PERFORMANCE WORK STATEMENT

FOR

NYC Parking Garage Space

1. GENERAL DESCRIPTION OF SERVICE

1.1.SCOPE OF WORK: The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, and any other items or services required to provide non-personal services in the form a parking garage for SAF/PAON located at 805 Third Ave, New York, NY in accordance with this Performance Work Statement.

1.2. NON-PERSONAL SERVICE STATEMENT. Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

1.2.SERVICES NON-INHERENTLY GOVERNMENTAL FUNCTION: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. None of the functions to be performed are inherently governmental, in accordance with (IAW) FAR 7.503

1.3. LOCATION: Within one-half mile radius of the SAF/PAON Office, located at 805 Third Ave, New York, NY 10022

1.4. PERIOD OF PERFORMANCE: The period of performace for the contract is:

Base year: 19 SEP 2022 to 18 SEP 2023 Option Year 1: 19 SEP 2023 to 18 SEP 2024 Option Year 2: 19 SEP 2024 to 18 SEP 2025 Option Year 3: 19 SEP 2025 to 18 SEP 2026 Option Year 4: 19 SEP 2026 to 18 SEP 2027

1.5. PERFORMANCE REQUIRED: The Contractor shall provide all personnel, labor, equipment, tools, materials and supervision necessary to accomplish this non-personal services contract. The contractor shall provide ONE Garage parking space for one year's use for parking SAF/PAYN's one government-leased vehicle: 2017 Chevy Suburban (SUV), Tag No. G42-0272(V)

A description of the services required includes:

1.5.1. Garage parking space for one vehicle

1.5.2. Contractor will allow access and/or pick up of vehicles 24-hours daily, seven days-a-week, without prior notice requirement

1.5.3. Contractor shall charge a single all-inclusive annual fee for garaged parking services

1.5.4. Vehicle will be parked in a safe, secure, and clean and dry location

2. SERVICE DELIVERY SUMMARY: One safe, secure, clean and dry garage parking space is required. The garage must have daily, 24-hour access to pick up and drop off the vehicle without the need to pre-coordinate. Charges must be a single all-inclusive annual fee.

3. CONTRACTOR QUALITY CONTROL PROGRAM. The Contractor shall develop and/or maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires. The contractor shall utilize its own internal quality control processes in the performance of this contract. In order to supplement the contractor’s quality control program, government personnel will verify contractor compliance with performance requirements.
