MEMORANDUM FOR MICC-Fort Drum
SUBJECT: Brand Name Exact Match Memo for FedBid Buy
1. The Harris radios are the only brand radio that will fully meet our requirements due to the capabilities of the existing Land Mobile Radio (LMR) system on Fort Riley. The current LMR system is an aging network and has previously experienced technical issues with programming and encrypting other brands of radios. All of the programming software used on Fort Riley for the LMR network is proprietary software from Harris, and the Fort Riley Network Enterprise
Center (NEC) maintains existing Harris compliant software and configuration hardware as well as training and certifications to support Harris devices. Other radio brands are known to have problematic technical issues due to our existing system structure and may fail when needed during an emergency or crisis.
2. Multiple conversations and meetings were held with Chris Gross, the Fort Riley Network
Enterprise Center Installation Spectrum Manager and Non-Tactical Radio Manager. He provided direct input on the exact specifications and radios required to fulfill the need for emergency communications for the installation’s Crisis Action Team (CAT). These radios were selected due to the interoperability required for communication with the CAT and the installation’s first responders.
3. Due to the aging LMR system on Fort Riley and the use of Harris proprietary programming software, other systems are known to be problematic with programming and encryption. Harris is the only system that will work seamlessly with the LMR network and satisfy our requirement for
CAT communications.
4. For the reasons listed above, DPTMS Plans and Protection Branch, Fort Riley requests that the exact Harris radios listed are purchased.
5. If there are any questions, please contact Mr. Thomas Pendleton at 785-239-6044.
