STATEMENT OF WORK (SOW)

TITLE: CRITERIA FILE PROJECT

1. Task Monitors (TMs).

To be Determined.

2. Purchase Order Title.

The purchase order title is the Criteria File project. OSHA provides the contractor with a set of criteria (e.g., SIC codes and number of employees) and the contractor returns a file of active U.S. businesses in its database that meet these criteria. The Criteria File includes pre-selected data elements on each record, which the contractor refreshes on a semi-annual basis.

3. Background.

OSHA has a broad mandate to reduce injuries and illnesses in America’s workplaces. OSHA has responded to this mandate by targeting enforcement and outreach programs to specific employers in designated industries and by establishment size classes. OSHA has relied on the establishment-level data for over 25 years to identify employers within the scope of these programs. For example, establishment-level data supports the annual collection of employer-specific injury and illness data, which improves OSHA’s ability to identify and target agency interventions to those employers who have serious workplace problems. It is also used to develop inspection targeting lists for both National Emphasis and Local Emphasis programs.

As a result, establishment-level data enables government resources to be used more effectively.

4. Objectives.

OSHA will use the Criteria File to better leverage internal resources by identifying and targeting target agency interventions to those employers who have serious workplace problems. In so doing, the contractor supports OSHA’s mandate to improve workplace safety and health for America’s workers.

The Criteria File will also support OSHA’s Government Performance and Results Act (GPRA) compliance efforts. Annual collection of employer specific injury and illness data allows OSHA to monitor the results of its activities, evaluate its various programs based on program results, identify the most efficient and effective program mix, and promote the development of programs and policies based on outcome data.

5. Scope.

The contractor will create a customized Criteria File using their database based on a set of criteria (primarily industry and employment-based) defined by OSHA and refresh this file on a semi-annual basis. The defining industry and size scope and the data elements included in the file are as follows:

5.1 Geographic, industry and establishment size scope.

Geography: All 50 States + District of Columbia

Industry and establishment size:

1) All of Manufacturing (Establishments with one (1) or more employees with Primary SICs 2000 through 3999)

2) Establishments with 10 or more employees with the following 3 and 4-digit Primary SICs:

018, 021, 024, 025, 027, 029, 071, 078, 138, 421, 422, 423, 449, 451, 458, 4783, 4789, 495, 501, 503, 505, 5085, 5093, 514, 518, 5153, 5169, 5171, 5191, 521, 531, 5511, 7211, 7213, 7216, 7218, 7219, 7261, 736, 753, 7542, 7641, 7692, 7694, 7699, 794, 805, 806

3) Establishments with 10 or more employees with the following 6-digit Primary NAICS:

423450, 451110, 531110, 531120, 531311, 532210, 562910, 713920, 721214

5.2 Data Elements

Minimum Data Elements:

1. Unique establishment identifier which carries over time

2. Corporate linkage between establishments (i.e. parent company identifier)

3. Company name

4. Establishment name

5. Establishment Physical address

6. Establishment Mailing address

7. County (FIPS codes)

8. Establishment telephone number

9. 4-digit SIC

10. SIC text description

11. 6-digit NAICS code

12. NAICS text description

13. Number of employees at the establishment

14. Number of employees at the Firm

15. Parent Company Name

16. Corporate Linkage

17. Establishment executive name and title

6. Specific Tasks.

6.1 Task 1 – Criteria File Delivery.

The contractor will use the parameters listed in section 5 to create a Criteria File consisting of active U.S. businesses that satisfy these criteria.

The contractor will deliver the file in an agreed upon format and delivery method (e.g. a comma delimited txt file through a secure ftp website or a Microsoft Access database by CD or DVD).

6.2 Task 2 – Criteria File Refresh.

The contractor will refresh the Criteria File on a semi-annual basis.

7. Place of Performance. Contractor’s facility.

8. Period of Performance.

Base year: June 1, 2015 – May 31, 2016.

Option year 1: June 1, 2016 – May 31, 2017.

Option year 2: June 1, 2017 – May 31, 2018.

Option year 3: June 1, 2018 – May 31, 2019.

Option year 4: June 1, 2019 – May 31, 2020.
