STATEMENT OF WORK
Address Lists for CPI Housing Sample Winter 2010 / 2011
I. Background
The Bureau of Labor Statistics, Division of Consumer Prices and Price Indexes, is constantly updated the sample used for estimating changes in housing costs for the Consumer Price Index. A major feature of this ongoing updating is the use of address lists produced by commercial vendors in sample frame development.
II. Scope of Work
The Contractor shall provide a list of addresses corresponding to a sample of census geographies. Each geographic area selected will be a census block group or a subset of blocks within a block group. The list should contain near-complete coverage of residential households in the block groups or blocks. Commercial addresses should be excluded from the list. At a minimum, the following information should be provided for each address:
· address (street name, street number, apartment, city, state, zip code, zip+4),
· postal delivery route information,
· latitude,
· longitude, and
· 2000 Census geographic information.
· Telephone number, where available.
· Information pertaining to whether it is owned or rented, where available.
· Post Office boxes and rural addresses with non-city style addresses should be flagged as such.
· To help evaluate the completeness of the lists, address list counts by block group should be provided along with the estimated number of household from the most recent Decennial Census or American Community Survey, and/or current demographic estimates.
III Input requirements from BLS
BLS will provide:
1. A list of approximately 1600 selected census geographies each corresponding to a block group or a set of blocks within a block group.
2. Consultation with contractor regarding format for delivery of the sampled geographies to the contractor and format for receipt of address data from the contractor.
3. Additional consultation with contractor as requested.
4. Census geographies may be issued in one or two samples.
IV. Deliverables

V. Period of Performance The period of performance shall be from March 1, 2010 through February 28, 2011.
VI. Optional Quantities
52.217-7 Option for Increased Quantity—Separately Priced Line Item. (MAR 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance of this Purchase Order but no later than January 15 of the year in question. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
