Statement of Work – Symantec Netbackup Appliance Upgrade

1. Background

1.1. The Job Corps Data Center (JCDC) located in Austin, TX is responsible for the design, deployment and maintenance of the Job Corps Local Area Networks (LANs) and Wide Area Network (WAN). The JCDC is also responsible for the deployment of new technologies to all Job Corps Centers.

1.2. The Office of Job Corps must provide backup capability for the JCDC Enterprise Backup and Recovery System. Daily backups of Job Corps student information including PII are taken daily and stored offsite as required by the OIG. The backups are also required for disaster recovery.

2. Objectives

2.1. The objective of this project is to purchase additional storage for the Netbackup appliances for the Job Corps Data Center and the backup site along with the professional services to install the storage upgrade.

3. Scope

3.1. The vendor shall provide the service line items as specified in Section 4 Table 1.

4. Performance Requirements

The vendor shall provide the service line items in the following table:

5. Place of Performance

5.1. Service will be provided at the following locations:

6. Travel

6.1. Travel associated with this SOW will be billed according to GSA regulations.

7. Period of Performance

7.1. The period of performance for this action will be one year from date of award.

8. Special Conditions

8.1. The provider of information technology shall certify applications are fully functional and operate correctly as intended on systems using the United States Government Configuration Baseline (USGCB). The purpose of the United States Government Configuration Baseline (USGCB) initiative is to create security configuration baselines for Information Technology products widely deployed across the federal agencies. The USGCB baseline evolved from the Federal Desktop Core Configuration (FDCC) mandate. While not addressed specifically as the FDCC, the process (now termed the USGCB process) for creating, vetting, and providing baseline configurations settings was originally described in a 22 March 2007 memorandum from OMB to all Federal agencies and department heads and a corresponding memorandum from OMB to all Federal agency and department Chief Information Officers (CIO).

8.2. The platforms addressed by USGCB are Microsoft's Windows 7, Windows

7 Firewall, Windows Vista, Windows Vista Firewall, Windows XP, Windows XP Firewall, Internet Explorer 7, Internet Explorer 8, and Red Hat Enterprise Linux 5. Additional platforms may be introduced at the TIS' direction. New platforms will follow the USGCB process as defined in SP800-70 Revision 2.

8.3. The standard installation, operation, maintenance, update, and/or patching of software shall not alter the configuration settings from the approved USGCB configuration. The information technology should also use the Windows Installer Service for installation to the default “program files” directory and should be able to silently install and uninstall. Applications designed for normal end users shall run in the standard user context without elevated system administration privileges."

8.4. All systems provided under this Statement of Work must be capable of supporting IPv4 and IPv6 protocols.

8.5. All desktops, laptops, and computer monitors provided under this contract are required to have achieved Bronze registration or higher under the Electronic Products Environmental Assessment Tool (EPEAT). EPEAT is a procurement tool designed to help large volume purchasers evaluate, compare, and select desktop computers, laptops, and monitors based upon their environmental attributes as specified in the consensus-based IEEE Standard for the Environmental Assessment of Personal Computer Products (1680). Additional consideration will be provided for products that have achieved EPEAT Silver or EPEAT Gold registration. The registration criteria and a list of all registered equipment are provided at http://www.epeat.net.

9. Delivery Schedule

9.1. Delivery of services is expected as follows:

From date of award, immediate availability of 24x7 telephone support with 4 hour onsite response.

9.2. The vendor shall coordinate all service calls with the JCDC technical staff.

10. SOW Responses

10.1. The vendor shall provide a firm fixed price for all equipment and services associated with this project including shipping costs.
