MEMORANDUM FOR MICC-Ft Drum
SUBJECT: APSTM is the brand name letter for FedBid Buy [#]
1. Aerodynamic Particle Sizer® Spectrometer [Model 3321] is the only equipment that meets the government specification requirements. Subject experts from DPG, Project Scientist Branch members, and relevant Chemical Test Division Management have discussed and explored all possible detection referee options to support upcoming Next Generation Chemical Detection system testing. The major contributing factor in down selecting the system was comparing COTS technologies for particle size characterization and enumeration with the special focus on size range measured and the associated accuracy of measurement. Furthermore external dimensions deemed important for inclusion into glove box systems for operator safety. DPG already have the established standing operating procedures and have long history of operating and calibrating this particular Aerodynamic Particle Sizer® Spectrometer Model 3321 in house in May of 2018. This system has a long standing of supporting numerous test programs since 2011 by Life Science Division (currently changed to Aerosol Branch under ECBC).
2. Market research conducted identified Aerodynamic Particle Sizer® Spectrometer [Model 3321] is the only system meets the government specifications compared to GRIMM-aerosol detection equipment, Thermos-scientific aerosol monitoring equipment, and AeroTrak® line of Airborne Particle Counters. All these detectors did not meet the performance and sensitivity requirements for particle size determination and particle distribution with precision and accuracy.
3. Government specifications for aerosol particle counters are as follow: a) The spectrometer must be procured and manufactured in USA only. b)The spectrometer must have the physical dimensions not exceeding the following:400 mm (Height) x 500 mm (width) x 500 mm (depth). C) The spectrometer must be lighter than 15 kg and must use USA standard power requirements. d) The spectrometer must be able to capable of measuring scattered-light intensity of individual particles between 0.5 and 15 micrometers in real time. It must have at least 50 channels for particle collection. e)The spectrometer must be able to capable of measuring the aerodynamic diameter of individual airborne particles in real time. F) The spectrometer must be able to

operational in stand-alone mode configuration and all control and data processing software must be possible remotely through at least 10 feet cables. G)The spectrometer must have built-in statistical data collection and processing software. h) The spectrometer must not sample aerosols higher than 2 liters per minute. I) The spectrometer must be operational by DPG personnel with technical installation assistance from the vender on the phone only. The system must be able to have standard operating manual that would permit operational familiarization without having the vendor technician on site. J) The spectrometer must have one year warranty from the date the system is delivered at Combined Chemical Test Facility, DPG.
4. For the reasons listed above, the WDTC/DPG requess that a brand name or particular item(s) purchase of Aerodynamic Particle Sizer ® Spectrometer [Model 3321].
