12 July 2011 SUBJECT: Questions _ Answers (Solicitation DOl111RP21274)
VENDOR COMMENT/QUESTION:
I am interested in submitting a proposal for Solicitation #DOL111RP21274 entitled Research Support Services.
In the RFP section entitled "Instructions to Offerors," it states that principle investigators must have a PhD and have published or about to publish an article in a peer reviewed journal.
Is a PhD with publications the only educational credentials that are acceptable?
GOVERNMENT RESPONSE:
Yes, the lead researcher must have a Ph.D. from an accredited university and have a publication record as described in the solicitation. Other members of the research team, if any, are not held to these education/publication credentials.
