FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
Date: 02/21/2018
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation, Criminal Investigative Division
(CID), Violent Crimes Against Children Section/ Violent Crimes Against Children Unit has prepared this justification for other than full and open competition for the purchase of multiple
Cellebrite UFED 4PC devices and their corresponding annual license renewals on behalf of the
Violent Crimes Against Children Unit, CID.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
VCACU will purchase 73 UFED 4PC devices and 75 UFED annual license renewals. VCAC agents use UFED devices to extract evidence from cellular telephones and exploit the data.
The UFED devices are needed to quickly analyze and download the cellular phone. The ability to rapidly access and analyze the content of cellular phones is critical to developing actionable leads in investigations. The ability to renew all software for the devices annually eliminates the unexpected interruption of service on devices. Only Cellebrite can provide the software renewals for these devices that run on the VCAC agents laptop.
3. A description of the supplies or services required to meet the agency’s needs.
FBI Agents have a need to analyze the actual telephones seized in support of the FBI’s National
Security, Criminal and Intelligence Programs. This data can come in many forms, from many different cell phone providers. In addition, the FBI collaborates with other law enforcement agencies with which data and results of analysis must be shared.
In order to offer a broad range of services, especially during child abduction or kidnapping deployments, VCAC members require the use of UFED devices to exploit physical cellular telephones obtained during active investigations. The UFED devices are required to properly collect the evidence discovered on the cellular telephones. The software renewals allow agents to continue to utilize the devices, without interruption in service, to exploit the large amount of data discovered on the cellular telephones.
Requisition Number: DJF-18-0600-PR-0003392 Version 1.0 Page 2 of 2

FAR 8.405-6 (a)(1)(i) (B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
Only Cellebrite and its authorized resellers are able to provide the UFED 4PC devices and renewals which offer the functionality and specifications needed to properly collect and analyze data housed on a cellular telephone and other mobile devices.
