3. DESCRIPTION OF SUPPLIES/SERVICES:

a. JITC requires the deployment and configuration of commercial-of-the-shelf solution to support a single automated workflow system and a CI Data Base for RFC management solution that seemlessly integrates within the current DISA network. The software solution will create workflow standardization and automation initiative to reduce Quality Assurance/Quality Control manual efforts for RFCs, allowing for changes to be classified as standard changes. The software solution will provide the user community a robust themed and branded self-service portal that is must meets the DISA Cyber Assurance Security Technical Implementation Guides, while indicating the status of Configuration Items, workflows, and change requests by message-based updates (Email and SMS) to each user. The self-service portal must interface Department of Defense (DoD) with web-browsers, such as Internet Explorer versions 10 or greater, for front-end user inputs, approval processing, end-to-end request tracking, and change execution logging.

Access to self-service portal will be available on the DoD Non-Secure Internet Protocol Routed network within the Continental United States.

b. JITC requires technical support and implementation of an automated workflow system.

The contractor will train personnel on leveraging the COTS software to add computing ‘intelligence’ to the web-forms to allow online user submission, immediate error checking, approval routing based on form field inputs, comment tracking, automatically create Information Technology Service Management (ITSM) incidents and change requests, update appropriate SharePoint lists, and allow the user to track workflow from end to end. The contractor shall install the COTS software which shall be a Certificate of Networthiness , Authority to Operate (ATO), or Interim Authority to Operate (IATO) prior to deployment on any production network.

The support is peculiar to a specific brand name.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

a. Market research confirms the Governments minimum requirement as detailed above in paragraph 3 can only be met by the requested Kinetic Data, Inc. products. Over the past several months, multiple internal DISA organizations have migrated to Kinetic Data. This acquisition will ensure seamless integration

f. Impact. JITC is preparing the JITC lab environment for IA certification. Without this Kinetic Data capability, the deliverables for this period will delay the deployment of mission partner’s applications into the Shared Service enclave as an initial operational capability (IOC).

Without production licenses for Kinetic Task/Request, the JITC Cloud Testbed cannot be deployed into production Shared Service enclave, so the delays are unacceptable.

The government will perform an evaluation of the offeror’s proposal and proposed costs to ensure the costs are fair and reasonable. The Contracting Officer will determine that the resulting contract’s costs or prices will be fair and reasonable based on comparison with the cost or prices outlined below. The Contracting Officer will also determine the pricing information valid for comparative purposes. Certified cost or pricing data is not required for this acquisition in accordance with FAR 15.403-1(b)(3). Proposal pricing of the sole source provider will be compared with the following pricing information:

a. Historical and existing prices paid, whether by the government or other than the government for the same or similar items.

b. Published price list or published market prices for the same or similar items.

c. Independent Government Cost Estimate pricing for the required renewal maintenance.

8. MARKET RESEARCH:

a Market research for the requested license renewal and support was completed in March through August 2016. Market research included gathering information from the internet, subject matter experts within JITC and various industry research mechanisms such as Gartner. The manufacturer, Kinetic Data, Inc. is only provider of the requested products. The Kinetic software products have proprietary features and a custom environment found only in this brand name software.

b. The Kinetic software products have proprietary features and a custom environment found only in this brand name software which needs to seamlessly integrate within the JITC environment. With Kinetic Data’s software, this capability aligns to both the BMC Remedy deployment currently within JITC, but also can integrate seamlessly with any other versions of Remedy used by other organizations within DISA and other DoD organizations.
