| Question Title | Section Number | Question Detail | Government Comment |
| Timeline | D1.2.2.1.1 and D.1.2.3.1 | Is the "timline for completing all tasks" deliverable mentioned in D.1.2.2.1.1 the same deliverable as the "one-year timeline" in D.1.2.3.1? The first requires the timeline to be in both a list format and a chart format; the second requires the timeline to be in Microsoft Project. If they differ in substance, how do they differ? | D.1.2.2.1.1 is a workplan for all of the tasks the contractor must perform under the contract, while many of these tasks are related to production of the TDA report, several of them are not. D.1.2.3.1 is a timeline for OCFT to use in the production of its TDA report. It includes TDA related tasks to be performed by the contractor and OCFT. |
| Meaning of "days" | e.g., D.1.2.20.2, D.1.2.20.2, D.1.2.20.4, D.1.2.26.2.2, D1.2.4.1.3 | For deliverables' due dates, when DOL refers to "days" rather than specifying "business days" should we assume "business days" is intended? | Yes business days is intended. Please see the revised Deliverables schedule for edits that put all deadlines into business days. |
| Review cycle for instructional guides | 1.2.5.1.3 | The RFP states that the instructional guides shall be developed as each task is performed and delivered to DOL within 10 business days after each task is completed. Will there be a DOL review and feedback period for these submissions, as specified with many other deliverables, or is a review cycle included in that 10 days? If the latter, how long is the review cycle? | There will be an additional DOL review period of 10 business days. After that point, the contractor will have 5 business days to complete a final guide. |
| Length of Plain Writing Act Guide | D.1.2.9 | The RFP text requires the contractor to "update a one- to two-page Plain Writing Act Guide” whereas the RFP's deliverables table cites a "5-10 page plain writing guide” Which suggested page length is correct? | The 1-2 page length is correct. |
| Role of 2 coders | D.1.2.20 | The RFP states, "Coding must be done by at least two staff persons with a focus on coming to consensus of what codes should be proposed to OCFT.” Does this mean that the entire dataset should be independently coded by two coders? Or are two coders expected to work on the initial codebook to ensure coverage and validity of the codes but then may each code half the data? | The former-- the entire dataset should be coded independently by two coders. |
| Creation of contact list | D.1.2.32 | Could DOL provide more details on the scope of the task? Would all groups across the United States that fit the stated criteria be included? | Yes, all groups across the United States. However, the Contractor should pursue the most relevant contacts that DOL does not already have. The Contractor should provide approximately 100 contacts. |
| Key personnel for in-country data collection | D.1.2.37 | The RFP requires the resumes of the individuals conducting in-country data collection be provided. Since national language proficiency will be required for the task, could DOL provide the countries covered by the task? | This is not known at this time. |
| See above row 6. |
| Length of Plain Writing Act Guide | D.1.2.9 | The RFP text requires the contractor to "update a one- to two-page Plain Writing Act Guide” whereas the RFP's deliverables table cites a "5-10 page plain writing guide” Which suggested page length is correct? | See above row 6. |
| Deliverable Timeframe | D.2 DELIVERABLES TIMEFRAME TABLE | Under Task 33 and 34, 30 days do not seem sufficient for data check, data cleaning, data analysis and report writing. Can DOL give more time? | Yes, DOL can give more time. In addition, in this case, DOL was originally referring to calendar days. To be consistent with the rest of the Solicitation, DOL is changing these deadlines to business days. Tasks 31, 35 and 36 were also written as calendar day deadlines. DOL is changing these deadlines to business days. Please see the updated Deliverable schedule. |
| Deliverable Timeframe | D.2 DELIVERABLES TIMEFRAME TABLE | Under Task 33 and 34, did DOL mean “final reports’ are due within two weeks of receipts of DOL comments? | Yes, DOL meant "final reports." But please see next response. |
| Deliverable Timeframe | D.2 DELIVERABLES TIMEFRAME TABLE | Under Task 33 and 34, not knowing how many comments DOL will have on the draft reports, 2 weeks may not be sufficient to address DOL comments and finalize the reports. Can DOL give more time? | We will provide up to 20 business days for final reports. |
| Deliverable Timeframe | D.2 DELIVERABLES TIMEFRAME TABLE | Will Task 35 deliverables include translation of selected materials? If so, it may take more than two weeks to submit documents collected and interview questions and notes (if relevant) to DOL after completion of data collection. Will USDOL consider giving more time for data organization and translation before data submission if translation is needed? | In cases in which documents must be translated, an extra 10 business days may be taken to submit the translations, however any documents in English must still be provided within ten business days. |

| Page Limits | RFP Section E.3 (Instructions to Offerors) subpart C | The table in RFP Section E.3 (Instructions to Offerors) subpart C. provides two different numbers for the technical proposal page limit. Can you confirm that the page limit, excluding covers, titles, executive summaries, and table of contents the text of the technical narrative and the staffing plan is Not To Exceed (NTE) 100 pages (and not 20 pages)? | It is not to exceed 100 pages. |
| Clarifcation of "Charts" | RFP Section E.3 (instructions to Offerors) subpart C. states | The table in RFP Section E.3 (instructions to Offerors) subpart C. states, “charts are not counted against the…page limit”. For clarification purposes, does the definition of “charts” include tables and exhibits? | Yes, the definition of "charts" includes tables and exhibits.
