Sources Sought Information

The Department of the Interior, Bureau of Ocean Energy Management (BOEM) is issuing this RFI as part of market research in accordance with FAR Part10 to determine the availability and technical capability of sources for offshore emissions monitoring sampling in shallow waters.

This Request for Information / Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested vendors in response to this announcement or incurred for participation in this market survey will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME.

Restricted or proprietary components, interfaces and equipment, or proprietary data provided should be clearly marked and presented as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, the BOEM will assume to have unlimited rights to all technical data in the information paper.

Objective

The objective of this RFI is to survey the market for potential vendors with experiences delivering offshore emissions monitoring sampling in shallow waters, as described in Sections 3 and 4 below. BOEM is interested in information about specific capabilities from businesses that provide these services.

Background

Environmental monitoring is an essential function of the BOEM’s safety and environmental enforcement mandate. The Outer Continental Shelf Lands Act (OCSLA) provides BOEM the authority to regulate oil, gas, and mineral exploration and development on the OCS. BOEM has the responsibility to monitor and regulate air-quality in federal waters west of 87.5 degrees longitude in the Gulf of Mexico (GOM).

There are no permanent emissions monitoring stations in the GOM. However, BOEM will be gathering data from NASA’s TEMPO satellite to monitor air-quality in the near future. In order to verify the accuracy of the satellite data, BOEM requires air emissions monitoring from surface based instrumentation in shallow waters in the GOM.

In the past, surface-based emissions monitoring has been accomplished by a large research vessel (NASA SCOAPE 2019 cruise) in deepwater in the GOM. In the summer of 2024, another large research vessel sampling cruise in deepwater will be accompanied by a NASA Johnson G-V overflight in the GOM. The desire is to support this effort in the near-shore area with a smaller vessel outfitted with the appropriate instrumentation.

The work will be off the Louisiana coast in the GOM. It will consist of daily missions out and back during a 10-to-14-day survey period in the summer of 2024.

Information Requested

As previously stated, BOEM is specifically seeking responses from firms that have experience monitoring emissions from offshore activities in the GOM.

Offerors who can meet requirements described, have the capability and potential capacity to perform these services, and who would be interested in competing for any potential contract award(s) are encouraged to respond providing the following information:

· Business name, address, Unique Entity Code (formally DUNS), CAGE code, and point of contact information.

· Business size and socio-economic classification under U.S. Government socio-economic programs (i.e., other than small, small, small-disadvantaged, woman-owned, veteran-owned, service-disabled veteran owned, HUBZone, or 8(a)) under North American Industry Classification System (NAICS) 541380 (Testing and Laboratory Services), with a small business size standard of $19.0M.

· List all contract vehicles your firm’s services may be obtained from (i.e., GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles); and, if so, provide the contract number(s) for those vehicles.

· Describe your firm’s experience conducting offshore emissions monitoring sampling and working with monitoring equipment in an offshore environment.

· Describe how your firm’s solution is being used at a State/Local/Federal agency to meet similar requirements to offshore emissions monitoring. Include any awarded contracts, their respective contract values, and provide reference points of contact that the Government can reach out to for more information.

1) Describe your firm’s solutions specifically highlighting for each measurement:

a) The measurement parameter,

b) The Make/Model of equipment used to take the measurement,

c) The Method used to take measurement,

d) The Measurement frequency, and

e) Any basic analysis needed to use the emissions data.

2) Can you offer a demonstration of your solution(s) to BOEM?

3) Describe your firm’s experience conducting offshore emissions monitoring sampling in shallow water GOM.

a) What level of details do you require in the survey transection plan to propose a Firm Fixed Price proposal.

b) Prior to executing the survey, what activities do you envision to refine your understanding of the requirements?

· Provide any other relevant information that is not listed above which the Government should consider in finalizing its market research.

Responses are limited to a total of fifteen (15) pages. The responses must be in MS Word format. Pages shall be 8½-inch x 11-inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.

NOTE**

The NAICS and PCS codes associated with this RFI are only a best guess and the Government is open to alternative suggestions as part of vendor's RFI responses.
