Statement of Work for Occupational Safety and Health Administration (OSHA)
Salt Lake Technical Center (SLTC) Laboratory Aide Support Services I.
INTRODUCTION
The Occupational Safety & Health Administration (OSHA), Directorate of Technical Support and Emergency Management (DTSEM), Salt Lake Technical Center (SLTC) is requiring skilled laboratory services. The laboratory technician is primarily responsible for analytical glassware inventory, preparation, cleaning, monthly inspections of the safety showers and eye washes in the laboratory area and monthly checks of the fire extinguishers.
II.
BACKGROUND
The Department of Labor (DOL), OSHA, SLTC, Industrial Hygiene Chemistry (IHC) Division annually analyzes tens of thousands of samples submitted by Compliance Safety and Health Officers (CSHOs) evaluating worker exposure to regulated chemicals in workplaces all over the United States and the territories of Puerto Rico, Virgin Islands, and Guam. Analytical results provided by SLTC to CSHOs are often used as the basis for citations and these results must be accurate, precise, and defendable in court proceedings.
To provide analytical results for thousands of individual samples submitted by the field, SLTC analysts perform hundreds of different sophisticated laboratory analysis using various analytical instruments, pieces of equipment, analytical methods, and routine and non-routine procedures. Preparing and analyzing these samples often require a variety of multi-step procedures. The approximately 32 bench chemists on SLTC’s staff are very dependent on a continual supply of clean and contaminant free glassware for use in preparing and analyzing samples. In order to process the samples most efficiently it has been determined that a skilled analytical glassware technician should be employed to support the analytical operation.
To insure safety for the analytical staff the facility has emergency eyewash and shower stations, which are maintained and ready to use if needed. To ensure that these eyewash and safety showers stations are working properly they are tested on a monthly basis and any problems are reported and repaired.
The facility has fire extinguishers in various places around the building. As part of the safety requirements the extinguishers are checked on a monthly bases to make sure they are ready for use when need and kept up-to-date.
III.
TECHNICAL SERVICES REQUIRED
A.
Scope of Work
This position will provide skilled analytical chemistry laboratory technician assistance to the OSHA Salt Lake Technical Center as defined in this SOW. The laboratory aide will work approximately 25 - 30 hours per week, 45-50 weeks per year. There will be no work in the building on Government Holidays, a list of government holidays for the period of performance is included later in this document.
Service will be coordinated with Chemist Supervisors and include primarily glassware preparation (inventory and procurement recommendations, cleaning including dilute acid-washing on an as-needed basis, and other special preparations as instructed), check and maintain glass disposal boxes, safety inspections of the emergency eyewash and safety showers, and monthly inspections of fire extinguishers. Other responsibilities on a limited basis include procurement support, sample logging, preparation for shipping of sampling media, sample preparation, and up to 5 hours of safety training per year.
B. Deliverables and Schedule The laboratory aide position provides support to SLTC analytical laboratory operations as needed. Priorities of work may change based factors such as the number of samples, type of samples submitted (e.g., new special emphasis programs, disaster assistance, etc.), demand for new methods development (responding to regulations), etc. The laboratory aide will function primarily in the area of analytical glassware preparation, maintenance, maintenance and disposal of glass disposal boxes, safety checks of eyewash, safety showers and fire extinguishers but safety is essential in the position and employee must be aware of safety concerns and needs when working in the laboratory area. Completed checklist (at B.1.) will be given to the Laboratory Supervisor when the check of eye washes and safety showers is done.
Knowledge is required of types of analytical glassware and their proper cleaning, preparation, maintenance, and disposal.
Laboratory aide will be responsible for notifying lab personnel when there is a need for ordering replacement supplies of glassware. If laboratory aide assesses the need to order replacement supplies the laboratory aide will initiate the order through the appropriate lab personnel.
The laboratory aide is expected to work independently with minimal supervision.
The skilled analytical chemistry laboratory aide will be expected to provide on-site services for approximately 25-30 hours per week, 45-50 weeks per year, allowing for 2 or more weeks off without needing a replacement contractor. The time off can be taken for up to two at a time with prior notification to the COTR and time will be non-billable. Work will occur between 7 am and 6 pm, unless a specific need arises for support prior to 7am or after 6pm, then request will be made through the lab supervisor or COTR for the adjustment in time.
The laboratory aide will coordinate with management in advance, his/her work schedules and activities, including days off, to meet the needs of SLTC.

V. PERIOD OF PERFORMANCE
The period of performance shall be for one (1) Base Year of 12 months.
VI. KEY PERSONNEL
The minimum qualifications of the Lab Aide are identified below.
Laboratory Aide/Technician - The onsite employee should have a basic knowledge of lab work safety, (i.e. no open toed shoes, proper wearing of lab coats, safety eye protections and gloves) The employee will need to have the ability to lift 25 lbs, handle glassware and use detergents. Employee will also need to be able to read and follow directions and understand and read English.
