THE CONSUMER FINANCIAL PROTECTION BUREAU (CFPB)

STATEMENT OF WORK (SOW)

Crypto-Asset Token Market Metrics.

I. SCOPE

CFPB requires a subscription-based web platform with crypto-asset data. The web platform shall provide aggregate market metrics for crypto-asset tokens. CFPB staff members need to analyze crypto-asset market trends, user behavior, and insight into where various crypto-assets are being stored (such as on crypto-asset exchanges or held in smart contracts in decentralized finance). The solution shall allow CFPB employees to routinely perform market monitoring of the crypto-asset ecosystem at a time when CFPB continues to receive high volumes of crypto-asset complaints.

II. REQUIREMENTS

The contractor shall provide CFPB access to a web platform providing the following features:

Minimum Requirements

The CFPB requires aggregate crypto-asset market and token metrics. The contractor’s deliverable product must provide:

• Subscription with minimum two CFPB logins o Ability to add additional users as needed for no more than $300 per month for each additional user.

• A web-based data dashboard where CFPB users can access the minimum metrics (See below “Comprehensive set of crypto-asset metrics”) easily.

• Ability to view metrics across time in chart form.

o Ability to export data from a chart set to a certain time window; and o The ability to add multiple metrics to the same chart

• Ability to access and query the API with at least 1,200 requests per minute.

• Distribution rights for reports and metrics.

• Onboarding support via training on metrics (at no additional cost).

• An institutional data use agreement.

• Tools for exporting information in CSV and JSON format.

• The ability to set up an unlimited number of custom alerts.

• The ability to schedule time with the firm’s legal counsel if there are any concerns with the proposed agreement.

• Comprehensive set of crypto-asset metrics including at minimum the following categories (for BTC, ETH, and LTC, and at least 120 ERC20 tokens including AAVE, Bread, GUSD, BUSD, USDC, and USDT, Lido, MANA, and UNI, except where otherwise specified):

o Exchange inflows and outflows.

o Point-in-time Inter-Exchange Transfers for BTC, ETH, and ERC-20 tokens at

1 Day, 1 Hour, and 10 Minute resolutions.

o The number of transactions in the Ethereum network by on-chain financial instruments and protocols implemented as smart contracts, including decentralized exchanges, at a 1-day resolution;

o Token transfer volumes;

o Active addresses;

o Receiving addresses;

o Sending addresses;

o ERC-20 Stablecoin transactions, at a 1-day resolution;

o ERC-20 Bridges transactions, at a 1-day resolution;

o Circulating supply, at a 10 minute resolution;

o Metric showing the % of supply of a given crypto-asset token held in smart contracts;

o Metric showing the % of supply of a given crypto-asset token held in exchanges; and o Metric showing the % supply of a given crypto-asset token held by the top 1% of holders (excluding exchanges, smart contracts, and core development teams);

o Metric showing the % of supply (as well as raw numbers of addresses) of a given token held by crypto-addresses with balances (for at least Bitcoin and

ETH):

With over 100,000 tokens;

10k – 100k;

1k – 10k;

100 – 1k;

10 – 100;

1-10;

0.1 – 1;

0.01 – 0.1;

0.001 – 0.01; and Less than 0.001 o Number of Crypto-addresses with more than $1 million worth of BTC;

o Number of Crypto-addresses with more than $1 million worth of ETH.

o Number of crypto-addresses in profit for BTC and ETH.

o Number of crypto-addresses in loss for BTC and ETC.

o For Bitcoin, metrics on:

Miner balances; and Miner net position change.

o Metric showing total ETH 2.0 total value staked by provider.

o Metric for BTC and ETH showing lost coins, or coins that have been held for a very long time period.

o For Bitcoin, metrics showing whale (aka very large player) withdraws and deposits (by volume and by raw count of whales).

o For Bitcoin, metric showing transactions incoming and outgoing from over-the-counter BTC trading desks, as well as inflows and outflows to OTC desks.

o ETH gas used over time (mean, median, and total);
