NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Reader to Reader, Inc. under the authority of FAR 13.106-1(b), Soliciting from a single source.
Wingate High School has a requirement for two programs referred to as Read, Think, Share (RTS) which partners college students with school aged students to read together and the Blueprint for Success (BFS) College Readiness Program for juniors and seniors.
RTS Program:
The innovative Read, Think, Share mentoring program partners students across the country, many in underserved communities, with college student mentors. The students and mentors read books of the student’s choosing and discuss them in a secure online forum. Students have the opportunity to select books from Reader to Reader’s extensive list of over 1,500 titles based on their personal interests. The program not only provides the students with positive feedback and academic support, but also time spend corresponding with strong role models.
Through correspondence with their mentors, students build reading comprehension skills, gain experience asking and answering questions, and are encouraged to offer their observations and opinions about the books they read.
Most importantly, our mentors are trained in creating an equitable discussion space, centered around the student’s needs and interests. As young adults themselves, the mentors are able to relate to the students in ways that differ from the way teachers and other adults relate to them. Our program strives to offer our students a positive, enjoyable reading experience, without the presence of academic stressors, with the goal of building or rebuilding a love for reading in their lives.
BFS Program:
Blueprint for Success has year-long, single-day, and summer programs for high school students to explore their college options, prepare for standardized tests, and get a head start on their college applications. This multi-faceted program promotes not only preparedness but a deeper understanding of college life, academics, and finding the right school, showing them that college is a real and tangible option. Participating students have been accepted at include Princeton University, Dartmouth College, Stanford University, Pomona College, Trinity College, and many other fine schools.
These programs are unique and only available from one offer, Reader to Reader, Inc.
The period of performance will be for a base year plus four (4) option years. The total anticipated cost is $150,000.00 over 5 years.
No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 611710. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by ___5pm______ ET on ____July 25, 2019__________.
