONTRACTOR’S QUALITY CONTROL PLAN: In this document, the Contractor shall identify his management concept for ensuring compliance with all of the contract requirements. The Contractor shall provide the initial copy in accordance with the solicitation. Thereafter, an updated copy shall be provided within five workdays after each change to plan.
3.2. CONTRACTOR’S ORGANIZATION AND STAFFING PLAN: This document must identify the proposed organization staffing plan with a roster of personnel working on or entering the installation, to include job title, assignment, and work areas. The staffing should be created on the Contractor's estimate of the most economical manpower level. The Contractor shall provide the initial copy in accordance with the instructions in FAR Clause 52.212-5 of the solicitation. Thereafter, an updated copy shall be provided by the 10th of the following month after each change to plan.
3.3. CERTIFICATION OF MINIMUM INSURANCE COVERAGE: The successful quoter shall furnish to the Contract Administrator a certificate of insurance as evidence of the existence of insurance coverage not less than the amounts specified in the solicitation. The initial certificate document shall be submitted 10 days after award. Thereafter, a certificate shall be submitted on an annual basis and all certificate changes shall be submitted within five workdays after changes occur.
NOTE: ALL CERTIFICATES OF INSURANCE FORWARDED TO THE CONTRACT ADMINISTRATOR MUST BE IDENTIFIED BY THE APPLICABLE CONTRACT NUMBER.
3.4. REPORT OF INSTALLATION/RELOCATION/REMOVAL: The COR will notify the Contractor when the Government has requirements for the installation of new washers/dryers, and the relocation and removal of existing machines. The Contractor shall fill out, complete and turn in the Report of Installation/Relocation/Removal form (See Technical Exhibit 2) to the Contracting Officer's Representative or the Contract Administrator, at Building 1116, on a daily basis between the hours of 9:00 A.M. and 10:00 A.M.
3.5 MANAGEMENT AND QUALITY: The Contractor shall be responsible for the management and quality control actions to meet the terms of this contract. The Government will provide quality assurance to ensure that the terms of the contract standards are achieved. The Contracting Officer’s Representative (COR) will make periodic inspections to evaluate the performance objectives.
3.5.1 WORK TICKETS: A work ticket register to account for issuance of all work tickets by work ticket number. This register will indicate the date the work ticket was received and the date the repair was completed. Work tickets will be logged in the same day they are received.
3.5.2 RECORDS SYSTEM: An orderly records system that must contain as a minimum the following items:

3.5.3 QUALITY CONTROL: Contractor's Quality Control Records Maintained by Date and Time as required by the Contractor's Quality Control Plan.
3.6. END OF CONTRACT PERFORMANCE PERIOD: The Contractor shall remove laundry equipment within 45 calendar days after the end of this contract. The removal of existing equipment shall be coordinated with the COR, with the installation of equipment under the incoming contractor such that no location will be without service more than 48 hours. Respective Contractors shall invoice for only those days their equipment was actually in operation.
3.7 CONTRACT EXPIRATION: The contractor shall contact the Contracting Officer’s representative no less than 21 calendar days prior to said expiration of the contract to coordinate a phase-out schedule for the removal of all washers and dryers under this contract. The Contractor shall report any phase-out problems to the Contract Administrator. The Contractor shall leave the areas and buildings in a neat and orderly condition. The Government will not provide any storage space for Contractor owned machines being removed from buildings.
3.7.1 EQUIPMENT REMOVAL: Equipment not removed by the Contractor within 45 calendar days after the termination or completion of this contract may be removed by the Government and stored. The Contractor shall be liable for any expense incurred by the Government, to include labor and storage fees.
4.0 MACHINE SPECIFICATIONS
4.1 COMMERCIAL HEAVY DUTY TOP LOAD WASHERS
4.1.1 CONTRACTOR SHALL FURNISH: Drawings, Brochures, Pamphlets, etc. Contractor shall furnish drawings, brochures, pamphlets, etc. that confirms the required specifications in paragraphs 4.1.2 through 4.1.16. Place the applicable corresponding paragraph number making it readily identifiable on the literature that confirms specification information.
4.1.2 MANUFACTURER’S NAME AND MODEL NUMBER: Contractor shall indicate the manufacturer's name and model number in Section B for electric washers to be furnished on this contract.
4.1.3 CAPACITY: Washers shall have a minimum capacity of 3.0 cu. ft.
4.1.4 WASH DRUM: Washers shall be equipped with a stainless steel or porcelain wash drum.
4.1.5 AUTOMATIC CYCLES: Washers shall have a minimum of wash-rinse-spin automatic cycles. ). The washer shall be equipped with a lid switch and a brake to stop the spin action when the lid is opened.
4.1.6 CONTROL TYPE: Washers shall have a control type of either touch pad, electronic, or rotary dial.
4.1.7 LID: Washers shall have a lid with a safety switch to preclude operation when the lid is open.
4.1.8 DISPENSERS: Washers shall have a bleach dispenser. Washer may have in addition a fabric softener dispenser.
4.1.9 NUMBER OF WATER LEVELS: Washers shall have a minimum of two water level settings.
4.1.10 WASH/RINSE WATER TEMPERATURE COMBINATIONS: Washers shall have a minimum of three water temperature settings for wash/rinse cycle.
4.1.11 AXIS: Washer shall be a freestanding, vertical axis (top loading) washer that washes with a back and forth motion.
4.1.12 COLOR, ENERGY, ELECTRICAL, AND U. L. REQUIREMENTS: Washers shall be white washers that are ENERGY STAR rated; have a minimum of 110 volt, 60 hertz, single phase, and have U. L. approved electrical characteristics.
4.1.13 WATER INLET HOSES: Washers shall have water inlet hoses with connections to fit standard 3/4 inch hose fitting threads.
4.1.14 WATER HOSES, ELECTRICAL EQUIPMENT AND FILTERS: Washers shall be equipped with hot and cold water hoses, lint filters, drain hose, rubber washers, electrical cords, and all components required to operate according to manufacturer’s recommendations.
4.1.15 INSTALLATION: Washers shall have leveling capability for proper installation. The contractor shall follow all manufacturer installation and maintenance instructions.
4.1.16 DRIVE: Washer shall be either belt or beltless drive.
4.2 NEW COMMERCIAL HEAVY DUTY SINGLE ELECTRIC DRYER SPECIFICATIONS: At the start of the contract, vendor shall furnish new electric commercial, heavy duty dryers with specifications that are considered the best overall valued commercial item available in the commercial marketplace for drying clothes. Replacement machines meet the same specifications and shall be no older than machines initially installed under this contract. Specifications, at a minimum, shall include the following:
4.2.1 CONTRACTOR SHALL FURNISH: Drawings, Brochures, Pamphlets, etc. that confirms the specifications in paragraphs 4.2.2 through 4.2.14. Place the applicable corresponding paragraph number making it readily identifiable on the literature that confirms specification information.
4.2.2 MANUFACTURER’S NAME AND MODEL NUMBER: Contractor shall indicate the manufacturer's name and model number in Section B for electric dryers to be furnished on this contract.
4.2.3 CAPACITY SPECS: Dryers shall be commercial heavy duty front load dryer with an a minimum 20 pounds and maximum 30 pounds dry weight capacity with a ¼ horsepower or greater motor.
4.2.4 CAPACITY SIZE: Dryers shall be a minimum of 6.5 cubic feet capacity.
4.2.5 DRYING CYCLES: Dryers shall have a minimum of three drying cycles.
4.2.6 LINT: Dryers shall have a provision for collecting lint accumulated during the drying cycle.
4.2.7 CONTROL TYPE: Dryers shall have a control type of either touch pad, electronic, or rotary. Control shall include a timing device to preset drying times with an automatic shut-off feature.
4.2.8 TEMPERATURE OPTIONS: Dryers shall have a minimum of three temperature options.
4.2.9 COLOR, ENERGY, ELECTRICAL, AND U. L. REQUIREMENTS: Dryers shall be white dryers that are energy efficient, 240 volt; 60 hertz, single phase, and have U. L. approved electrical characteristics and are shockproof.
4.2.10 LEVELING: Dryers shall have leveling capability for proper installation
4.2.11 DOOR: Dryers shall have an all metal side-swing door with a wide door opening with a safety switch to preclude operation when the door is open.
4.2.12 POWER CORDS: The Contractor shall furnish either a three (3) or four (4) prong dryer cord for electric dryers that will match the government outlet.
4.2.13 VENT HOSES, CLAMPS, AND ELECTRICAL CORDS: Contractor shall furnish rigid or flexible metal pipe vent hoses five (5) feet or longer (or as required to reach vent with minimum excess), hose clamps, and electrical cords that will connect each dryer to existing vent and electrical outlets for each dryer.
4.2.14 VENTING: Contractor shall vent from machine to existing vent, which vents to outside of building. As part of maintenance the Contractor shall clean the entire length of the dryer vent lines, from the inside wall to the outside wall, on a semi-annual basis. Vent lines that cannot be cleaned or unclogged shall be reported to the Contracting Officer’s Representative (COR).
4.3 NEW COMMERCIAL HEAVY DUTY STACKABLE ELECTRIC DRYER SPECIFICATIONS: At the start of the contract, vendor shall furnish new electric commercial, heavy duty stackable dryers with specifications that are considered the best overall valued commercial item available in the commercial marketplace for drying clothes. Replacement machines shall meet the same specifications and shall be no older than machines initially installed under this contract. Specifications, at a minimum, shall include the following:
4.3.1 CONTRACTOR SHALL FURNISH: Drawings, Brochures, Pamphlets, etc. that confirms the specifications in paragraphs 4.3.2 through 4.3.15. Place the applicable corresponding paragraph number making it readily identifiable on the literature that confirms specification information.
4.3.2 MANUFACTURER'S NAME AND MODEL NUMBER: Contractor shall indicate the manufacturer's name and model number in Section B for electric dryers to be furnished on this contract.
4.3.3 CAPACITY SPECS: Dryers shall be industrial front load dryer with a minimum 20 pounds and maximum 30 pounds, dry weight capacity with a 0.25 horsepower or greater motor.
4.3.4 CAPACITY SIZE: Dryers shall be a minimum of 6.5 cubic feet capacity.
4.3.5 DRYING CYCLES: Dryers shall have a minimum of three drying cycles.
4.3.6 LINT: Dryers shall have a provision for collecting lint accumulated during the drying cycle.
4.3.7 CONTROL TYPE: Dryers shall have a control type of either touch pad, electronic, or rotary. Control shall include a timing device to preset drying times with an automatic shut-off feature. Control shall be in the front to allow access when stacked.
4.3.8 TEMPERATURE OPTIONS: Dryers shall have a minimum of three temperature options.
4.3.9 COLOR, ENERGY, ELECTRICAL, AND U. L. REQUIREMENTS: Dryers shall be white dryers that are energy efficient, 220 volt; 60 hertz, single phase, and have U. L. approved electrical characteristics.
4.3.10 LEVELING: Dryers shall have leveling capability for proper installation
4.3.11 DOOR: Dryers shall have an all metal side-swing door with a wide door opening with a safety switch to preclude operation when the door is open.
4.3.12 POWER CORDS: The Contractor shall furnish either a three (3) or four (4) prong dryer cord for electric dryers that will match the government outlet.
4.3.13 VENT HOSES, CLAMPS, AND ELECTRICAL CORDS: Contractor shall furnish rigid or flexible metal pipe vent hoses five (5) feet or longer (or as required to reach vent with minimum excess), hose clamps, and electrical cords (may be either 3 or 4 prong) that will connect each dryer to existing vent and electrical outlets for each dryer.
4.3.14 VENTING: Contractor shall vent from machine to existing vent, which vents to outside of building. Contractor shall clean the entire length of the existing vent line prior to installing new dryers. Vent lines that cannot be cleaned or unclogged shall be reported to the Contracting Officer’s Representative (COR) who will notify Public Works Operations for corrective action. As a part of maintenance the Contractor shall clean the entire length of the dryer vent lines, from the inside wall to the outside wall, on a semi-annual basis. Vent lines that cannot be cleaned or unclogged shall be reported to the COR.
4.3.15 STACKING: Dryers shall have the capability of being stacked with another dryer.
4.4 INSTALLATION REQUIREMENTS: The Contractor shall be responsible for installing all machines furnished under this contract per the manufacturer's specification and as specified in this contract. The Contractor shall supply all materials required for installation and shall remove all packing materials from the machines prior to installation. The Contractor shall fill out, complete, and obtain necessary signatures from authorized Government representatives for the form entitled Report of Installation/Relocation/Removal (See Technical Exhibit 1) for each building
4.5 REPAIR SERVICE IDENTIFICATION LABEL OR PLATE: Each machine shall have a repair service identification label or plate attached on the top left hand corner of the control panel that cannot be easily torn off or destroyed by water, detergents, and bleaches. The Contractor is responsible for maintaining legible machine repair identification labels or plates at all times. The letters and numbers on identification labels or plates shall be a minimum of 1/8 inch in height, except the machine I.D. number shall be a minimum of 3/8 inch in height, and contain the following data:

The contractor shall ensure that all washers and dryers are labeled no later than 30 days after placement of washers and dryers. The contractor shall prepare and submit to the Contracting Officer representative a complete listing of all washers and dryers that shall include the machine's serial numbers, building locations, and date of installation. The listing shall be submitted in electronic format no later than 45 days after the start date of the contract.
4.5.1 MACHINE I. D. NUMBER: The machine I. D. number (third line on the label) shall be as follows:

4.6 MAINTENANCE AND REPAIR SERVICE: The Contractor is responsible for maintenance and repair of both the Contractor owned machines and the Government Owned machines listed in this contract. Maintenance and repair service shall consist of inspecting, cleaning, lubricating, adjusting, calibrating (if required) and repairing the equipment to a first-class operating condition. Contractor shall furnish all repair parts, labor, and transportation necessary to accomplish requirement of keeping machines in good operating condition. All equipment in this contract shall be maintained at levels necessary to provide the specified functions in order to be in compliance with the manufacturer's current equipment specifications and applicable Government regulations and directives. Government will not guarantee or be liable for, at any time, the condition the machines may be in during the contract period which may require extensive servicing or replacement.
All supplies, components, and parts provided by the contractor shall be new or of the same quality, type, style, grade, gauge, finish, class, or size as that used originally, as required to obtain specific operating characteristics or to match other items already in place. Rebuilt parts may be used, if they are equal or exceed the quality of the original parts. Used parts that have been replaced shall become the property of the contractor. Contractor will be required to supply dryer duct and cleaning as needed, weekly inspections.
4.6.1. TECHNICAL SUPPORT: Contractor shall have technicians in sufficient numbers dedicated to service washers and dryers under this contract within the specified response times. Technicians shall be technically trained to perform repair service on all makes and models provided under this contract. Contractor employees shall wear neat and clean clothing when performing contract requirements. Contractor employees must be identified by the company name and employee name on their uniform, or a tag/badge attached to chest area of the uniform
4.6.2 EMPLOYEES: The Government reserves the right to restrict the employment of any Contractor employee who violates federal regulations or is identified as a potential threat to the security, safety, health or the operational mission of this base and its population. Contractor employees shall not loiter on or around the base during off duty hours. The removal of such a person shall not relieve the Contractor from providing all deliveries and performance requirements described herein.
4.6.3 BUSINESS HOURS: Maintenance services shall be rendered during normal business hours, 7:30 a.m. until 4:30 p.m., Monday through Friday, excluding Saturdays, Sundays, and federal holidays. The contractor shall report daily to the Contracting Officer's representatives, Marine Corps Air Station, to receive written repair work sheets on machines in need of maintenance and/or repair.
All maintenance and repairs shall be completed within two (2) business days after receipt of the daily work sheets provided by the Contracting Officer's representative blank sheets provided by the BEQ office. Any washer or dryer That cannot be repaired within two (2} business days shall be replaced within the same two-day time frame. The contractor shall provide a written report to the COR, John Farrell, Military Housing Director, no later than the next workday on any replacement machines. This report shall include the serial number of the removed machine, and any building location of the unserviceable washer or dryer, and the serial number of the replacement washer/dryer. The contractor shall return all completed work tickets to the COR on a DAILY (by 4:00 pm) basis. In addition to required repairs identified by the Government, the Contractor shall conduct continuous preventive maintenance on all contractors owned machines to ensure all of these machines are in an optimal state of operation. This preventive maintenance is in addition to the preventive maintenance of Government-owned machines (see below). The Contractor is not responsible for replacement of Government-owned units under this contract.
4.6.4 ELECTRIC WASHERS: The Contractor is responsible for connecting and maintaining the connection of washers to the existing electrical outlets, water lines and drains. This includes replacing hot and cold water hoses and rubber washers, when required, to prevent water leakage.
4.6.5 ELECTRIC DRYERS: The Contractor is responsible for connecting and maintaining the connection of electric dryers to the existing electrical outlets and vent outlets. This includes replacing vent hoses, when required, to meet manufacturers venting specifications.
The Contractor shall remove built-up lint from with-in the dryer and the dryer exhaust vents at start of contract and a minimum of one (1) time annually with at least a six (6) month interval between each cleaning or as directed by the Contracting Officer. Contractor shall be responsible for cleaning and removal of lint and other debris from behind all washers and dryers. Cleaning behind washer and dryers shall be done anytime the machine is moved away from the wall for maintenance or repairs.
The entire length of the exhaust vent shall be cleaned on the inside, starting at the dryer connection and continuing to the inside wall air vent, including both horizontal and vertical ducting. Inside of dryer shall be checked for lint buildup and all lint shall be removed as per manufacturer specifications.
SECTION 5 – SPECIFICATIONS ON WORKSPACE AND LOCATIONS

5.1 OPERATING INSTRUCTIONS: The Contractor shall provide and prominently display on or adjacent to each machine, complete operating instructions for the equipment installed.
5.2 SALVAGED MATERIALS: All parts removed from the equipment and debris resulting from work under this Performance Work Statement shall be removed from the site by the Contractor at his own expense.
5.3 CONTRACTOR UNAUTHORIZED WORK PERFORMANCE: The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
5.4 DAMAGED MACHINES: The Contractor shall notify the Government within three (3) working days of discovery of any Contractor or Government -owned machines that are thought to have been damaged as a result of Government-caused vandalism. The Government will review all “claims” and, if Government fault is determined, shall reimburse the Contractor at the current value of the appliance (including depreciation).
5.5 GOVERNMENT FURNISHED WORK/STORAGE SPACE:
5.5.1 WORK SPACE: Marine Corps Air Station, Beaufort, South Carolina has work space and limited storage space. These buildings shall be provided to the contractor for working and storage space. Utilities, including heat, lights, electricity, and any electrical outlets shall be furnished by the Government at no cost to the contractor. The contractor shall inform the contracting officer of any maintenance required on the building during the term of this contract. The telephone installation shall be at the contractor's expense.
5.5.2. CONTRACTOR SHALL NOT: Construct; make fixed improvements, or alter structurally buildings owned by the Government without prior written approval of the Contracting Officer’s Representative (COR).
5.5.3. CONTRACTOR SUPPLIES, EQUIPMENT AND PERSONAL BELONGINGS: The Government shall not be responsible for contractor's supplies, equipment or personal belongings brought into the Government furnished buildings to include loss by fire, theft, hurricanes, accidents, or any other disaster.
5.6. LOCATIONS:

SECTION 6 - INSPECTION AND ACCEPTANCE
6.0 COR
6. 1 ROLE OF CONTRACTING OFFICER’S REPRESENTATIVE (COR): Inspection, Acceptance, and Other Duties.
6.1.1. RESPONSIBILITIES: Performs surveillance and inspection of repair services and/or services required under this contract; determines the adequacy of Contractor performance per contract specifications; acts as the COR at the work site; ensures compliance with contract performance requirements; and advises the CONTRACT ADMINISTRATOR of any factors that may cause work performance delays. The COR cannot authorize deviations from contract requirements and specifications.
The following individual will be appointed as the Contracting Officer’s Representative:

The Contracting Officer is the only person authorized to approve changes in any of the requirements of this order. The Contractor shall not consider any order, statement or conduct by Government personnel who visit the Contractor’s facilities or in any other manner communicate with Contractor personnel during performance of this requirement as a change to the terms and conditions of the contract. The Contractor shall not comply with any order (verbal or written), direction or request of any Government personnel unless it is issued, in writing, by the Contracting Officer. In the event the Contractor or contractor personnel effect any change to this requirement by direction of any individual other than the Contracting Officer will have done so without authority and shall bear all costs associated with such change.
6.2 DOCUMENTS AND REPORTS REQUIRED FROM COR:
6.2.1. UNACCEPTABLE PERFORMANCE: When performance does not meet specifications and requirements of this contract, written (letter, fax, or Email) documentation will be furnished explaining how performance is considered to be unacceptable. This documentation should state what specification(s) Contractor is not performing (reference contract paragraph number(s), date, and time observed) and submit to the CONTRACT ADMINISTRATOR within two work days of each occurrence.
6.2.2 FINAL RECEIVING REPORT: The COR will submit a final receiving report stating that all services and supplies have been received, inspected and accepted to the CONTRACT ADMINISTRATOR within five work days of the ending of the contract period.
6.3 QUALITY ASSURANCE EVALUATIONS:
6.3.1. COR: The COR is designated by the Contracting Officer to perform technical surveillance and receive any deliverables in compliance with the Statement of Work.
6.3.2. AUTHORIZATION: The above paragraph is in no way authorizes anyone to make changes in the scope, price, term or conditions of the contract without the written concurrence of the Contracting Officer.
6.3.3. RESPONSIBILITY: The responsibility for inspection and acceptance of the deliverables furnished under this contract rests with the COR, or in his absence his authorized representative(s). Inspection and acceptance of all deliverables will be accomplished at the end of each month during the period of performance.
6.3.4. INSPECTION AND ACCEPTANCE: Inspection and acceptance will be performed at location where work has been performed.

6.3.6 PERFORMANCE REQUIREMENTS SUMMARY (PRS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The PRS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
During the first initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems.

7.0 - DELIVERIES
7.1. DELIVERIES AND EQUIPMENT INSTALLATION: Installation for leased machines shall begin no later than 30 days after the effective date of contract and be complete within 60 days after the effective date of contract.
NOTE: During this installation period, the Contractor's semi-trailers may be parked in an area designated by the COR for off-loading purposes at each building.
7.2. PERFORMANCE SPECIFICATIONS: Contractor shall accomplish repairs on all machines within three (3) working days of receipt of service work ticket(s) from the COR or his designated representative.
The performance date and time will be computed from the date and time the Contractor is required to pick up the service work ticket which is each work day between 9:00 A.M. and 10:00 A.M. If the Contractor does not pick up the service work tickets each day during this time frame, the performance time will be computed from the date the Contractor should have picked up, and the time will be shown as 10:00 A.M. on the service work tickets. The COR or his designated representative will annotate on the service work tickets the performance start date and time. The Contractor shall maintain an inventory of parts necessary to accomplish each month's repair calls within the contracted time frame.
7.3. PERFORMANCE EVALUATION MEETINGS: The Contractor or a Contractor representative, that has been designated in writing by the Contractor with the authority to act on the behalf of the Contractor, shall meet at least weekly with the Contracting Officer or his designated representative during the first month of the contract, if deemed necessary by the Contracting Officer. Meetings will be held as often as necessary thereafter as determined by the Contracting Officer, but no less than one (1) per year. A mutual effort will be made in these meetings to resolve all problems identified.
7.4 CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE: The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.
