JUSTIFICATION FOR LIMITED

COMPETITION/SIMPLIFIED ACQUISITION

JUSTIFICATION AND APPROVAL FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the flashlights listed on DJF-19-1200-FLASHLIGHTS-5 are available from only one manufacturer (brand name only), and competition is limited as there are no substitutes available.

1. This acquisition is restricted to the following manufacturer:

Company: Surefire Company Address: Fountain Valley, CA

2. The flashlights are estimated to cost $89,000.00 and are required to be delivered by 10/31/2019.

The Surefire Flashlights are mounted to FBI M4 Long Guns for use in low to no light situations.

3. This model of flashlight was tested extensively at FBI Quantico, National Operations and Training Unit for use on FBI long gun weapons systems. This product was chosen for its ability to provide reliability and illumination.

4. Check and fill in all that are applicable:

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Surefire M300 Flashlight, and the new item/service must coordinate, connect, or interface with the existing system. By purchasing the same flashlight, this affords FBI SWAT Operators the ability to quickly change out equipment used on the weapons platform.

Moreover, purchasing this brand and make of flashlights ensures familiarity with a replacement product. Moreover, it is necessary to ensure uniformity across FBI SWAT teams and operators within those teams.

A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:
