BALLISTIC PODIUMS
52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS:
Quotations shall be submitted on company letterhead and include both CLINs. All quotations shall be provided as a fixed price per podium to include all shipping, installation, and miscellaneous charges.
Quotations shall include a brief narrative description of the offeror’s technical approach to meeting the aspects under consideration as detailed in the evaluation factors. Quotations shall include a photo or graphic rendering of the products.
Quotations may include completed Attachment 3 “Past/Present Performance Surveys,” to aid in the Government’s past performance evaluation. The surveys shall be completed by customers that purchased orders of a similar scope who are authorized to disclose performance information on the offeror. If offerors are unable to gather responses from customers by the quotation delivery date and time, offerors may provide customer contact information on Attachment 3 and notify the customer(s) they may be contacted by the Government. Quotations may include a completed Attachment 4 “Past/Present Performance Evaluation – Response” filled out by the offeror with clarification or explanation (if any) to the customer evaluations. If the offeror has no relevant past/present performance, offerors shall provide a brief statement to that effect.
Quotations shall be delivered electronically to osc.procurements@usdoj.gov by 4:00 PM EST Thursday August 27, 2015. Prices shall be good for 90 calendar days after close of solicitation.
BASIS FOR AWARD AND EVALUATION FACTORS:
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This is a competitive best value source selection in which competing offerors price and other factors will be evaluated; other factors being past performance history and technical approach. Past performance shall be evaluated in accordance with the procedures in FAR Part 13.106 or FAR Subpart 15.3, as applicable. Price, technical approach, and past performance are approximately equal to each other.
· PRICE: The Government will evaluate offers for award purposes by adding the total proposed price for the basic requirement.
· TECHNICAL APPROACH: The Government will consider the offer’s technical approach to providing the ballistic PODIUMS. Aspects of the technical approach include the capability to manufacture and deliver the products, product warranties (and their provisions) and certificates, the function and durability of the product, and the consistency of the product design with the professional standards and ceremonial atmosphere of courthouse interiors.
· PAST PERFORMANCE: The Government will seek recent and relevant performance information based on the references if provided by the offeror and data independently obtained from other government and commercial sources. Relevant present/past performance is defined as effort involving a similar scope and similar magnitude of effort and complexity. Offerors with no relevant past or present performance history or so limited performance history that no assessment rating can be reasonably assigned shall be considered “neutral” meaning past performance history will be treated neither favorably nor unfavorably.
