2. Nature/Description of Action:
This Justification for Other than Full and Open Competition (JOFOC) authorizes and approves the issuance of a sole source, firm-fixed-price purchase order for Concept Development Corporation, CarbonFire Kits.
3. Description of Supplies/Services:
ATF’s Certified Explosives Specialist Training Program has a requirement to purchase eleven (11) Concept Development Corporation CarbonFire OPS Pak III (Disrupters):

5. Demonstration of Contractor’s Unique Qualifications or Nature of the Acquisition that Requires use of Authority Cited:
ATF currently maintains the Ideal Products Inc., 24 inch P.A.N. Disrupter as the primary hazardous device disruption tool to be used by ATF Special Agent Bomb Technicians and Explosives Enforcement Officers. The Ideal P.A.N. disrupter is the standard disruption tool deployed by bomb squads throughout the United States. ATF also possesses the Royal Arms disrupters in both the 18 inch and 9 inch sizes. All of these disrupters use 12 gauge cartridges.
ATF bomb technicians and the ATF explosives training personnel have identified a requirement to also maintain a lightweight, easily transportable disruption tool to supplement the Ideal P.A.N. and Royal Arms disrupters in situations where there is limited space in which to work, there a long distance that must be traversed by walking, or there is a need for a lightweight and portable render safe response kit. The requirement is necessary to add to the capabilities of the bomb technicians during render safe operations involving hazardous devices, and not to serve as a replacement. The acquisition of an additional lightweight tool will enhance ATF’s response capabilities by providing an additional option when traveling or responding to a hazardous device incident.
ATF explosives training personnel have identified the CarbonFire 10, manufactured by Concept Development Corporation to meet this requirement. The CarbonFire 10 is constructed from titanium and wrapped in carbon fiber. The use of these materials is unique; as all other disruption tools researched are constructed using stainless steel, which is a much heavier material. The carbon fiber titanium tool is very lightweight and appears to be the only lightweight tool available on the market. The other requirement is that the disrupter must use a 12 gauge round. All of the disruption tools owned by ATF currently use a 12 gauge round. This is also the most common round use by bomb technicians in the United States and will allow the ATF bomb technicians to maintain interoperability with other squads by using the same type of rounds used in other tools.
The ATF Certified Explosives Specialist Program Manager has researched available products and has not identified any other manufacturer of titanium wrapped in carbon fiber disrupter tool. A web search for different manufacturers of disrupters revealed that the Concept Development Corporation CarbonFiber10 is currently the only product available that is constructed using titanium and carbon fiber construction. Ideal Products, Inc. is the sole manufacturer and distributor of the P.A.N. disrupter. They manufacture the 24 inch P.A.N. as the standard disruption tool used by ATF personnel as well as numerous bomb squads across the country. Ideal also manufactures a mini disrupter kit. It is also made of steel and it uses a 410 gauge round as opposed to a 12 gauge round. This product does not meet the requirements because it is made from steel and it does not use a 12 gauge round.

Royal Arms manufactures a 9 inch disrupter. ATF owns this disrupter and the larger version. There is no need to purchase more of these as the ATF inventory is sufficient and the purpose for purchasing the CarbonFire 10 is that it is a lighter weight tool that may be deployed differently than other disruption tools employed by ATF bomb technicians.

Proparms Ltd. manufactures Neutrex disrupters. They are available in varying configurations ranging from 10 inch to 15 inch barrels, using rounds ranging from 12.5 mm to 29 mm. The Neutrex disrupters are constructed from stainless steel and do not use a 12 gauge round. The rounds range from 12.5 mm to 29 mm. The Neutrex disrupter is not compatible with using 12 gauge rounds.
Concept Development Corporation is the developer, manufacturer and sole source of the CarbonFire 10 II Disrupter and the CarbonFire 10 II EOD-OPS-PAK. The CarbonFire 10 II Disrupter System is unique to Concept Development Corporation and has been awarded U.S. Patent 8, 413,570. The CarbonFire 10 II is constructed of light weight titanium and is carbon fiber wrapped. It is lighter and stronger than steel and is the only disrupter that has a 10 year warranty.

In accordance with Federal Acquisition Regulation (FAR) Part: 13.106-3(a)(2), the Contacting Officer has determined the prices proposed to be fair and reasonable based on a previous order and priced proposed for the same product (See Below).

8. Market Research:
Market research for alternative disrupters resulted in the availability of “similar” systems that did not meet our size and performance specifications. GSA Advantage which resulted in no other companies could be found capable of providing the services.
