1 GENERAL REQUIREMENTS

1.1 General Statement of Work

The Department of the Interior has a requirement to purchase one (1) 35 ton heavy-duty fifth wheel lowbed equipment trailer used in the support of wildland fire suppression and prescribed fire activities. This trailer will be primarily used for transporting non-reducible loads (dozers) up to 60,000 pounds. The trailer shall be constructed to meet Department of the Interior (DOI) requirements and all applicable Department of Transportation (DOT), Federal Motor Vehicle

Safety Standards (FMVSS). Trailer shall be designed for service on primary and secondary roads and constructed to handle unpaved dirt roads often encountered when responding to wildfires.

The requirements within this specification are minimum requirements that the trailer must meet, the contractor may offer additional features and components.

1.2 Workmanship Requirements

All welds shall be free of defects such as cracks, porosity, undercuts, voids, and gaps. There shall be no weld burn through. Fillets shall be uniform and smooth. There shall be no damage to adjacent parts resulting from the welding.

Threaded parts or devices shall show no evidence of cross-threading, mutilation, or detrimental burrs. All screw type and rivet fasteners shall be tight to allow no relative movement between the attached parts. All bolts and screws shall not be tightened in accordance with the SAE torque standard established for the grade, screw, and thread type.

2 ADMINISTRATIVE REQUIREMENTS

2.1 The following items shall be included within the Quote Submission Package:

A. Pricing

B. Manufacturer’s specification document with descriptions addressing each requirement in Section 4

C. Engineered drawing(s) with dimensions and load angle of proposed trailer

D. Pictures of similar manufactured heavy duty equipment trailers

E. Demonstration of experience manufacturing heavy duty equipment trailers. A list of three customers that have purchased similar trailers from the past five years, including contact names, contract phone number, contract email address, quantity purchased, and date purchased.

F. Warranty provisions

G. Delivery timeframe

H. A compiled list, titled “EXCEPTIONS TO SPECIFICATION” with all exception to specifications including section number, reason for exception, and substituted product proposal information (if applicable).

2.2 Quote Evaluation Criteria

The government shall award a contract resulting from this solicitation to the responsible contractor whose offer conforming to the solicitation shall be most advantageous to the government, price and other factors considered. Quotes shall initially be reviewed to ensure all items listed above in Section 2.1 Quote Submission Package contents are included. Submissions found incomplete may be removed from further consideration.

The following factors shall be used to evaluate quotes:

Factor 3 – Warranty

Factor 4 – Delivery Date

*Past Performance can be based on the Contracting Officer’s knowledge, contractor provided references and other reasonable sources including Federal Awardee

Performance and Integrity Information System (FAPIIS).

2.3 Pre-Work Conference

A pre-work conference shall be held prior to construction to review contract specifications, locations of components, materials requirements, and delivery schedule. The conference, which may be accomplished by conference call, shall include government representatives and the contractor. The Contracting Officer Representative in conjunction with the Contractor and the Contracting Officer shall schedule the date and time of the meeting, or conference call.

2.4 Final Inspection

The final inspection for all units shall be scheduled upon email notification to the government from the contractor that units are 100 percent complete and ready for final inspection. Final inspection of the completed units shall be performed by the government at the contractor’s facility or an agreed upon location. All completed units presented for final inspection shall be

100 percent complete, thoroughly cleaned and delivered with all applicable fluids filled. Prior to acceptance any deficient/non-compliant items shall be completely corrected.

A copy of the Invoice(s) and Certificate of Origin(s) shall be provided to the government at time of final inspection.

2.5 Final Acceptance

Final acceptance is the responsibility of the Contracting Officer. No units shall be accepted until any and all deficiencies have been corrected by the Contractor.

2.6 Delivery

Trailer shall be delivered within 180 days from the contractor’s receipt of order. Trailer shall be delivered FOB Destination to the location below. The contractor shall be responsible for any off-loading requirements; the trailer shall be on the ground, ready to move.

3 WARRANTY

3.1 Warranty

The warranty period shall commence when the completed trailer is accepted by the government.

During the warranty period, repair parts shall be readily available from the contractor. The contractor shall provide a description of the steps necessary to acquire authorized warranty service as well as any other manufactures recommended services, including services for equipment located in areas where no authorized maintenance facilities exist.

3.2 General Warranty

Contractor shall warranty trailer to be free from defects in workmanship and materials for a period of 12 months.

4 TRAILER REQUIREMENTS

4.1 General Description

The 35 ton tandem axle Lowbed style equipment trailer shall be designed with a mechanical style detachable gooseneck and folding rear ramps. The trailer shall be designed for one person operation and constructed to fully operate as a standalone unit without the need for hydraulics.

4.2 Gross Vehicle Weight Rating

Trailer shall have a minimum Gross Vehicle Weight Rating (GVWR) of 70,000 pounds.

4.3 Distributed Capacity

Trailer shall have a minimum concentrated load deck capacity of 50,000 pounds in 10 feet.

4.4 Overall Dimensions

The trailer shall meet the following dimensions:

• Overall length shall be 40 feet maximum

• Working main load deck surface shall be 18 feet

• Detachable gooseneck shall be full trailer width and between 8 feet 6 inches and 9 feet long

• Trailer shall be between 100 and 102 inches wide

• Loaded lower deck height shall be 26 inch maximum

4.5 Gooseneck

Trailer shall be constructed with a standard king pin height of approximately 50 inches. The gooseneck shall be capable of detaching from the trailer, without the use of hydraulics, for loading and unloading heavy mobile equipment. Two Steel plates / Wear pads shall be welded to the top of the gooseneck frame, one on each side, for increased wear resistance when placing the dozer blade on it for transport. The steel plates shall be a minimum 3/8 inch thick by 60 inches long and cover the entire width of the frame. Positions for the steel plates shall be finalized during prework conference.

4.6 Brakes

The trailer shall be equipped with full air spring brakes including automatic slack adjusters and

ABS. Brakes shall be rated equal to or greater than the weight rating of each axle.

4.7 Axles

The trailer shall be constructed with 2 axles. The axles shall have a minimum axle weight rating of 25,000 pounds per axle. Axle spread measurement shall be 54 inches from axle to axle.

4.8 Suspension

The trailer shall be equipped with air ride suspension rated for 25,000 pounds per axle

(minimum).

4.9 Wheels and Tires

The trailer shall have eight (8) steel wheels equipped with 275/70R22.5 load range J tires. The tires shall be speed rated for 68 miles per hour or greater. The manufacture date of all tires shall be less than 18 months prior to the date of acceptance. A full size matched spare tire with rim shall be included. All tires and wheels shall be the same manufacturer and model respectively.

A robust spare tire mounting bracket shall be vertical or horizontal and installed near the front of the upper deck with the spare tire securely attached.

*Cooper Work Series RHT 275/70R22.5 tires or equal meet this requirement.

The tires shall be equipped with a tire inflation system designed to maintain constant air pressure. *Meritor Tire Inflation System (MTIS) or equal meets this requirement.

4.10 Hubs

Axles shall have oil bath type hubs. A digital hub meter shall be mounted on the left-side (driver-side) front axle.

4.11 Load bed

The working loading surface shall be comprised of apitong hardwood, wood, and steel.

The wood decking shall stand approximately ½ - 1 inch above surrounding steel frame. All wood decking shall be securely fastened at each cross member. 3 inch thick apitong hardwood, or equal, shall be installed on the outer 24 inches of the load deck for increased wear resistance.

3 inch thick Douglas fir, or equal, shall be installed to cover the remaining load deck surface.

The extended rear beavertail loading deck shall be approximately 24 inches long to allow for a loading angle of approximately 15 degrees.

A 3/8 inch (min) steel plate cover shall be installed to cover the rear center deck over the suspension axle area. The area above the tires shall remain uncovered.

Traction/grouser bars shall be installed on the outer edges of the trailer to provide traction and wear resistance necessary for loading and unloading tracked equipment. ¾ - 1 inch traction bars, spaced approximately 9 inches apart, shall be welded to steel plating at the front and rear of the trailer and progress until the steel transitions to wood decking surface.

The outside frame of the trailer shall be designed to use attached or swing out style outriggers, approximately 12 inches wide, used for hauling wide loads. A minimum of 16 heavy duty outriggers, 8 per side, shall be supplied and incorporated into the design.

Location of decking material, traction bars and outriggers shall be finalized during prework conference.

4.12 Ramps

One set of folding ramps shall be mounted to facilitate loading heavy tracked equipment over the rear of trailer. The ramps shall be constructed of heavy gauge steel or aluminum and be designed to support loading/unloading 60,000 pound tracked equipment without deforming.

The ramps shall be approximately 6 feet long, 12 inches wide and include ¾ - 1 inch traction bars spaced and welded on 9 inch centers. The ramps shall be mounted to rear of the trailer with springs to assist lifting, allowing one person operation to fold the ramp up and down. The ramps shall have approximately 8 inches of slide adjustability and be equipped with a chain and binder, or equal, to secure ramp in the upright position for transport.

One set of ramps shall be supplied to facilitate loading heavy tracked equipment over the front of trailer. The ramps shall be constructed of heavy gauge steel or aluminum and be designed to support loading/unloading 60,000 pound tracked equipment without deforming. The ramps shall be approximately 2 feet long, 16 inches wide and have ¾ - 1 inch traction bars spaced and welded on 9 inch centers. The ramps shall have a secure, dedicated location for storage during transport.

4.13 Air Dump Valve

The trailer shall be equipped with an air dump valve to release the air in the suspension and lower the trailer.

4.14 Storage Compartments

The trailer shall have a minimum of two (2) storage compartments installed in the upper deck with a lockable door, one (1) each near the front corners.

4.15 Tie Downs Points

A quantity of sixteen (16) 1 inch D-Rings, each with a minimum 15,000 pound Working Load

Limit (WLL or SWL), shall be welded to sides, front and rear of the trailer.

Positions for D-Rings shall be finalized during prework conference.

4.16 License Plate Mount

Trailer shall be constructed with a license plate mount that is illuminated and protected from damage.

4.17 Trailer Electrical Connector

The main connector shall be the standard round 7-pin SAE J560 trailer connector and wired using the standard “Heavy Truck” SAE J560 pin positions.

4.18 Wiring and Air Lines

Wiring and air lines shall be routed in an orderly manner along the frame rails in a protected location and securely fastened. Wiring connections shall be environmentally sealed to prevent corrosion. Wire shall be GXL or SXL grade.

4.19 DOT Lighting

Taillights and clearance/side marker lighting shall be provided and mounted on the trailer in compliance with FMVSS. Each light shall be LED and sealed from the environment. All lights shall be easily replaceable in the event of failure or damage. Each light shall be constructed from high impact-resistant plastic to prevent damage from gravel and other debris.

4.20 Amber Strobe Lights

Two amber flashing LED warning/strobe lights shall be installed at the rear of the trailer with the taillight assembly. The lights shall be powered through with the marker lights and have an environmentally sealed switch located on the driver-side of the trailer that allows the warning lights to be switched off.

4.21 Oversize Load Sign and Flag Holders

One DOT compliant rigid oversize load sign shall be mounted at the rear of the trailer and be removable without the use of hand tools. Oversize load flag holders shall be installed on each corner of the trailer

4.22 Paint and Finish General

All exposed ferrous metal surfaces that are not plated or stainless steel shall be cleaned, prepared, and shall be painted or coated. The paint or coating, including primer, shall be applied in accordance with the paint or coating manufacturers’ recommendations. The main color shall be White.

4.23 Hi-Visibility Reflective Striping

Trailers shall have hi-visibility reflective striping along frame meeting FMVSS and DOT standards.
