P0ERFORMANCE WORK STATEMENT

Title: Construction Project Data For DOL/OSHA

I. Description of Services/Products/Deliverables

The Contractor shall furnish the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), hereafter referred to as the Government, with data on construction projects located in the United States which would satisfy the Government's demand for information to conduct the Agency’s core inspection program for the construction industry. Due to the mobility of the construction industry, the transitory nature of construction worksites and the fact that construction worksites frequently involve more than one construction employer, inspections are scheduled from a list of construction worksites rather than construction employers.

OSHA inspection targeting programs are based on neutral and fair criteria. To be neutral and fair, fundamentally all active construction projects under OSHA’s jurisdiction should have an equal chance of selection for inspection. To achieve this goal, the data supplied by the Contractor must be inclusive of all construction types in all areas of the Nation.

The construction inspection system relies upon a statistical abstract of information available on construction project starts and on estimated construction project durations derived from econometric modeling. The Contract will supply these required statistical abstracts as described below.

a. The Contractor shall furnish the Government and (Government’s agent) with a monthly file of construction data.

(1) The Contractor shall compile the data and furnish it to the Government electronically every month through a FTP online deliverable site provided and maintained by Contractor. The data will be delivered in an agreed upon format (e.g. Microsoft Access; text, csv).

(2) The file will identify construction contract awards in the entire United States and

Washington, D.C., with the ability to identify the projects by state and county FIPS codes.

(3) The file will include construction starts on RESIDENTIAL, NON-RESIDENTIAL

AND NON-BUILDING PROJECT TYPES categorized by structure code.

(4) The following data for each project shall be included:

b. The Contractor shall furnish project details for reports selected by the Government from the file furnished under section I.a above. The Contractor shall provide monthly outputs, and as-needed supplemental reports.

(1) The Contractor shall furnish the data to the Government and/or (the Government’s agent) electronically in an agreed upon format.

(2) The Contractor data shall include details on the project location, project type, project timing, project value, project owner, project general contractor, and project architect.

TITLE: CONSTRUCTION PROJECT DATA

c. The Contractor shall provide the Government access to the past four years of project data.

This four year period shall be a moving period over the life of this contract, in that it shall begin four years prior to the effective date of this contract and end four years prior to the last day of this contract. The Reports to which the Government will have access shall:

(1) Be in an agreed upon electronic format:

(2) Cover all nonresidential, residential, and engineering (heavy construction) projects at the start stage in the United States, and which exceed $50,000.00 in value. These projects shall include new construction, additions, alterations, and renovations;

(3) Include, when available, the names, addresses, and telephone numbers of the owners, architects, engineers, bidders, general contractors, and subcontractors associated with the projects being reported on;

(4) Describe the projects being reported on; and

(5) Include the project number for each project.

d. The Contractor shall furnish the Government with a subscription to an online service that allows the Government to search the Contractor’s construction project data by at least geography, project type, and company. The Government will be provided a minimum of four (4) seats to the system.

e. The Contractor shall furnish the Government with a summary report every quarter, 4 times total in a year, to include the number of projects started in each building category for the trailing 8 quarters with annual totals at the U.S. level. This will include the number of projects and dollar value of starts. Also the Government can request and receive up to 6 additional ad-hoc reports as needed.
