U.S. Citizenship and Immigration Services (USCIS) Description of Requirements (DOR) American Ceremonial Stick Flags

Background:

USCIS’ Office of Intake and Document Production (OIDP) has a requirement for American Ceremonial Stick Flags to be distributed at USCIS naturalization ceremonies. This is a five (5) year requirement with a base year plus four (4) option years. The estimated annual quantity required is 400,000 Units initially with 560,000 Optional Units for a quantity of up to 960,000 units per year.

Flags:

• Each flags’ components shall be sourced, manufactured and assembled in the United States, using made in the USA items, such as the wood, or plastic composite, for the staff and ball top and fabric for the flags.

• Flags shall be 4”x 6” and fray resistant.

• Flags shall be made of blended 70% polyester and 30% cotton.

• The colors in the flag must be: White, Old Glory Red and Old Glory Blue. The flag color descriptions are in the Color Association of the United States (CAUS) Standard Color Reference of America and use of the Pantone Matching System (PMS) is acceptable.

• Flags shall have a white pole sleeve and be sewn to a 10” black staff.

Flag Poles – Black Staff and Gold Dome:

• The staff shall be made of solid, one-piece wood or plastic composite.

• The flag staff shall be 10 inches long.

• The diameter of the flag staff is 3/16 of an inch.

• The staff shall be black and have imprinted in gold the words “U.S. Citizenship and Immigration

Services” in Times New Roman font.

• The staff and a wooden or plastic composite gold ball (dome) shall be joined together using bonding adhesive and pressure shall require more than 30 pounds per square inch (PSI) to separate the ball from the staff preventing the possibility of the dome dislodging.

• The pole sleeve must be white and edges of the white sleeve must be sewn.

• The flag/pole sleeve shall be fastened to the staff to prevent slippage without the use of staples.

Estimated Quantities:

• Base Period: 400,000 Units + 560,000 Optional Units

• Option Period One (1): 400,000 Units + 560,000 Optional Units

• Option Period Two (2): 400,000 Units + 560,000 Optional Units

• Option Period Three (3): 400,000 Units + 560,000 Optional Units

• Option Period Four (4): 400,000 Units + 560,000 Optional Units

Delivery:

Flags must be delivered to:

Deliveries to the Western Forms Center must ship on 48” x 40” 4-way pallets, quantity shall be 40,000 per pallet. Cartons must be stacked so that the total height of the pallet (including the pallet itself) does not exceed 54”.

Deliveries shall be made at minimum of once every two (2) weeks. Each shipment shall contain 40,000 flags per shipment and there shall be 80,000 flags delivered per month until all quantities ordered have been delivered.
