FSS BPA Request For Quotes (RFQ)

Solicitation DJD-17-Q-0161

Date of Issue:

Description of Goods: Hydrogen Generators

Location of Deliveries: Various HQs and Field Office Locations

SUMMARY

The Department of Justice, Drug Enforcement Administration is soliciting commercial quotes for award of a purchase order to procure hydrogen generators and supporting equipment as specified in this solicitation.

To be accepted, your quote must include a completed Standard Form (SF-18), including all relevant price information for all items within the procurement list. Responsive offers must include quotes and detailed product descriptions to enable the Government to confirm compliance to specifications. Offers must include the terms of delivery for each product to each location.

This RFQ includes the following sections:

Section 1: SF 1449, Summary Information, and Line Item Numbers (separate Adobe file)

Section 2: Specification Sheet: Hydrogen Generators (Separate Adobe file)

Section 3: Agency specified provisions & clauses (separate Adobe file)

Section 4: Standard commercial provisions clauses (Separate Microsoft word file)

Section 5: Instruction to Offerors

Section 6: Evaluation of Offers/Basis of Award

The SF1449 (section 1) must be completed and provided in the Offeror’s quote to enable the

Government to determine the lowest evaluated price, technically acceptable offer. Product Information is also required within a responsive quote.

SECTION 3.0: AGENCY SPECIFIED PROVISIONS AND CLAUSES

SECTION 5.0 INSTRUCTION TO OFFERORS

5.1 GENERAL INSTRUCTIONS

5.2 QUOTE

The quote shall be prepared in two parts: 1) Completed SF1449 with Prices with the following information:

Name and address of Offeror

Name and Point-of-Contact telephone number

Name of contract administration office

Date of submission

The Standard Form 1449 fully executed. Include one (1) originally signed copy of the form with blocks 17a, with Name, title, and signature of authorized representative in blocks 30a-c completed. Additionally, Offeror must complete blocks 23-24 on the continuation sheet and include all product and shipping information, representations and certifications and other requirements within this solicitation.

5.3 PRODUCT INFORMATION

The offeror shall provide product information that demonstrates the ability to fully comply with the

Government’s requirements. The offeror shall provide a detailed product description for each item required within the SF18 as described in the specifications sheet. Additionally, product quotes must have lead times for delivery of all products (with information on shipping and handling). If products are subject to backorder, the maximum lead times proposed.

5.4 PRICE QUOTE

The Offeror shall complete the SF-18, including the terms for shipping to specified locations

5.5 COMPLIANCE WITH INSTRUCTIONS

When evaluating an offeror’s capability to perform the prospective contract, the DEA will also consider compliance with these instructions. The Government will consider an offeror’s noncompliance with these instructions, or any attempt to evade the requirements imposed by these instructions, as indicative of conduct the Government may expect from the offeror during contract performance. The Government reserves the right to treat noncompliance with these instructions as a risk, and may treat such a risk as grounds to eliminate any vendor from award consideration.

5.6 EXPENSES RELATED TO AN OFFERORS SUBMISSION

The Government will not pay any costs incurred in the preparation and submission of any proposal.

5.7 DETERMINATION OF CONTRACTOR RESPONSIBILITY

Separate and independent of this evaluation, the Contracting Officer will make a determination of responsibility using the standards listed in FAR 9.104-1. In the event an offeror is deemed not responsible, that offeror will be notified and removed from participation in this procurement.

SECTION 6.0: EVALUATION FACTORS/BASIS FOR AWARD

6.1 EVALUATION OF PRODUCT ACCEPTABILITY

The Government will evaluate the offeror’s ability to fully comply with the Government’s expressed technical requirements as stated in the solicitation. Additionally, the Government will evaluate the offeror’s shipping terms to ensure they provide the best value for the price proposed.

6.2 EVALUATION OF PRICE QUOTE

The Government will evaluate price, an unrated evaluation factor, based upon the use of any one or several price evaluation techniques as may be deemed necessary to determine that the proposed price is fair and reasonable, such as:

a. The lowest total price quoted on the SF18 within a technically acceptable offer

b. Comparison of the proposed price with prices obtained through market research for the same or similar goods, and

c. Other techniques in accordance with FAR 16.601.

6.3 BASIS FOR AWARD

a. The Government anticipates award of a purchase order to the offeror using the Lowest Price Technically

Acceptable (LPTA) process. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for specifications and other non-cost factors such as delivery.
