Attachment C: ITSS Task Order Examples
1. Example 1
Task Description: Support for the development, enhancement, integration, and maintenance of a Grants Management System (GMS), Integrated Financial Management Information System, and several integrated modules within the GMS environment.
Additional task areas include data management as well as web development and administration. Specific duties also include technical engineering support of systems including UNIX engineering and specialized help desk/call center support. Contractor clearance requirements are at the Confidential level.
Award Summary: The task includes a base year and five option years for a total of $80M or approximately $13.5M/year. The task includes labor hours of 144,003 per year or approximately 69 contractor employees. Labor categories cover a wide range of skill sets including Task Manager, Business Process Consultant, Enterprise Architect, Configuration/Data Manager, Systems Engineer, Systems Analyst, Programmer, Integration & Test Engineer, Database Administrator, Data Warehousing/Mining Specialist, Training Specialist, and Technical Writer.
Task Performance: The task has been fully staffed since initial task ramp-up was completed during the base year. Maximum utilization is anticipated through the task completion date. The program office has indicated continuing services are anticipated beyond the task completion date.
2. Example 2
Task Description: Operations and maintenance services required to develop, operate, and maintain IT systems. Primary support areas include enterprise and technical architecture, configuration management, quality assurance, and IT security support.
Contractor clearance requirements are up to and including Top Secret.
Award Summary: The task includes a base and five option periods. The total task order value is $121M or approximately $20M per year. Labor hours total in excess of 1.1M over the life of the agreement or approximately 547 contractor employees per year. Over 15 ITSS-3 labor categories are used to perform the multiple IT services areas under this task order.
Task Performance: Since its inception task expenditures have matched original award amounts in each of the five years of activity. Maximum utilization is anticipated through the task completion date. The program offices under this task will require continuing services.

3. Example 3
Task Description: Complete a solutions architecture and design for Infrastructure Development, Architecture, and Design requirements. Includes developing operational capabilities for each of four planned releases; test and integrate solution capabilities with existing systems; train the users; and establish an operations support organization after the first release. Contractor clearance requirements for this task include: SCI level, quantity of three; Top Secret level, quantity of ten; and Secret level, quantity of five.
Award Summary: The three year task was awarded for $59.4M and includes 129 man-years across the three year agreement as well as hardware and software purchases in excess of $26M. Primary labor categories include Task Manager, Configuration/Data Management Analyst, Systems Engineer, and Enterprise Architect.
Task Performance: The contractor has performed in excess of 77,000 labor hours of support. The slight task under run from the award amount of approximately $20M per year to the current rate of $15M per year is due to delay in software and hardware purchases and program budget constraints. Follow-on support requirements have been identified.
