LIMITED SOURCE JUSTIFICATION

Upon the basis of the following justification, I, as Contracting Officer, hereby approve this limited source justification in accordance with FAR 8.405-6(b)(1). The acquisition referenced herein is conducted under the authority of the Multiple Award Schedule Program.
JUSTIFICATION
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
Requiring Activity: Defense Information Systems Agency (DISA) , P.O. Box 549, Ft. 2. NATURE/DESCRIPTION OF ACTION(S):
This action is to purchase 134 ClearCube GC7522 PCoIP Zero Clients. The expected contract type will utilize FY14 Operations and Maintenance funds at an estimated cost of $60,088.00.
3. DESCRIPTION OF SUPPLIES/SERVICES:
This acquisition will provide hardware required to meet future requirements. The identified hardware is essential to provide a Virtual Desktop Infrastructure (VDI) to customers, and to ensure Joint Staff C2 VDI is protected through fault tolerance and high availability.

4. IDENTIFICATION OF LIMITED SOURCE AUTHORITY AND DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
DISA/JSSC is responsible for the centralized administration, maintenance, and lifecycle management of the Global Command and Control System-Joint (GCCS-J) VDI. Brand named products are recommended at the exclusion of others based on the results of extensive operational, functional, security testing and integration requirements. The introduction of a similar hardware platform from a different manufacturer would invalidate the certification and become an unnecessary security risk to the IT infrastructure.
VDI has been implemented and security approved across other DISA organizations using zero clients from ClearCube. Using similar hardware configurations will maintain cross compatibility between the different systems in the agency, and will minimize the amount of cost and to rework integration, testing, and security accreditation efforts to accommodate new vendors' equipment being approved.
5. BEST VALUE DETERMINATION:
Use of Federal Supply schedules state in sub para (d) on pricing that supplies and services offered on the schedule are listed at fixed prices. Services offered on the schedule are priced either hourly rates, or at fixed price for performance of a specific task. GSA has already determined the prices of supplies and fixed price services, and rates for services offered at hourly rates, under the schedule contacts to be fair and reasonable.
6. MARKET RESEARCH:
Market research did not uncover alternate manufacturers. Market research did reveal there to be authorized resellers of the requested products. Market research was conducted via open market, NASA SEWP, GSA and GWACs. Market research revealed that ClearCube authorizes resellers and some identified are small businesses.

As additional brands or models are tested and approved to operate within the GCCS-J baseline, other brands of equipment will be considered.
