STATEMENT OF WORK

BLM UT State Office Public Affairs (UT912)

Project Title – Online Public Relations Tools for the Office of Communications, BLM Utah

Purpose –The primary goal of this acquisition is to provide BLM Utah State Office of Communications (UT-912) and Utah Communications Team (district PAOs) staff a suite of online public relations tools to streamline execution of internal and external outreach.

Background – What BLM relays to the public must be accurate, expeditious, and defensible. With the speed of which news is delivered and accessed, it can be cumbersome to reach and keep the attention of our internal and external audiences. Maintaining interest in the BLM story is an ongoing process and it is paramount to have the tools necessary to stay on pace. Additionally, BLM Utah averages approximately three vacancies each year in public affairs positions across the state, and the Utah State Office has absorbed the workloads for these positions. Using service-based tools in addition to position management strategies will help increase capacity as well as provide tools that BLM staff would not reasonably be able to provide such as providing social media sentiment reports and compiling a linked list of news stories covering BLM Utah’s issues on a daily basis.

BLM Utah seeks to enter into a single contract with services that will automatically update our contact database and serve as the hub for internal and external distribution of both press releases and news clips. Additional services sought for the contract include comprehensive social media monitoring. Having the ability to track metrics for reporting and to anticipate negative responses to land use decisions or controversial initiatives will give BLM Utah critical insight and preparedness for planning public meetings while properly informing leadership with BLM Utah in decision making. All services must be accessible on mobile devices.

Scope of Work – The contractor shall provide a turn-key online platform for the following services: 1) Media Contact Database Management and Press Release Distribution; 2) Social Media Analytics and Reporting; 3) Daily News Clip Compilation that includes searchable media content and that produces far-reaching results from thousands of media outlets/websites; and 4) access to news clips behind paywalls. The contractor shall be able to work with BLM UT-912 to customize the interfaces of each service.

Period of Performance – The base Period of Performance will be one base year with up to 48 months (options on an annual basis). Option years to be contracted at the discretion of the Bureau of Land Management. The agency may choose to reduce the number of services and the duration/option years based on funding and other limited resources.

Evaluation Criteria and Award Basis – Potential contractor must be able to provide all four services indicated in the Scope of Work through a singular platform.

Location – BLM Utah State Office

Government Furnished Information – The BLM Utah Technical Point of Contact will furnish the contractor with our current lists of contacts to incorporate into the contractor’s contacts management database.

Deliverables – Access to these services will be given to five employees engaged in BLM Utah communications, including the Office of Communications, upon award of contract.

Attachments – Market research synopsis and potential contractor proposals

Quality Assurance Plan – The contractor shall also provide unlimited training and consultancy throughout the duration of the contract.

Contractor’s Unique Qualifications –

-Flat fee services. Search criteria and keywords are unlimited, and all users are able to manage keywords at any point during the subscription.

-Proprietary Natural Language Processing technology that allows users the ability to search for relevant journalists by searching articles that they have written, as opposed to the more traditional methods of beat, outlet or location.

-Proprietary translation tool to translate media in and out of 18 languages at no extra cost, enabling more dynamic outreach to public land users for whom English is not their primary language.

-As-needed consultation to assess our needs and tailor the system accordingly. A dedicated account manager shall be assigned to the BLM UT to provide advice and assistance throughout the subscription. Most importantly, no additional fees will be incurred for trainings for current or new users. Account managers can assist with finalizing news releases and issuing news releases, with no limit to the quantity of news releases issued.

-Unlimited archiving and storage facility included in the flat fee. The archive is accessible to all authorized users at all times from any computer with internet access. Everything is stored and backed-up on our network meaning our clients need not use any space on their hard drives.

-The ability to export all articles into an Excel report, which will help BLM Utah Office of Communications to build capacity by identifying local trends over time.

-Real-time “crisis management” option that will deliver news immediately after its publication and can even be delivered to hand-held devices. This is often used in circumstances where up-to-the-minute information is crucial.

-Compliance with all fair use copyright laws so that our clients can distribute hand selected articles to their colleagues legally and free of charge.

The features mentioned above as well as the combination of tools offered are unique to Meltwater and necessary for BLM UT staff to effectively streamline processes for internal and external outreach.
