4. Description of Action: This requirement is in support of the BAS systems’ security upgrades. The BAS has thousands of components, most of which are non-propriety;

however, the heating, ventilation, and air conditioning controllers are the most complex and are propriety to Schneider Electric Company. Proprietary controllers are common in all complex BAS installations. In DISA HQ, there are 22 Schneider-Electric TAC JACE- 6E ENCs which are connected to approximately 2,040 Schneider-Electric TAC I/A Series® MicroNet controllers. These controllers are connected to a variety of input sensors which send signals to actuators, valves, dampers, panels, and other controllers and devices. The BAS relies most heavily on the ENCs because they provide the backbone that all communication on the DISA HQs complex network passes through.

The existing ENC’s have to be upgraded in order to comply with the DoD directives DODD 8500.1 Cybersecurity and DODI 8510.01 Risk Management Framework as well as ECA Title III and FISMA OMB A-130. The ENC’s are currently no longer maintainable and will no longer be supportable by the manufacturer, Schneider Electric, past December 2019. This requirement supports the procurement of 23 operational ENC’s along with two additional ENC’s to be used for critical spares.

The portion of the existing infrastructure being replaced must be compatible with the remaining Schneider Electric equipment for the BAS system to remain functional.

The ENC is a proprietary offer that requires Schneider Electric software (Work Place Tech) for programming and configuration in to the existing system and is only sold through Schneider Electric’s authorized resellers. Pritchett Controls is the only authorized reseller to supply the upgrade to the ENC’s as they are the only Schneider Electric authorized re-seller for the geographical location of the system.

6. Market Research: Market research was conducted by WMD/MP73 from March 2018 through June 2018, using several methods including GSA schedules, SBA Dynamic Small Business Database, System for Award Management (SAM), and internet searches.

Results were limited to the geographical region of the system which includes Delaware, Maryland, New Jersey, Pennsylvania, Virginia, West Virginia, and the District of Columbia. This research identified eleven small businesses in the region capable of providing varying brands of ENCs. Because the DISA Headquarters However, only Pritchett Controls can meet the needs of the Government as they are the only authorized reseller of Schneider Electrics ENCs for the geographical location that the DISA Headquarters building resides in.

7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

Based on the justification provided by a determination has been made to issue a sole source solicitation for the above described requirement.
